Prabu Web has been emerging as formidable mode of information, communication in delivery and access of knowledge resources has become more convenient, economical due to the advent of web-technology in all walks of human life. Storage capabilities faster transmission of the quantum of data through the web has made significant changes in the ways of functioning of both government and social organization. Downloadable and add on application of web-tools made great scope for customization and collaboration in knowledge creation in knowledge accession. The emerging technology such as, Instant Messaging, Podcast, Vodcast, blog, RSS and their application has been discussed and conceptually at pragmatically. INTRODUCTION Revolution of web-based and web-enabled products and services conceptualized by Tim-Orally during the beginning of the millennium that has made a great momentum in experiencing and pioneering research in contextualizing web-technologies for societal benefits. This has been post a great challenge and opportunity for in delivery of various products to the end-user in all industries. Web access, digital port-polio on web and we presence has becoming determining factor for business research and industrial organization all over the world even the government services and e-governance has been made using the web media including developing libraries. It accelerates with higher rate in coming year as the internet usage data find galloping increase. Higher education sector is being the prime segment in shaping the human resource potentials by adopting newer technologies. It has given great opportunity for Library and Information Science professionals and providing new forms of information products and services. *Librarian & Head, Dept. of Library & Information Sciecne, Bharathidasan University, Trichy-24, Tamil Nadu, India {bdulib@gmail.com}
** Ph.D. Scholar, Dept. of Library & Information Science, Bharathidasan University, Trichy-24, Tamil Nadu, India. ICT IN HIGHER EDUCATION It is quite evident that this decade has mainly used information technology for societal and economical development of all region of the world. It may be of social or governmental, business or entertainment, medicine or technology, educational or cultural the ICT has become strategic force. Higher education industry is being the major sector that has widely adopted the information technology for comprehensive and quality education at cheaper cost even in remote places particularly the emerging nations like India are giving much emphasize. The NKN is one such example that connects all universities and higher education institutions with sophisticated internet connectivity for comprehensive multimedia data access. Some of the facets that enabled the significant growth of higher education and where the libraries are having pivotal role are; E-Content Generation and Management Virtual University, Virtual Classroom, Virtual Laboratories, Virtual Libraries and Virtual Learning Wireless networking and remote access Students and teachers have more web space E-learning, Online discussion Higher level computing facility Every student/teacher has access to updated knowledge Higher rate of Information Consumption EMERGING TECHNOLOGIES FOR LIBRARY AND INFORMATION SERVICES IN THE DIGITAL ERA PODCASTING A podcast is a series of audio or video digital-media files which is distributed over the Internet by syndicated download, through Web feeds, to portable media players and personal computers. Though the same content may also be made available by direct download or streaming, a podcast is distinguished from other digital-media formats by its
ability to be syndicated, subscribed to, and downloaded automatically when new content is added. Application of Podcasting in Libraries: The library that works hard to produce audio content such as recordings of programs or library tours, podcasting can be an effective means of making that content more widely available. Podcast highlights about new resources Podcasts enable librarians to share information with anyone at any time. Podcasting can be a publishing tool for users and librarians oral presentations. Libraries can subscribe podcasts from lead publishers of scholarly communication for interactive learning experience to the users. VODCASTING A vodcast is a podcast that contains video content. Vodcasting is a fantastic way to communicate with your newsletter readers. Just like with podcasting, you can submit your RSS feed or blog with vodcast to special video podcasting directories. Application of Vodcasting in libraries To provide demonstrations on how to access electronic resources To use the library catalogue and databases more effectively. To find materials using library search tools such as the catalogue and electronic BLOGS databases Blogs provide commentary or news on a particular subject; others function as more personal online diaries. A typical blog combines text, images, and links to other blogs, Web pages, and other media related to its topic. The ability of readers to leave comments in an interactive format is an important part of many blogs. In nutshell blogs are easy to mange websites. Application of Blog in libraries: Blogs serve as a platform where the users can file their concerns, queries and
suggestions regarding the services and activities of the library, Blogs can also be used for the collection development where the users request the resources, Blogs can be used as a tool for marketing of the information as well as the library, Can be used as tool for posting Minutes of the Meetings for necessary actions, Blogs can serve as discussion forum. WIKIs A web site that can be edited by any reader. Wikis offer the opportunity to share knowledge and information, but they are not usually considered authoritative or scholarly. Because people can invent facts or pass off ideas as facts on a wiki, they contain a lot of suspect information. Although some larger wikis (like Wikipedia) make the effort to verify information or cite sources, these sites are still not considered reliable or trustworthy. If you find information on a wiki, you should verify that data by checking it against the information in another source, such as an encyclopedia, dictionary, or index. Application of Wikis in Libraries: Wikis can be used for social interaction and discussions among the librarians & users as well. Promotimg professional development with the creation of forums to exchange ideas on specific areas. An internal communication medium for sharing information amongst the library s staff. Wikis can also be used by the users to share information and enhance the content, and a record of these transactions is archived for future reference. Freely accessible and open content on any given subject or concept for intermittent consultant. Reference resources wiki can be built. RSS (Really Simple Syndication) RSS is a structured XML-based metadata schema used to distribute news items, primarily through a web medium. The contents of the news items are organized into a set of standardized xml elements: title, link (URL), pubdate (date of publication),
