JOB # The Washington County Sheriff's Office is recruiting for a Forensic Unit Supervisor. The Forensic Unit Supervisor plans, organizes, and supervises the activities of a team of forensic science professional staff who process, collect, store, and analyze crime scene evidence in criminal investigations. This position reports to the Investigations Division Lieutenant. Must be able to work irregular hours to respond to crime scenes during off-duty hours. EXAMPLES OF DUTIES: Duties may include but are not limited to the following: 1. Supervise and evaluate assigned staff that oversee and manage evidence storage and chain of custody, process crime scenes and perform technical laboratory analysis, fingerprint processing, photography, trace chemical analysis, and data recovery. 2. Plan, organize and review the administrative activities of the Forensic unit. Review current practices and procedures for compliance with applicable laws, policies, and procedures; revise current and develop new procedures to fit changes in regulations or best practice. 3. Administer quality assurance systems and controls for the work unit; perform chemical analyses and a variety of laboratory procedures and tests to monitor and review the accuracy of technical work performed by staff; document and ensure compliance with technical criteria, procedures, and quality standards. Maintain quality manual and related documentation. 4. Recommend and implement process and technology improvements to better accomplish operational objectives. 5. Recruit and hire unit staff, provide or coordinate staff technical skills and procedural training; develop performance improvement plans; work with employees to correct deficiencies; write disciplinary actions

2 Page 2 of 7 6. Testify in court to certify integrity of evidence collection and analysis procedures and to explain evidence storage and preservation methods. 7. Coordinate activities to provide technical services and assistance to outside law enforcement agencies in their criminal investigation activities. 8. Represent Sheriff's Office on interagency and regional forensic initiatives and associations. 9. Provide input and participate in developing and managing unit budgets; analyze forensic unit costs and budget elements. TYPICAL QUALIFICATIONS: General knowledge of: Principles, processes and methodologies used in forensic science including crime scene processing, latent print processes, trace evidence chemical analysis, photography, laboratory analysis, and evidence management Criminal offenses, legal codes, and criminal justice systems Laws of evidence, search and seizure Court proceedings related to the presentation and management of evidence Basic knowledge of: Principles and practices of data storage and recovery Principles and practices of supervision, training and performance evaluation Principles of criminal investigation techniques and procedures Office management procedures and methods, computer and communication equipment Principles, processes, and methodologies of developing and maintaining technical quality assurance and control systems Skill to: Use fingerprint Equipment and database systems Use a variety of modern forensic laboratory equipment and evidence kits Identify, collect, and analyze trace crime scene samples utilizing appropriate analytical processes and techniques Use photographic equipment Operate personal computers and typical office software Ability to: Plan, organize, supervise, and audit the activities of a technical scientific work unit Communicate with individuals or groups to effectively convey information, orally and in writing Prepare effective written reports and business communications Establish and maintain cooperative working relationships with individuals, whether members of the public or co-workers, from diverse groups and backgrounds Exercise appropriate judgment and remain calm and rational in crime scene situations Work effectively within a structured and hierarchical law enforcement environment Use logic and reasoning to identify best practice approaches to investigative processes EXPERIENCE AND EDUCATION: A typical way to obtain the knowledge and abilities would be: 1. A Master's degree in forensic science, biology, chemistry, physics, pharmacology, quantitative analysis, computer science, or related field; and four (4) years experience in a professional-level forensic science position; or

A bachelor's degree in forensic science, biology, chemistry, physics, pharmacology, quantitative analysis, computer science, or related field; and six (6) years experience in a professional level forensic science position. One of the years of experience must include supervisory or leadership experience. Experience and training within a law enforcement setting including some combination of latent fingerprinting, forensic/analytical laboratory work, data recovery, photography, or evidence processing is preferred. BACKGROUND INVESTIGATION: This position requires the successful completion of a criminal history check in accordance with Oregon Administrative Rules. ORS , and Must be free of felony convictions; criminal conviction or a military record with a dishonorable or undesirable discharge may result in disqualification. DEPARTMENT OF MOTOR VEHICLES RECORDS REQUIREMENT: Driving a motorized vehicle is an essential function of this position. Successful applicants must possess a valid driver's license and an acceptable driving record. SUPPLEMENTAL INFORMATION: SELECTION PROCESS: 1. An evaluation of training and experience of submitted applications will begin after February 9, This will be performed by Human Resources. 2. A Subject Matter Expert (SME) Panel in the division will perform an evaluation of experience and training taken from your employment application materials and your responses to the Supplemental Questionnaire. This process will begin after February 16, It is our goal to schedule the first round of interviews within the week of March 9, STATUS OF YOUR APPLICATION: You will be advised by or regular mail of your status at each step in the application process, from initial application to final employment disposition. The selection process will consist of an evaluation and scoring of experience and training taken from your employment application materials and your responses to the Supplemental Questionnaire. Further evaluation may include an interview, skills assessment, skill based testing, etc., as determined by the hiring department.
