3 3 APPROVED Order of the National Statistical Committee of the Republic of Belarus No. 70 STRATEGY FOR THE DEVELOPMENT OF STATE STATISTICS for the period until 2015 CHAPTER 1 GENERAL PROVISIONS 1. In the course of consistent implementation of three strategic programmes of the development of state statistics of the Republic of Belarus a legal basis has been formed; macroeconomic, standard of living, labour, and price statistics have been established practically anew, on the basis of international standards and statistical rules. 2. At present, the state statistics is an important attribute of the society and one of the essential tools of public administration. At the same time the community and the economy, facing new challenges in their development, place increasing demands on state statistics, on the content and quality of statistical data (information). In this regard a complex system approach is required involving the whole management system of statistical production. CHAPTER 2 STRATEGIC GOAL AND IMPLEMENTATION DIRECTIONS OF THE STRATEGY FOR THE DEVELOPMENT OF STATE STATISTICS FOR THE PERIOD UNTIL The goal of the Strategy for the Development of State Statistics for the period until 2015 (further referred to as Strategy) is to create prerequisites for further development of state statistics and to the fullest

4 4 possible extent meet the public information demands for the consistent, reliable, impartial, relevant and timely statistical data (information) on the economic, demographic, social and environmental situation in the Republic of Belarus. 4. Achieving this goal would contribute to raising confidence in state statistics. The goal will be implemented in the following strategic directions: improving the institutional framework and quality management system; developing partnership relations with respondents; building interrelations with users of statistics, improving summary statistical data (information) dissemination; improving statistical infrastructure, standards and methods; improving the system of statistical indicators and their compilation methodology, developing new statistical areas; improving software and technological infrastructure of the Integrated Information System of State Statistics of the Republic of Belarus; human resources capacity building. CHAPTER 3 STRATEGY IMPLEMENTATION 5. The Strategy implementation shall be financed from the republican budget funds allocated to the National Statistical Committee of the Republic of Belarus for ongoing financing, international technical assistance, and other sources not prohibited by the legislation of the Republic of Belarus. 6. The Strategy shall be implemented by the state statistical bodies and state organizations subordinate to the National Statistical Committee of the Republic of Belarus, with the envolvement of government agencies, research institutions and other organisations in specific activities.

5 5 CHAPTER 4 COORDINATION OF WORK, MONITORING AND CONTROL OF STRATEGY IMPLEMENTATION 7. The Strategy shall be implemented in line with the activities for the Strategy implementation (further referred to as Strategy activities) according to the Annex. To ensure their execution, the Main Department of Planning and Organisation of of the National Statistical Committee of the Republic of Belarus shall annually, before 1 December, develop and submit to the Chairman of the National Statistical Committee of the Republic of Belarus the implementation plan of the Strategy activities (further referred to as implementation plan) for approval. 8. Coordination of work, monitoring and control of the execution of the Strategy activities and implementation plan shall be carried out by the of the National Statistical Committee of the Republic of Belarus. Units responsible for the execution of the implementation plan shall annually, before 1 January, submit progress reports to the Main Department of Planning and Organisation of of the National Statistical Committee of the Republic of Belarus. CHAPTER 5 EXPECTED OUTCOMES 9. Implementation of the Strategy would allow: regulatory framework of state statistics to be improved; quality control system to be advanced on the basis of implemented quality management system, improved planning of statistical production and monitoring of labour intensity of statistical activities; efficient system of statistical metadata to be created; response burden to be reduced by implementing of electronic reporting, updating and optimization of state statistical surveys;

6 6 traditional dimensions of state statistics to be improved and new ones to be developed; the content of statistical indicators enabling comprehensive analysis of the relevant social and economic aspects of societal development to be updated; quality of social statistics to be improved to ensure comprehensive information on the standard and quality of living of the population in line with the United Nations Millennium Development Goals; methodological and analytical research in statistical domains to be expanded; accessibility of summary statistical data (information) to be increased; the number of times accessed of the official website of the National Statistical Committee of the Republic of Belarus and those of the territorial bodies of state statistics via the Internet to be increased; international economic and social classifications to be implemented in statistical practice; software and technological infrastructure of the Integrated Information System of the Republic of Belarus to be developed; organizational structure and management system of state statistical bodies to be streamlined; personnel training in the fields of state statistics, management, information and communication technology and foreign languages to be improved; efficient methods of human resource management to be implemented; user confidence in state statistics to be strengthened; image of state statistical bodies to be enhanced.
