1 Article I - Name Section 1: The name of this organization shall be Grand Prairie High School Criminal Justice Club and the GPHS Police Explorer s Post (Number to be determined at Later time,) hereinafter referred to as the Criminal Justice Club/GPHS Explorer Post #(TBA). Section 2 : Any proceeds made through fund-raisers and/or donations shall not benefit any private individual, with the exception of reimbursements. Article II - Goals The goals of the Criminal Justice Club/Explorer Post shall be to honor moral and ethical values; encourage leadership and volunteerism; educate students and the public about today s criminal justice system, and provide learning opportunities in the areas of corrections, law enforcement, and Security. Article III - Members Section 1: Members shall be Law and Public Service students that are enrolled at Grand Prairie High School. Section 2: Membership in the Criminal Justice Club/Explorer Post is open to students who are enrolled in the Law and Public Service pathway at Grand Prairie High School, students without regard to age, color, gender, race, religion, sexual orientation and/or disability. The Grand Prairie High School Criminal Justice Club/Explorer Post acknowledges diversity and complies with the guidelines found in the Grand Prairie ISD Student Handbook. Section 3: Privileges of membership. Only honorary members of good standing shall have the right to hold office or be an officer within the club or post. All active members will have priority in the planning of Criminal Justice Club/Explorer Post activities, such as special guest speakers and field trips to law enforcement agencies, etc. Section 4: The amount of dues, fees or assessments for any type of membership in the Criminal Justice Club/Explorer Post shall be established by the Criminal Justice Club/Explorer Post membership. Section 5: Members shall participate in all meetings unless they have approval from a board member or advisor prior to Criminal Justice Club/Explorer Post meetings. Section 6: Must participate in at least 3 fundraising activities throughout the year. Section 7: Members, who pay their membership fees, will not receive their dues back if they are asked to leave the Criminal Justice Club/Explorer Post for violations of the By Laws, if they have violated local, state or federal law(s) or have brought a negative image to the Criminal Justice Club/Explorer Post. Section 8: Criminal Justice or Explorer Post Officers and members shall sign up and volunteer in at least 1 activity each semester. Those in violation of this will be removed from their position and an election will take place for a replacement member for their position. Criminal Justice Club or Explorer Post Officers and members who have been removed from their position or members who are in violation, will be placed on probation. The Criminal Club or Explorer Post Offices will determine the length of their
2 probation. Subsequent violations will be cause for termination from the Criminal Justice Club or Explorer Post. Article IV Criminal Justice Club/Explorer Post Officers Section 1: The officers of the Criminal Justice Club or Explorer Post shall be the President/Captain, Vice President/Lieutenant, First Sergeant, Secretary, Second Sergeant, and Treasurer. The Criminal Justice Club and Police Explorer Post Officers shall have general supervision of the Criminal Justice Club or Police Explorer meetings, including full power to conduct all business of the Criminal Justice Club or Police Explorer Post. The duties of the Officers shall include: appointments to fill vacant positions; oversee of all members entrusted with property, real, or personal belonging to the Criminal Justice Club or Police Explorer Post; review minutes of the Criminal Justice Club or Police Explorer Post meetings; adopt rules and regulations for the handling of the affairs of the Criminal Justice Club or Police Explorer Post and perform any other duties that are required by the Grand Prairie ISD Student Handbook policies regarding student organizations. Section 3: Qualifications The qualifications for officers during the term of office shall be: 1. Enrolled in the Grand Prairie Law and Public Service pathway. 2. Expected to be a role model of both moral and ethical values. 3. Have at least 100 hours of community service in order to continue to serve as an Officer or to be a member in continuous years. They shall volunteer in most activities as deemed necessary by board members. Section 4: Officers Duties and Responsibilities The duties of the President/Captain shall be to: 1. Act as officer of the Criminal Justice Club or Police Explorer Post to uphold the bylaws of the Criminal Justice Club or Police Explorer Post as well as those set forth by Grand Prairie High School. 2. Lead all Criminal Justice Club or Police Explorer Post meetings, or delegate the leadership to another Criminal Justice Club or Police Explorer Post officer. 3. Promote and encourage all activities which support and further the objectives of the Criminal Justice Club or Police Explorer Post. 4. Advertise and attract new members to Criminal Justice Club or Police Explorer Post activities. 5. Coordinate all Criminal Justice Club or Police Explorer Post business, including elections and introductory meetings in the fall. 7. Participate regularly in Criminal Justice Club or Police Explorer Post activities, events and 8. Oversee the duties of the Criminal Justice Club or Police Explorer Post officers, and assist them in performing assigned duties including final decisions when needed.
