1 PUBLIC PROCUREMENT AND SUPPLY CHAIN MANAGEMENT TRAINING DATE: THE 30 TH TO 31 ST MARCH 2016 VENUE: LEMIGO HOTEL Overview The ultimate goal of public procurement is to spend public money in an efficient and proper manner to achieve best value for money. Rwandans have no doubt that public procurement is central to good public financial management and public resources allocation. Its importance is derived from its role as the vehicle by which typically over 40% of the budget implementation is managed and which can be as high as 70%. It is the means by which Rwanda s policy objectives are implemented. The effectiveness and efficiency of public procurement in implementing policy through the purchase of the right outputs and their delivery is affected by a number of factors including clear and unambiguous laws and regulations, effective institutional arrangements including the use of administrative complaints boards, effective controls, document and records management, transparency and accountability. Due to today s competitive business climate, all procurement departments across the length and breadth of the Rwanda, East Africa Region and the World are feeling the effects of speed and competition, and are at the best times under pressure to deliver and to do so in a cost effective and sustainable manner. But even with this pressure, most procurement groups and departments have failed to evolve with global practices. The real question UoK-CEGL poses to your organization and department is WHY? Given the economic significance of public procurement in Rwanda, fraud and corruption in this field dramatically harm the economy and public finances both national and for individual organization. The violation of the public procurement rules
2 remains one of the main sources of irregularities and fraud in Aid Funded Projects. The regulatory frameworks in Rwanda require public authorities to set up effective and risk-based measures to prevent fraud and corruption. It is very important for you to understand the legal requirements and processes of the procurement cycle in order to avoid irregularities or fraud and corruption. Lead Speaker Profiles 1. Eng. Chris Oanda Eng. Chris Oanda is the National Chairman of the Kenya Institute of Supplies Management (KISM), the professional association for supplies in Kenya with over 4000 members. He is also Head of Supply Chain for Kenya Airways where he is responsible for the overall procurement and supply chain management for an annualized spend of 1.4 billion USD. Chris is also the Chairman of the AFRAA Joint Fuel Procurement Project for 9 African Airlines with a jet fuel budget of USD 1.5 billion per annum. Prior to that Chris was the Managing Director of e-sokoni, a Consultancy Firm based in Nairobi specializing in institutional systems re-engineering in Supply Chain Management, E-Commerce and Procurement Agency Services. Chris has worked in diverse fields including the oil industry, manufacturing, services sector, Fast Moving Consumer Goods, Government medical supply chains and public sector procurement reforms involving Government and major development partners. He has worked in Eastern and Southern Africa countries and Australia. Chris has reformed and implemented improved procurement processes in private sector companies in Africa through automated electronic systems, people development and strategic value chains for core products and common user items for Kenya Airways, Total Oil affiliates, BAT Africa Region, Eastern Africa, KCB Group, Magadi Soda, Homegrown, Unilever and Coke Cola Africa. As the National Chairman KISM, Chris has played a significant role in achieving two key institutional reforms in Supply Management in Kenya. He has led the KISM members in drafting the Procurement and Supplies Management Practitioners Act 2007, the Public Procurement and Disposal Act 2005 and its Regulations of 2006 which led to the establishment of an enabling legal framework for supplies and procurement in Kenya. KISM is now playing a leading role in COMESA to harmonize public sector
6 procurement procedures in Eastern and Southern Africa countries to promote international trade and investment into Africa. Chris qualified with B E in Chemical Engineering and MSE (Systems Engineering) from RMIT in Australia and CIPS Diploma from UK. 2. Joseph K. Ndung u MBA, MCIPS, MKISM, Dip.Ed Joseph is a procurement specialist with over 20 years working experience in Procurement, Supply Chain Management and Contract Management both in the Private and Public sectors. Mr. Joseph boasts of a good knowledge of the principles and approaches to public & private procurement systems, specialized knowledge of and significant experience in the aspects of procurement of works, goods and services, contracts management specifically in procurement planning, procurement document development, procurement evaluation process and procurement record keeping. His qualifications in this area include a Graduate Diploma in Purchasing and Supply Management by the Chartered Institute of Purchasing & Supply (CIPS, UK) and Member of the Kenya Institute of Supplies Management (MKISM), Chartered Institute of Purchasing & Supply, UK, (MCIPS).
