1 CHAPTER I ORGANIZATIONAL BACKGROUND 1.1 Historical Perspective Aviation Training One International is a professionally-oriented aviation training institution for students and professionals who aim to pursue a higher degree in the field of aviation. Since 1998, the institution has been training pilots for corporate and airline companies around the globe. The expansion program implemented in January 2007 aims to provide more training programs to pilots, flight dispatchers, aircraft maintenance technicians, cabin crew, and aviation department managers. The institution mainly focuses on instructional flights for both private and professional pilots, chartered flights towards various parts of the country, and in the future they might venture into cargo transport History/Nature of the Business Aviation Training One International is an institution upholding the tradition of excellence in the aviation industry. They instill a rigorous standard of professionalism, self discipline, sound judgment, leadership, and airmanship. Whether one aims to become an airline pilot, flight dispatcher, or A & P mechanic, the institution is the right place where one builds the foundation or one s future career. 1
2 Location According to Aviation Training One International s manual, Dumaguete Airport is so called the Home of the Philippine Pilots for it is where most of the professional pilots are trained. The airport provides a conducive environment with its complete facilities from air traffic control, perfect runway condition, navigational aids, and emergency rescue facility. The institution is strategically located with reference to nearby airports. This provides necessary environmental setting for various exposures for beginners and advanced students. Furthermore, Dumaguete gives the institution the opportunity to train students on all flight maneuvers, solo cross-country flight operations, and full IFR procedures. Aircrafts The institution maintains the most modern fleet of aircraft in the industry today. It enables them to train the students in various training scenario from basic fundamentals, spins and unusual attitude recovery, and advance glass cockpit training. Here is a list of the aircrafts that the institution currently has in acquisition: Cessna 152 Single-Engine Trainer Cessna 152- Aerobat Single-Engine Basic Aerobatic Trainer Cessna 172 Single-Engine Trainer 2
3 Piper Warrior II Single-Engine Trainer Piper Seneca I Multi-Engine Trainer Instruction The quality and reputation of the school rely heavily on the competence of instruction. The school highly values the instructor s qualification for their students to receive the highest standard in training. They ensure that their instructors are not just qualified they serve with commitment, upholding the practices and traditions that the institution was built on. ATP Certified Program The ATP Certified Program is designed for individuals who aspire for an airline career. This intensive training program is structured to a real airline environment with personalized and professional training approach and utilizing the most modern generation fleet of aircraft. The objective of this program is to prepare the pilot trainee towards their ultimate goal in the airline by establishing a solid framework of knowledge, skills, judgment, and discipline. Furthermore, the experience necessary to meet the standard requirements for airline recruitment is deliberately incorporated in this program. 3
4 Flight Dispatch Course The Flight Dispatch Course offers a comprehensive training to students aiming to become Flight Dispatchers or Airline Flight Operations Personnel. The course ranges from basic training to the advance stage leading to the issuance of a Flight Dispatcher's License. Training The training is designed to prepare the trainee to obtain extensive knowledge comparable to an Airline Transport Pilot License holder. It consists of: Aviation Language Aircraft Performance Navigation Meteorology Civil Air Regulation ATC & Airspace System Flight Operations Management FD Resource Management AMT Course The Aircraft Maintenance Technology Course is a comprehensive training for students who aim to attain an Airframe & Powerplant Mechanic License. This 2 year course is composed of academic and laboratory training providing students the appropriate knowledge and skills in servicing, maintenance, repair, and overhauling of aircraft airframe and engine components. 4
5 Training The academic and laboratory training are properly structured to produce highly trained aircraft maintenance technicians in the industry. The course includes: Aviation English Trigonometry Physics Aircraft Drawings Civil Air Regulations Aerodynamics Basic Electricity Aircraft Engines I & II Aircraft Structure & Components I & II Aircraft Systems AMT Resource Management Airframe Repair Engine Repair & Overhauling Aircraft Documentations Maintenance Aircraft Components Repair & Overhaul Professional Development Professionals who find the need to enhance their knowledge and skills may also enroll in one of the school s professional development courses. 5
6 Training The school offers the following programs that may meet the individual s requirement: Aviation English Language Course Crew Resource Management Certified Flight Instructor Spins and Upset Recovery Training Additional Aircraft Type Rating Course Glass Cockpit Orientation Course Aircraft Maintenance Specialization Course Organizational Units Below is the organizational structure of Aviation Training One International. Aviation Training One International is managed by experienced personnel committed to serve for the best interest of their customers in the aviation industry. Mr. Dan Bahinting is the Director/President of the organization. Under him is the VP for Aviation Training Programs, Capt. Harris P. Dimagiba. Still under the Director is the Assistant VP for Company s Operations, Capt. Joedan P. Bahinting. Under the VP for Aviation Training Programs is the Director of Flight Training and Director of pilot Standardization, Capt. Kharl Zeno Dimagiba & Capt. Arvin Eslit respectively. Under the VP for Company s Operations is the Director of Student Admission & Service, Mr. 6
7 Dorotheo Suaring. Under the Director is the Finance Manager, Joseph Brian Quano and under the VP for Company s Operations are the Marketing and Communications Personnel, Capt. Tian Yu Wong & Capt. Rohan Selladurai. Still under the VP of Company s Operations is the Director of Aircraft Maintenance, Sofronio Tabanao & Melvin Melgar. Figure 1 is a chart that shows the organizational structure of the company, though some of the positions are currently not filled. Figure 1. Organizational Unit 7