3 9. Keep unity and provide structure. Work on group problem-solving with other officers and club/post members. 10. Liaison between club/post and club/post advisor(s). The duties of the Vice President/Lieutenant shall be to: 1. Abide by and uphold the bylaws of the Criminal Justice Club or Police Explorer Post as well as those set forth by Grand Prairie High School. 2. Conduct meetings in the President/Captain s absence & attend all Criminal Justice/Police Explorer Club meetings. 3. Be an understudy for all general tasks of the club officers, and insure that officers stay on task. 4. Assist with all major processes, such as elections, policy making, and all Criminal Justice/Police Explorer Club decisions. 5. Develop a list of organization where club members could volunteer; schedule community service project; recruit other members to participate; advertise; establish relationship between the club and community. 6. Participate regularly in Criminal Justice/Police Explorer Club activities, events and The duties of the Secretary/1 st Sergeant shall be to: 1. Abide by and uphold the bylaws of the Criminal Justice/Police Explorer Club as well as those set forth by Grand Prairie High School. 2. Attend Criminal Justice/Police Explorer Club meetings and take and maintain minutes at all Criminal Justice/Police Explorer Club meetings and executive meetings. 3. Assist with Criminal Justice/Police Explorer Club meetings and make available Criminal Justice/Police Explorer Club minutes from all Criminal Justice/Police Explorer Club and executive meetings to all members to review on Edmodo. 4. Make available online the Criminal Justice/Police Explorer Club calendar regarding upcoming meetings and activities on Edmodo. 5. Assist with the distribution of all Criminal Justice/Police Explorer Club meetings and events (i.e. flyers, school newspaper, local newspaper, JPR, etc.). 6. Create a working document which keeps track of students community service hours with which they will have access to on the Criminal Justice/Police Explorer Club website. 7. Update photos from community service projects, competitions, and other related events on the CJ Club Website. 8. Update the website on a regular/weekly basis. 9. Maintain a Criminal Justice/Police Explorer Club membership list and update the list as needed as new members join and delete off old members. 10. Keep all material sent to the Criminal Justice/Police Explorer Club updated and recycles all material out dated.
4 11. Compose all necessary correspondence. Sends an information packet to all scheduled speakers and guests, and sends thank you cards to speakers, guests and any individual and/or company who donate to the Criminal Justice/Police Explorer Club. 12. Advertise all Criminal Justice/Police Explorer Club meetings and events (i.e. flyers, school newspaper, local newspaper, JPR, etc). 13. Participate regularly in Criminal Justice/Police Explorer Club activities, events and 14. Organize and construct Criminal Justice/Police Explorer Club fundraisers 15. Generate ideas for fundraising and seek out assistance in working fundraiser events. 16. Establish fundraising goals and keep documentation of officers and member s hours of community service. 17. Seek club sponsors or members of the community who can assist with club related activities. 18. Keep Advisor and Criminal Justice/Police Explorer Club Board members advised about up to date passwords for the Criminal Justice/Police Explorer Club website, information, and needed materials to keep website up and running. The duties of the Treasurer /2 nd Sergeant shall be to: 1. Abide by and uphold the bylaws of the Criminal Justice/Police Explorer Club as well as those set forth by Grand Prairie High School. 2. Attend Criminal Justice/Police Explorer Club meetings and take and maintain minutes at all CJ Club meetings and executive meetings. Maintain a Criminal Justice/Police Explorer Club membership list. 3. Update the Criminal Justice/Police Explorer Club calendar regarding upcoming meetings and activities. 4. Keep all material sent to the Criminal Justice/Police Explorer Club updated and recycles all material out dated. 5. Compose all necessary correspondence. 5 Club. 11. Make deposits/ withdraws to and from the Criminal Justice/Police Explorer Club account. 12. Participate regularly in Criminal Justice/Police Explorer Club activities, events and The duties of the Advisor(s) shall be to: 1. Abide by and uphold the bylaws of the Criminal Justice/Police Explorer Club as well as those set forth by Grand Prairie High School. 2. Serve as a counselor/ mentor to the officers of the Criminal Justice/Police Explorer Club. 3. Support the Criminal Justice/Police Explorer Club. 4. Facilitate conflict resolution. Help deal with crises as they arise. 