2 Electric Mobility Strategy of the Hanseatic City of Rostock Executive Summary Background Based on a 2011 resolution of Rostock's city parliament to establish an action plan for e-mobility as well as the necessity to work out an integrated intermodal e-mobility concept for the EU project ELMOS, the Hanseatic City of Rostock had decided to develop a municipal e-mobility strategy. Further, the development process of the city s mobility plan (MOPZ) revealed that e-mobility is not yet rooted in the perception of Rostock s inhabitants and that the potentials for, e.g. pollutant and noise emission reduction, have in part not been recognised yet. The e-mobility strategy has been created in a participatory development process including the involvement of relevant stakeholders from local politics, business and various interest groups. In total, more than 50 experts were involved through an online survey on the future of e-mobility in Rostock and two electric mobility fora. The process was coordinated by the project steering group e-mobility consisting of representatives from the city administration (Mobility Coordinator of the City of Rostock, Department for Urban Development, Urban Planning and Economic Development, Department for Environment and Department for Transport Planning, Civil Engineering and Port Development), municipal transport operator, energy supply company and an external consultancy. Previous electric mobility activities The Hanseatic City of Rostock is already active in the field of electric mobility and has successfully started to implement first e-mobility initiatives made possible by the commitment of various local actors. In the city area, there is a semi-public charging infrastructure with more than 20 charging points in eight different locations; with an e-mobility card of the municipal energy supply company, people can charge green energy for free during its test phase; and in the context of the ELMOS project, the Pedelec rental system elros, headed by RSAG (municipal transport provider), was introduced in Rostock in spring 2014 with 26 Pedelecs, four rental and charging stations and a rental software. With Rostocker Straßenbahn AG (tram), the Hanseatic City can make use of a well-developed tram network, which has been expanded considerably from 1998 until Furthermore, Rostocker Straßenbahn AG tested five hybrid buses in 2013, which were, however, returned to the manufacturer due to high susceptibility to failures and high cost. The number of electric vehicles registered in Rostock, i.e. 20, is on a low level when compared with figures from all over Germany. In Rostock, commercial e-vehicles clearly dominate over privately owned electric cars. There is a highly positive trend in the number of pedelec owners and it is estimated that there are hundreds of pedelecs owned by companies or private individuals. 2

3 SWOT-Analysis In order to implement e-mobility permanently on the local and regional level, a strategic and goaloriented approach is necessary. The analysis of the framework conditions and activities to date in addition to the online survey of relevant local and regional actors allow for assessing the strengths, weaknesses, opportunities and threats of the introduction of electric mobility in Rostock. 4 Electric mobility in Rostock in 2030 By means of the electric mobility strategy and the action plan, the Hanseatic City of Rostock pursues a coordinated expansion of its previous e-mobility activities and the long-term establishment of e-mobility in the city and the region. With a time horizon until 2030, the Hanseatic City of Rostock sets a strategic frame for electric mobility for the first time, which has, in particular, been aligned with the aims and provisions of the Mobility Plan Future. The electric mobility strategy is intended to activate further municipal, private sector and political actors to get involved in the local introduction and continuation of electric mobility and thus to contribute jointly to a more ecologically sound and economically efficient transport system. From the strategy development process, the primary objective ensures: Electric Mobility in Rostock in 2030 In the future, electric mobility in the Hanseatic City of Rostock is integrated even stronger as an integral part of the entire transport system and it plays a prominent role in sustainable urban planning and urban development. The advantages of electric mobility are exploited to expand local and regional multimodal use of transport modes and to further its attractiveness. Furthermore, electric mobility offers impulses for new mobility services and patterns of consumption. Linking public electric transport with new forms of e-mobility for individual, business and freight transport considerably contributes to strengthening sustainable transport modes and plays a key part in the envisaged transfer of motorised individual transport towards more sustainable modes (target: 70%). Electric mobility supports the goals of the Hanseatic City of Rostock in the fields of transport, energy and climate and thus contributes to environmental improvement. From the status analysis and the examination of the framework conditions as well as the results of the project steering committee electric mobility, a total of six fields of action were deduced: Public transport & inter-/multimodality The electrified municipality Tourism Business economy and services sector E-Sharing offers Integrated planning, organisation, management & public relations 4

