1 NATIONAL ENVIRONMENT MANAGEMENT AUTHORITY (NEMA) VACANCY ANNOUNCEMENT The National Environment Management Authority (NEMA) was established under the National Environment Act Cap. 153 to coordinate, monitor, enforce and supervise all activities in the field of environment for purposes of ensuring sustainable development in Uganda NEMA invites applications from suitably qualified candidates to fill the following vacant positions: 1.Job Ref : NEMA/ADV/EXT/01/2013 Title : Director, Policy, Planning and Information Reports to : Deputy Executive Director Salary Scale : E 2 Job purpose: To provide guidance to the strategic Planning and development of NEMA. i. Initiate and coordinate the preparation and production of long and short term Corporate plans including budgets and resource mobilization strategy; ii. Coordinate and generate planning data/information/reports to support policy and decision making by NEMA Management; iii. Lead the Department in planning a more pro-active policy research and analysis in relation to sustainable development including identifying gaps in environmental management; iv. Take lead in developing and implementing viable and relevant environmental information systems for use by NEMA, districts and other Government Institutions; v. Provide technical advice and support to Government Institutions in mainstreaming environmental concerns into their respective policies, programmes, plans and budgets; vi. Liaise with Key Government Authorities and Agencies on development and implementation of environmentally sustainable plans and programs; vii. Monitor the implementation of the NEMA plans and activities to ensure that activities are implemented according to the plans; viii. Support and ensure coordination and implementation of the Department s plans and activities; ix. Prepare reports from time to time on emerging national, regional macro economic issues to inform policy actions. a) Qualifications: A minimum of a Masters degree in any of the following fields: Development Planning, Economic Policy and Planning, Development Economics, Natural Resources Economics, Statistics, Business Administration, Environmental Information Systems. Any other additional relevant qualifications are an added advantage. b) Experience: Should have at least a minimum of ten (10) years working experience in planning five (5) of which should be at Senior Level in a reputable Institution. Experience in Corporate Planning or Project Planning and Management is essential. d) Knowledge of the central Government operations and policy formulation is a must. e) Adequate knowledge of central government operations, policy formulation ids desirable. Job Ref : NEMA/ADV/EXT/02/2013 Title : Environmental Audits and Monitoring Officer Reports to : Senior Environmental Inspector Salary Scale : E 4 Purpose of the Job To carry out environmental audits of all activities that are likely to have a significant effect on the environment developing and implementing environmental audits and guidelines. i. Carry out post EIA Inspections and audits to ensure implementation of mitigation measures; ii. Check corporate compliance with environmental legislation and checking the accuracy of environmental impact predications; iii. Verify compliance with environment regulations such as emission limits,effluent standards, waste management practices and EIA Regulations; iv. Advise on criteria approaches, procedures and techniques in developing environmental standards; v. Initiate the development of environmental standards in priority areas of concern including coordination with lead agencies and Institutions in development of environmental standards; vi. Develop environmental audit protocols guidelines and regulations in consultation with Legal Section; vii. Maintain a data base on audit practitioners and audits done; viii. Review audits and EIA reports; ix. Ensure restoration and compensation of damages or liabilities caused; x. Design programs and create awareness on environmental standards; xi. Develop and coordinate training in environmental standards in sectoral institutions, private sector, district and lower levels; xii. Provide compliance assistance to the regulated communities where required; xiii. Maintain and check performance on environmental monitoring equipment and; xiv. Any other relevant tasks that may be assigned. Knowledge required performing the job i. Environmental science and technology; ii. Environmental auditing and inspection; iii. Knowledge on guidelines and regulation of auditing; iv. Technical and environmental aspects of facility operations; v. Relevant requirements on environmental laws, regulations and related documents; vi. Environmental management systems and standards; vii. Audit procedures, processes and techniques and; viii. Industrial processes. Key competencies/ skills required i. Demonstrate knowledge and understanding of appropriate environmental auditing concepts, processes, systems and the role of environmental monitoring; ii. Ability to identify environmental pollution sources and compile relevant and appropriate information when needed; iii. Skills in forming partnerships and alliances with other individual and organizations to enhance performance on the job; iv. Able to produce reports, document actions, keep records and inform appropriate parties; v. Capacity to facilitate resolution of conflict within regulated parties; vi. Competence in clearly expressing concepts or ideas orally and in writing; Page 2 of 7

