2 Central Basin Municipal Water District Our Mission "To exercise the powers given to the District under its establishing act utilizing them to the benefit of parties within the District and beyond. To acquire, sell and conserve imported and other water that meets all required standards and to furnish it to our customers in a planned, timely, and cost-effective manner that anticipates future needs. The District serves as the official representative for its public at the Metropolitan Water District. It also provides leadership, support, advice and communication on water issues to the people and agencies within and around its boundaries, as appropriate." Serving the Public Formed in 1952, Central Basin Municipal Water District (Central Basin) is a public agency that wholesales imported water to cities, mutual water companies, investorowned utilities and private companies in southeast Los Angeles County. Today, Central Basin serves a population of more than 2 million in its 227-square mile service area consisting of 24 cities and unincorporated County areas. Along with its innovative conservation programs, Central Basin works diligently to droughtproof the region by providing recycled water for municipal, commercial and industrial uses. Ensuring a reliable, high quality water supply for the present and future is Central Basin s commitment to the public. Vote of the People Central Basin was established in 1952 by a vote of the people to mitigate the overpumping of underground water resources in southeast Los Angeles County. Two years later, Central Basin became a member agency of the Metropolitan Water District of Southern California (MWD), an agency which provides the region with imported water. The five Central Basin directors appoint two representatives to the 37-member MWD Board of Directors. Central Basin is one of the largest member agencies of the MWD. Water Supply Summary Statewide precipitation for FY was significantly above normal at about 145% of average. The state enjoyed one of the largest snow packs in the history of the Sierra-Nevada at 165% of normal. The storm and snowpack runoff brought all of the state reservoirs from less than 50% of capacity to near capacity. The State Water Project ended the year providing 80% of contractor s requests. Locally, rainfall in the Los Angeles Basin came in 1

3 at about 136% of normal providing ample runoff for groundwater basins throughout Southern California. Looking at the region, the Central Basin service area used approximately 232,700 acre-feet (AF) of potable water in FY (An acre-foot of water is approximately 326,000 gallons, enough to meet the water needs of two averagesized families for one year.) This total includes groundwater pumping (from both the Central Groundwater Basin and from the San Gabriel Main Basin), imported water deliveries for direct deliveries and replenishment (both Tier I and Seasonal Spreading), and WQPP operations. This total does not include recycled water deliveries, since it is not for drinking purposes. With recycled water, total usage in the Central Basin service area was about 239,130 AF. National and state economic challenges continued in FY Locally, this resulted in a continued decrease in imported water and recycled water demand in the region. Imported water demand for the year was low at 38,400 AF which was about 25 percent below the five-year demand average. Since imported water is the most expensive source, this is the first source to be reduced. Likewise, groundwater pumping from the Central Groundwater Basin came in at 4 percent below the 5-year average. This year, the MWD Board of Directors continued its imported water allocation plan called the Water Supply Allocation Plan (WSAP), but suspended it in April 2011 when surface storage and groundwater storage deficits were completely eliminated by exceptional seasonal storms across the state. The WSAP is a 10-stage plan for mandatory reduction of imported water use at the member agency level. For the MWD, imported water sales were extremely low. MWD sold only 1.4 million acre-feet (MAF), the lowest sales in 11 years. The main reasons for the fall off in sales are numerous, but it includes the general state of the economy, the introduction of tiered rates structures at the retailer level, and the inability to sell replenishment water. This last item was alleviated in May when MWD introduced a short-term replenishment program to sell up to 225,000 AF to member agencies. However, much of that water will be sold in FY The MWD Board of Directors is expected to adopt new rules for a long-term replenishment program later in the calendar year. The Colorado River Basin saw its biggest snowpack ever recorded. The timing couldn t have been better as storage levels in Lake Powell and Lake Mead were well under 50 percent of capacity one year ago. Overall, the seasonal storms and snowpack added over 5 MAF to surface storage supplies in the Colorado River Basin which alleviated any possibility of an emergency allocation for at least the next three to four years. However, long term supply allocations from the Colorado River to the various states remain a concern. Recycled Water Update Recycled water sales dropped about 3.5% this past year as compared to the previous year. This lower demand is almost certainly due to the state of the regional economy. For FY , Central Basin provided 4,163 AF of recycled water to a variety of sites including schools, parks, street medians, cemeteries, golf courses