5 Figure 2: E-mobility related fields of action of the City of Rostock Fields of action in detail A Public transport & inter-/multimodality Goal: Strengthening inter- and multimodal mobility chains in passenger transport and cross-linking of public transport with other environmentally friendly transport modes through the introduction and expansion of e-mobility modes, services and models of mobility in Rostock s transport system. Electric public transport has been provided in Rostock for decades now, offering citizens a comprehensive tram network and infrastructure which also offers a good basis for further electrification of transport in Rostock. Further, the long-term conversion of the diesel bus fleet in Rostock provides an enormous electrification potential. Electric public transport might become an even more important backbone for electric inter- and multimodal mobility offers in Rostock. There is already a supplementary e-mobility service for the first and last mile from door to door in Rostock the pedelec rental system elros. There could be further offers along this line, among others e-car and e-bike sharing offers, which could be linked with other means of transport through the mobility card which is planned to be implemented in the long-term. B The electrified municipality Goal: In the Hanseatic City of Rostock a demand-oriented semi-public and public charging infrastructure will be established. Furthermore, to set a good example, electric and climate-friendly vehicles will be used consistently in all municipal areas. In the municipal administration of Rostock and the municipal companies, the first electric vehicles have already been purchased. A central fleet management for planning, management and control of the (electric vehicle) fleet does not exist in the city administration to date. In the future, the potentials for the integration of electric vehicles will be identified systematically and put to use optimally by intelligent operational planning. In addition, pedelecs and car sharing offers will increasingly be used. Stadtwerke Rostock AG, being the local energy supplier, will significantly be involved in the setup of a strategic and efficient charging infrastructure in the city area. In the framework of the development of a network of electric vehicle charging stations, it will be ensured that the charging infrastructure will meet planning, urban design and technical requirements.

6 C Tourism Goal: E-mobility as a touristic service allows for a purely electric mobile arrival, departure and stay in the Hanseatic City of Rostock. Hereby, electromobility in and around Rostock becomes an experience in itself and helps improve air quality and reduce noise and CO 2 emissions at the same time. First electric mobile tourism services (e.g. pedelec rental) have already been developed in Rostock over the past years, especially in the highly touristic seaside resort Warnemünde. Touristic e-mobility offers in the city and region, however, exist mainly as individual activities and are poorly coordinated with each other. Joint marketing of the e-mobility offers will make it possible to supply the guest with an integral e- mobility experience and to achieve synergy effects through cooperation. Electric mobility in the tourism sector should not only be targeted at cycling tourism, but cover other means of transport and concepts as well. D Business economy and services sector Goal: Rostock s companies and enterprises are actively being involved as multipliers in the e-mobility development process and are significantly contributing to the implementation of the e-mobility goals of the Hanseatic City of Rostock. In the Hanseatic City of Rostock, the first companies and forwarding agencies have already integrated electric vehicles into their fleet (e.g. pedelecs, scooters, mini cars and small vans). Like in other cities, it can be observed in Rostock that the introduction of electric vehicles today still comes with a cost handicap for the companies. Measures such as vehicle pooling can particularly help smaller companies and self-employed workers to split the cost between several partners and achieve savings this way. The development of partnership-based business models with service and trade companies (e.g. supermarkets, shopping malls, car parks, furniture stores, and restaurants) for the expansion of the semipublic charging infrastructure could furthermore contribute to promoting electric mobility to companies and private individuals. Industrial cooperation partners could help to bring actors and interested companies together. The Rostock Chamber of Industry and Commerce (IHK) could take on a supporting and counselling role as a link between administration and industry, trade and commerce. E E-Sharing Goal: Support of a wide range of e-sharing services, taking regenerative sources of energy and sustainable cost, tariff and charging structures into account. The integration of e-sharing offers is being considered in early planning phases of city and district development. There are already several car sharing providers in Rostock. The number of both conventional and electric vehicles is, however, low. Electric mobility is seen as means to promote and market car sharing in Rostock more prominently. The consideration of e-sharing (cars and pedelecs) in urban development, housing construction and conversion of the existing housing stock is seen as a great opportunity. 6