5. Give honest feedback about decisions, ideas, and activities. 6. Serve as a liaison to Grand Prairie High School, when needed. 7. Provide long term continuity, guidance, and stability. 8. Advise the Criminal Justice/Police Explorer Club on decisions, policies and procedures. 9. Maintains a link with criminal justice s agencies. Article V - Elections Section 1: Regular Elections shall take place annually during the last meeting in May or at the beginning of the year. Elections shall be announced at each of the preceding regular meetings during spring term. New officers shall assume office beginning the first the first week of summer. Section 2: Voting rights are restricted to members of the Criminal Justice/Police Explorer Club. Only honorary members are allowed to run for office (honorary members must attend 5 out of the 9 meetings offered each year and at least 2 Criminal Justice/Police Explorer Club event or seminar). Article VI- Probation and Impeachment Section 1: A Criminal Justice/Police Explorer Club officer or member shall receive probation which can result in permanent suspension of office for any of the following reasons: 1. The Criminal Justice/Police Explorer Club officer/member who is charged with insubordination (ie. disrespecting fellow officers, members and/or faculty advisors, breaking the chain of command, inconsistent with esprit de corps) 3. Any act of discrimination as defined by Grand Prairie ISD Policy. 4. Any situation/ circumstance the Criminal Justice/Police Explorer Club member/officer or Criminal Justice/Police Explorer Club advisor(s) deems inappropriate or reflects a negative image on the Criminal Justice Club. 5. An officer fails to perform his/hers duties satisfactorily. 6. Any criminal charges or convictions and assignment to alternative school.
6 Section 2: Impeachment proceedings against an officer shall be reviewed and may be initiated upon presentation to the Criminal Justice Advisors. A petition for impeachment must contain the signatures of at least 2/3 of the members present at the regular meeting. At the next regular meeting the impeachment proceedings shall be announced and will take place within one week. Impeachment shall be carried if approved by a two-thirds vote of the members present at the impeachment meeting. Should the President/Captain be the officer subject to impeachment, that meeting shall be chaired by the Vice President/Lieutenant and an advisor. Section 3: Dismissal of a Criminal Justice/Police Explorer Club member shall be reviewed and may be initiated upon presentation to the Criminal Justice/Police Explorer Club Officers and Advisors. A petition for dismissal from the Criminal Justice/Police Explorer Club must contain the signatures of at least 2/3 of the Officers and a majority of the Advisor votes. At the next regular meeting the dismissal proceedings shall be announced and will take place within one week. Dismissal shall be carried if approved by a two thirds vote of the board and majority of the faculty votes. The member will be notified immediately via electronic means or in person by the advisor or Criminal Justice/Police Explorer Club President/Captain. There is not an appeal process and the Criminal Justice/Police Explorer Club Officer s Vote stands. Article VII- Purchases and Expenditures Section 1: No item or items shall be purchased without prior approval from the president/captain and advisor. Section 2: All expenses for advertising, promotion, trips, etc. shall have prior approval from the president/captain and advisor. Section 3: No purchase or expenditure shall be reimbursed without an original receipt. Article VIII - By-laws Section 1: By-laws may be passed for the purpose of clarifying the interpretation of the Grand Prairie High School s Criminal Justice/Police Explorer Club s constitution. They may be passed or amended by a 2/3 vote of the membership present at a regular meeting. Article IX - Amendments Section 1: Amendments to this constitution may be proposed by any member in honorary standing at a regular meeting of the Criminal Justice/Police Explorer Club. This constitution may be amended by a two-thirds vote of the membership of the Criminal Justice/Police Explorer Club present at the amending meeting. A petition must contain the signatures of at least as two-thirds of the members as would be present at a regular meeting to bring a proposed amendment forward at a meeting. The amendment must be read at a minimum of two consecutive regular meetings, voting taking place at the second
7 meeting. Section 2: Written notice of the amending meeting must be posted electronically on Edmondo; made available for the entire club to examine. If approved, the amendment(s) will take effect the first day of the following calendar month.