3 vii. Interpersonal skills conclusive in the effective and efficient performance of the audit such as diplomacy and the ability to listen; viii. The ability to reach sound judgment based on objective evidence; ix. Able to work under minimum supervision and meet set targets and deadlines; x. Skills of personal organization necessary in the effective and efficient performance of the audit; xi. Ability to understand and appropriately use information about economic and political implications of decisions and; xii. Practical computer skills. a) Qualifications: A minimum of a Masters degree in Physical Science with specific training in Analytical Chemistry, Industrial Chemistry and Chemical Engineering; b) Experience: Should have at least a minimum of five (5) years working experience; 3.Job Ref : NEMA/ADV/EXT/03/2013 Title : Procurement Officer/ Head of Procurement and Disposal Unit Reports to : Deputy Executive Director Salary Scale : E 4 Purpose of the Job The Procurement Officer will support the preparation, management and contracting of a variety of goods, works and services of NEMA. He/ She will also support Quality Assurance functions related to procurement and contracting of services and participate in all procurements undertaken at NEMA. i. Provide support to NEMA and assist Management in operations and procurement related functions. ii. Assess the compliance to PPDA and development partners procedures on goods, works and services procured for NEMA. iii. Prepare and implement NEMA s procurement plan. iv. Prepare tender documents for the procurement of goods, works & services. v. Assist NEMA Management & the Contracts Committee to review procurement requests for completeness, adequacy and clarity of tender documents. vi. Implement procurement and contracting transactions to purchase goods, works and services at the best value; vii. Take pre-emptive action on operational, administrative and procedural issues of tenders submitted by suppliers and service providers; viii. Prepare all necessary procurement management reports; ix. Prepare & make available on time the tender documents for bidders; x. Demonstrate professional behavior, personal ethics, integrity and transparency in dealing with clients and service providers; xi. Mentor colleagues by sharing knowledge in procurement procedures; xii. Ensure that procurement procedures and guidelines are harmonized in the PPDA Procurement Manual. xiii. Undertake any other task related to the procurement function which could be requested by NEMA management & Contracts Committee and; xiv. Any other relevant tasks that may be assigned. Page 3 of 7

4 Specific Procurement Tasks i. Prepare and establish general and specific procurement notices; ii. Establish and update the entity s Procurement plan; iii. Maintain a database of procurement activities iv. Solicit bids or quotations, analyze for compliance with specifications for cost, delivery, warranty, maintenance, etc; v. Prepare tender procurement notices and requests for proposals based on specifications and terms of reference provided by the User Dept s; vi. Participate in bid opening, evaluation and negotiations between NEMA and suppliers/contractors and facilitate in obtaining of clearances from development partners, PPDA, Solicitor General etc; vii. Participate in the evaluation processes of the technical and financial proposals, coordinate and participate in the negotiation process when required; viii. Participate with the Legal team in the drafting of contracts between NEMA and the consultants, suppliers/contractors; ix. In liaison with User Departments, ensure timely response of NEMA to the consultant s & other contractor s reports as well as approvals of the consultants assignments; x. Establish a procurement filing system in compliance with the PPDA Act & Regulations. Person s specifications a) Qualifications: A good first degree in Economics, Business Administration, Procurement & Logistics. A Post Graduate Diploma in Project Planning & Management, Public Procurement Management as an added advantage for those without a first degree in procurement & logistics; A Masters degree in the above disciplines is an added advantage. b) Experience :At least 5 years experience in a business environment in procurement services either public or private sector or international organizations; c) Membership: Full Membership of the Institute of Procurement Professionals of Uganda. d) Tenure of appointment: The appointment shall be for a period of 5 years with effect from the date of assumption of duties and may be renewed subject to evaluation of performance of Key competencies/ skills i. Possess background in strategic planning and economic development ii. Strong ability to work in a team environment with results-based orientation and to bring tasks to completion under tight deadlines; iii. Working knowledge of PPDA & World Bank Procurement procedures iv. Working knowledge & ability of Ms Office Software, Ms Access, Ms Project, Windows etc v. Should be a trainer, results oriented and self motivated vi. vii. viii. ix. Excellent communication and interpersonal skills Ethics Standards management High level of proven integrity in procurement Analytical with business acumen. 4.Job Ref : NEMA/ADV/EXT/04/2013 Job Title : Environmental Inspector (Re-advertised) Reports to : Senior Environmental Inspector. Salary scale : E4 Job Purpose :To contribute to environment management by undertaking inspections of site, factories, premises both public and private, land, water bodies and other establishments for the Page 4 of 7