description, language, webmaster, copyright, and several others. These elements are being captured for two reasons: a) they are commonly included in RSS feed items, and provide an impression of item content (ie. what, when, where and how), and b) these items will allow users to evaluate information relevance, based on the above criteria. Application of RSS in Libraries; Announcement of the availability of new books and other resources in a given subject area. Librarians can subscribe to RSS from the sources for compiling their customized alerts. Promote events organized in the library for Library Users. Enhance Library Instruction for different Web 2.0, Library 2.0, Blogs, Wikis, RSS, Tagging, Podcasting, IM programs/courses by integrating appropriate resources. Announce availability of new research and learning opportunities in various academic/ research Integrating library services through RSS feeds. INSTANT MESSAGING (IM): IM is a form of real- time communication between two or more people based on typed text, images etc. IM has become increasingly popular due to its quick response time, its ease of use, and possibility of multitasking. It is estimated that there are several millions of IM users, using for various purposes viz: simple requests and responses, scheduling face to face meetings, or just to check the availability of colleagues and friends. Applications of Instant Messaging in libraries: Instant clarifications for the Questions from users and vice versa. Online meetings For providing virtual reference services.
TAGGING: A tag is a keyword that is added to a digital object (e.g. a website, picture or video clip) to describe it, but not as part of a formal classification system. The concept of tagging has been widened far beyond website bookmarking, and services like Flickr (Photos), YouTube (video) and Audio (podcasts) allow a variety of digital artifacts to be socially tagged. Applications of tagging in libraries: Tagging can be applied to the Learning Management Systems(LMS) for editing the subject headings from the user point of view and thereby enhancing the indexing and relevancy of the searches, making the collection more dynamic. Tagging would greatly facilitate the lateral searching. SOCIAL BOOKMARKS Social bookmarking is a method for Internet users to share, organize, search, and manage bookmarks of web resources. Unlike file sharing, the resources themselves aren't shared, merely bookmarks that reference them. Application of Social Bookmarks in Libraries: Simplifying bibliographic distribution lists, users can describe them by providing specialized knowledge. Elaborating link services recommended from specific fields of knowledge. Sharing resources with other users who are using them for research. Promoting participation and interactive with users. SOCIAL NETWORKS The use of Social networks has shown a great increase in recent years. They can be classified following different criteria in accordance to their audience and purpose. The many existing networks make it difficult to maintain an updated the profile in each of them, and this is why the libraries usually choose just one. Myspace allows organizations to create their own profiles, pages and can be used by libraries. But Facebook allows individual librarians to create profiles. The use that the academic library may make of them varies.
Application of Social Networks in Libraries: Libraries can create a page to reach to new users Social networking could enable librarians and patrons not only to interact, but to share and change resources dynamically in an electronic medium. For building network among the interested group in discussing the common interest. User content can be added to the library catalogue, including users book reviews or other comments Cloud Computing Cloud Computing is a relatively new term that conveys the use of information technology services and resources that are provided on a service basis. Cloud Computing is a paradigm in which information is permanently stored in servers on the internet and cached temporarily on clients that include desktops, entertainment centers, table computers, notebooks, wall computers, hand-helds, sensors, monitors, etc.. (IEEE, 2009). Application of Cloud computing in library Visit to libraries, focus groups and over a decade of engagement in the library automation world. Hosting library websites, backing up media collections, or storing and accessing bibliographic data. Understand converged devices are everywhere. (iphone) Allow unfettered access to the cloud (Secondary drive) Understand that the cloud may also be a valuable information resource (via facebook, blog) Understand the importance of personalization. (OPAC) Libraries must transfer effort into higher value activity and embrace the web as the primary technology infrastructure. Semantic web
Semantic Web is a term coined by World Wide Web Consortium (W3C) director Tim Berners-Lee. It describes methods and technologies to allow machines to understand the meaning - or "semantics" - of information on the World Wide Web. The Semantic Web is the extension of the World Wide Web that enables people to share content beyond the boundaries of applications and websites Application of Semantic web in Libraries Build tools for discovering and navigating digital resources on the Web Data architecture scalable to the entire Web Interoperable across systems, institutions, domains Conclusion The ever changing landscape of the information paradigm poses a host of new IT and information challenges not only to the library and information professionals, but to the users, patrons and scholars and the publishing community as well. Indeed the new environment throws up a host of unprecedented features and avenues, and interestingly enough, if we know how to tap them well, we find there is a plethora of opportunities, and most of them even for free. Emerging technologies provide librarians with a unique opportunity to substantially enhance user centered services and to facilitate and promote collaboration between libraries and their users in this digital environment..