8 1.1.3 Job Functions The Director/President is basically the head of the organization, he spearheads all decision making and goal setting activities that the organization will be undertaking. The Vice President of Company s Operations handle company operations like student admission, flight operations, marketing and communication, and aircraft maintenance. The Vice President of Aviation Training Programs handles the activities that have anything to do with the courses and programs that the institution is offering. The Finance Manager has the responsibility for all finances of the company. Anything that has to do with cash flows has to go through the Finance Manager. 1.2 Objectives of the Project The main purpose and objective of the project is to develop a Flight Time Monitoring and Management System for Aviation Training One International for the benefit of the students, instructors, and the organization itself. The system will provide accuracy and reliability in the handling of flight time records. It would also lessen redundancy of the information being recorded. It will provide effectiveness and efficiency in the process and would lessen the workload and the time it would take in undertaking the process. Moreover, the desire of the management for the improvement of the current implemented system necessitates the organization to proceed with an automated Flight Monitoring and Management System. 8
9 Significantly, the study should be able to find out considerable perspective and determining of: 1.) The system in the institution which is currently used to serve present flight time monitoring and management. 2.) What can a Flight Time Monitoring and Management System do to improve the daily work flow of the institution s operations with the maximum accuracy? 3.) How can the system be able to provide effective, efficient, and reliable services to the organization in terms of flight time monitoring and management? 4.) How the system can securely and accurately keeps track of the flight time of students and airplanes in order to reduce the redundancy and costs. 5.) Design a system using monitoring and management allowing fast and effective service for both students and institution s management. 1.3 Scope and Limitation of the Project The study is limited to the current flight time monitoring system being used at Aviation Training One International located in Dumaguete Airport, Sibulan, Negros Oriental 6201, Philippines. Specific processes to be involved in the proposed system would be the development of the Flight Time Monitoring and Management System for the use of the organization in the monitoring and 9
10 managing of the students number of flight hours and for the airplanes flight time and inspections. The system will serve as an aid for management, flight operations, mechanics, and students. It will help students to have an overview of their flight time as verification. It will also assist flight operations personnel to keep track of students flight time; mechanic personnel to keep track of airplanes flight time; and lastly for the management to be informed and have supervision on all sectors of the system. The current document survey results will serve as a basis for the design of the system which will make use of a Flight Time Monitoring and Management System which is conceptualized with the perspective of producing a convenient, effective, efficient and accurate service for the organization and the students. Other things that are not specifically mentioned are beyond the scope of this study. The study is conducted in the first semester of school year The termination of the proposed Flight Time Monitoring and Management System will be at the closing part of the semester. 1.4 Alternative Courses of Action In recent years, information technology has been playing a vital role in the success of most business processes. IT has helped businesses speed up processes and has been a great help in automating most business functions. Technological 10
11 advancements also help in the efficiency and effectiveness of a business system. Aviation Training One International has been using MS Excel as a means of recording, monitoring, and managing flight time records. This has proven to be a tedious task because of the higher workload that the personnel in charge would have to be handling. In order to lessen the workload, and to automate the monitoring and managing of flight time records, the researchers propose a Flight Time Monitoring and Management System. The system, if properly implemented, will provide a more accurate and reliable way of monitoring and managing a student s flight time records, as well as the monitoring of an airplane s flight hours, thus providing a more reliable way of keeping track of these said records. In lieu of this, the researchers have taken the initiative to make the study with the goal of convincing the organization to make use of the Flight Time Monitoring and Management System so that record handling will be more accurate, there will be less paperwork, less workload, and the whole process itself will be transformed into an automated, more reliable practice. 1.5 Statement of the Expected Solution It has been evident in most organizations that the incorporation of Information Technology in their various processes has helped in the increase of productivity and management of essential information. Aviation Training One International has a unique business environment, and therefore should adopt a 11
12 unique system for the handling and management of their vital company information. The procurement of a Flight Time Monitoring and Management System will make it easier to access flight records without going through the task of shuffling numerous amounts of paper and opening file cabinets and folders. It also helps ensure that such records are kept safe, backed up constantly, and that only a limited number of personnel will be able to access such records. This will ensure the company s vital information and records will not fall into the hands of unauthorized persons, and that reading and changing of the information will be limited to only a handful of personnel. Basing from the abovementioned statements, it is therefore highly recommended that the proposed system be developed and implemented at Aviation Training One International in order to ensure a more accurate and reliable system for handling flight time records. 12