5 purpose of determining how respective activities undertaken conform to Environmental Laws and Regulations. Key Duties and Responsibilities i. Develop criteria and checklists of areas to be inspected and ensuring that it is discussed, agreed and implemented; ii. Carrying out inspections of sites that have been degraded or activities that are degrading the environment with a view of monitoring trends; and recommending and taking remedial actions; iii. In liaison with the Senior Environmental Inspector in coordinating inspections and monitoring activities of licensed inspectors from sectoral inspections and the private sector; iv. Ensuring compliance with environmental laws and other guidelines; Preparing periodic inspection reports and recommending follow-up actions; v. Preparing an inventory of degraded areas from time to time indicating their degradation agents with a purpose of taking mitigation measures; vi. Training District Environment Officers, Environmental Inspectors and other stakeholders and also providing technical advise to the Authority on compliance with Environmental Laws and Regulations; vii. Carrying out any other duties assigned by the Director of the Department and Senior Environmental inspector; viii. Carry out other relevant responsibilities as may be assigned by Management. a) Qualifications: A minimum of a Masters degree in any of the following fields: Environment and Natural Resources. Any other additional relevant qualifications are an added advantage. b) Experience: At least 3 years working experience working on production processes and systems; Environmental Inspections and auditing,laboratory processes, cleaner production practice as an Inspector in a related field. Proven skills in Chemistry, Chemical Engineering or Environment Science will be added advantage Or any other related position in an industrial production and environmentally related field. c) Additional training: Additional training in Environmental Monitoring or inspection discipline will also be an added advantage. d) Tenure of appointment: The appointment shall be for a period of 5 years with effect from 5.Job Ref : NEMA/ADV/EXT/05/2013 Title : Information, Education and Communications Officer Reports to : Director, District Support Coordination & Public Education Salary Scale : E4 Job purpose: Develop and implement environmental awareness programs. a) Developing and implementing multimedia environment awareness strategies and activities at national, local governments and community levels; b) Liaising with other Departments of NEMA to prepare including audio-visual materials and exhibitions among others; c) Liaising with relevant Officers in NEMA to identify and clarify on any topical environmental issues to the public through different media; d) Establishing a network of users to enable information exchange among the users and NEMA; e) Initiating translation of Environmental Information into local languages and determining the mode of transmission; f) Assisting local governments to develop and implement environment awareness programs and activities; Page 5 of 7

6 g) Developing and distributing the NEMA newsletter; h) Reviewing and updating NEMA website; i) Taking lead in organizing World Environment day and other related days; j) Compiling and handling photographic information of key environmental related events and physical sites of critical importance; k) Taking lead in editing environmental education and awareness including newsletters, posters, fact sheets, flyers, banners, television and radio messages; l) Carrying out any other relevant responsibilities as may be assigned. a) Qualifications: Advanced Degree in Mass Communication, Adult and Community Education, and/or Marketing Management. Additional training in Journalism, Information Management, Mass Communication, Marketing Management and /or Public Education. b) Experience: At least 5 years experience working on Information and communication processes and Systems Key competencies required Capacity to work with minimum supervision Excellent communication and interpersonal skills High ethics, integrity and confidentiality Good reporting skills Ability to work under pressure and to make accurate and informed decisions. Analytical and coordinating skills Ability to work independently and with strong organizational and planning skills. High level of confidentiality Honesty, Courtesy, On time response to instructions. 6. JOB REF : NEMA/ADV/EXT/06/2013 JOB TITLE : Front Desk Officer/ Receptionist (Re advertised) Reports to : Human Resource Manager Salary Scale : E7 Vacancies : 01(One) Job Purpose: To Manage the Front Desk of the NEMA. Key Duties and Responsibilities i. Receive and pass on messages and orders using both Answer calls from NEMA visitors; ii. Answer all incoming calls from NEMA Clients; iii. Make official calls; iv. Scrutinize incoming and outgoing mails; v. Direct visitors to the people and offices they desire to see or go to; vi. Handle the switchboard and ensure usage print outs are generated and circulated; vii. Handle suggestions from NEMA visitors and forwarding them to Management; viii. Register in coming mails and documents for onward forwarding to respective offices; ix. Carry out any other relevant responsibilities as may be assigned by Management. Person s specifications a) Qualifications: A Degree in Office Management, Development Studies, Social Sciences and/or Secretarial Studies. Page 6 of 7

High level of confidentiality Honesty, Courtesy, On time response to instructions. 7. Job Ref : NEMA/ADV/EXT/07/2013 Title : Office Assistant Reports to : Senior Personal Secretary/ Administration i. Ensure that NEMA Offices are opened and closed in time; ii. Collect and deliver mail, parcels and other communications from and to the Post Office, suppliers and other Institutions; iii. Sort, deliver and pick up mails from various offices and on the premises at regular intervals and keeping records as required; iv. Pack materials received for dispatch from out-tray and putting them in envelopes for dispatch where necessary; v. Drive NEMA vehicles and motorcycles while carrying out official assignments; vi. Any other duties as may be assigned from time to time by Management. s a) Qualifications: A minimum of Uganda Advanced Certificate of Education. Any other additional relevant qualifications are an added advantage. b) Experience: Should have at least a minimum of five (5) years working experience in similar position in a reputable Institution. Experience in driving a motorcycle and with at least class B is essential. the date of assumption of duties and may be renewed subject to evaluation of performance of Remuneration is attractive.