7 The public pedelec rental system elros has been established as a pilot project in Rostock. To provide an additional means of transport in Rostock it is requisite to keep the offer and possibly expand it. By increasing the number of stations, new distances and user groups might be attracted and multimodal travel could be fostered. A combined tariff for commuters could lead to a rise in attractiveness for this group. Innovative cost models, e.g. sponsoring concepts, could allow for expanding and maintaining the system in the long-term. F Organisation, steering & public relations Goal: Electric mobility is deeply rooted in the city and transport planning processes, and new organisational structures and instruments allow for cross departmental cooperation and long-term exchange between city administration, politics and local actors. The Hanseatic City of Rostock positions itself visibly with respect to electromobility and contributes to an improved visibility of local e-mobility initiatives, projects and services. Through the project steering group e-mobility, a first coordinated exchange between the city administration, Rostocker Straßenbahn AG and Stadtwerke Rostock AG on electric mobility has been initiated. The project steering group will continue to exist in order to ensure that the strategy goals will be achieved and that a regular monitoring of the measures as well as their evaluation will be carried out. It is intended to complement the project steering committee with an advisory board, consisting of transport experts and stakeholders. In order to promote electric mobility successfully, it is also important to advertise measures for increased visibility of the local e-mobility initiatives and projects. Awareness raising can positively influence the mobility culture, achieve an increase of e-mobility services and at the same time offer a city the chance to position itself decisively with respect to the topic of electric mobility. The Action Plan Electric Mobility Whereas the strategy describes the mission statements, goals, fields of action and the approach to measure selection for the expansion of electric mobility, the action plan (annex to the strategy) defines more than 20 concrete measures for strategy implementation. Here, priority, financial requirements and responsibilities etc. are defined for each measure. Furthermore, measures are being checked concerning their being in line with the goals of the mobility plan future (MOPZ) in order to explore the extent to which the measures contribute to fulfilling the aims of the MOPZ. The measures mentioned in the action plan range from measures strengthening multi-modal travel such as a mobility card and portal to e-car and pedelec-pooling concepts for businesses, municipal (e-)fleet management and the provision of information material on electric vehicles and e-mobility services. A look ahead By developing an electric mobility strategy, the City of Rostock has taken a coordinated and strategic approach towards e-mobility for the very first time. In the project steering committee e-mobility, all threads will continue to come together. This is where monitoring of e-mobility activities, implementation control as well as the collection of additional ideas are rooted. In addition, the group will be complemented by an advisor y board.

8 Electric mobility in Rostock is considered to be a process, which requires a comprehensive change of the transport system and of mobility patterns. This process will gradually be built up to establish electric mobility offers and the respective technology. The action plan comprises more than 20 measures in the six fields of action. When looking at the action plan, it becomes clear that a broad field of actors will be involved in implementing the electric mobility measures and that competences as well as responsibilities are spread among various partners. In order to tap the potential of e-mobility and to be able to develop concepts for the promotion of electric mobility, balancing of interests, networking, communication and cooperation are therefore indispensable. The viability of the strategy becomes apparent due to the fact that in the developing process of the electric mobility strategy more than 50 local actors and experts already showed a great deal of interest in the topic and willingness to become involved. The e-mobility strategy and the action plan show that the Hanseatic City of Rostock is ready to further improve the quality of life in the city for its inhabitants. In addition, it wants to contribute to achieving the goals of the National Development Plan for Electric Mobility and to play a pioneering role in the state of Mecklenburg-Vorpommern when it comes to electric mobility. The development of that electric mobility strategy was financed in part with funds from the EU INTER- REG IV A Programme "Southern Baltic Sea" within the project "ELMOS".