and industrial sites. During the year, Central Basin expanded its recycled water customer base by adding 6 new sites to the recycled water system. The City of Cerritos maintains its own recycled water system serving many locations in Cerritos and a portion of Lakewood. In FY , that system provided 2,245 AF. Southeast Water Reliability Project In FY Central Basin began construction on Phase I of the Southeast Water Reliability Project (SWRP). Phase I of SWRP completed construction in May Approximately 6.2 miles of 30 and 12 main pipeline was constructed in Pico Rivera and Montebello to serve recycled water to a variety of individual sites including schools, parks, street medians, and other landscaping. Over the next two years, Central Basin, working the retail agencies of the area, will connect these sites to the recycled water system. Phase II of SWRP does not yet have a projected date of construction. Central Basin has already begun to update the 2008 Recycled Water Master Plan to help guide customer development along all areas of 2

4 the recycled water system. For information about the project or the Master Plan, please contact David Hill at (323) or at 2010 Urban Water Management Plan State law requires all water agencies serving more than 3,000 AF per year or more than 3,000 connections annually to update its Urban Water Management Plan (UWMP) plan every 5 years. Central Basin last completed its UWMP in 2005, so an update is now under way. Due to changes in the Urban Water Management Planning Act (Act), the 2010 UWMP must include information as to how the agency will implement a 20 percent reduction in urban per capita water use by the year 2020 as mandated by SBX7-7. Retail water agencies were provided an additional 6 months to include their 20x2020 action plan in their UWMP. Wholesale water agencies such as Central Basin were later granted the same 6- month extension. Central Basin joined with the Gateway IRWMP in a state recognized alliance to produce a regional 20x2020 plan. Central Basin s 2010 UWMP was approved by the Board of Directors on June 28, 2011 and made available a few months later when the Gateway plan was made available. Conservation Master Plan In 2006, the Central Basin Board of Directors adopted a Conservation Master Plan (CMP) aimed at identifying conservation opportunities within the service area. This 5-year action plan evaluated existing programs and potential opportunities to guide Central Basin s efforts and investments in achieving aggressive conservation goals. Within one year of implementation, the CMP exceeded Central Basin s original watersaving goals by 107 percent. By the second year, the conservation goal was exceeded by 173 percent. The third year goal was exceeded by 182 percent. This increase was the result of a spike in conservation rebate demand from MWD for all of Southern California, as well as an increase in Central Basin's conservation programs. Due to overwhelming participation in the MWD rebate program during the year, applications exceeded rebate funding allowances and the program was suspended by MWD in April In 2010, MWD drastically modified its conservation program by eliminating or reducing its rebate programs such as for high-efficiency toilets, which resulted in a dramatic reduction of rebates being issued. In June 2010, MWD launched a new Member Agency Allocation Program that allocates a pre-determined amount of funding to each MWD member agency for qualifying conservation programs. Today, through grant funding and partnerships with retail agencies, cities and non-profit agencies, the District s conservation programs continue to grow. By the end of the CMP s five year time-line, it is projected that the water-savings goal will be exceeded by more than 500 percent. By 2015, it is estimated that more than 12 percent of Central Basin s water supply portfolio will be supplied through conservation. Central Basin is now in the process of updating its CMP. 70 THE CENTRAL BASIN WATER RECYCLING PROGRAM In 1992, Central Basin received funding from the U.S. Bureau of Reclamation to construct the infrastructure necessary to distribute recycled water from the Sanitation Districts of Los Angeles County to its service area, for non-drinking uses. The E. Thornton Ibbetson Century Recycled Water Project and the Esteban Torres Rio Hondo Recycled Water Project comprise 50 miles of pipeline that distributes recycled water for irrigation, commercial and industrial applications. Central Basin currently provides about 5,000 acre-feet (AF) (1 acre-foot = 326,000 gallons) of recycled water to more than 200 sites throughout southeast Los Angeles County. Using recycled water for non-drinking purposes ultimately helps to conserve drinking water. Central Basin has worked rigorously to expand the use of recycled water by increasing its customer base in unique and innovative industrial uses. Examples include carpet dying processes by Tuftex/Shaw Industries in 1993, sand mold cooling at Pacific Alloy Castings in South Gate in 2009, and concrete mixing with Robertson s Ready-Mix in Santa Fe Springs and Paramount. Along with a commitment to innovation, Central Basin continues to expand its conservation efforts by providing recycled water outside of its service area. In 2003, Central Basin partnered with Upper San Gabriel Valley Municipal Water District to deliver recycled water to Rio Hondo College and Rose Hills Memorial Park and Mortuary. In addition, Central Basin is providing about 800 AF to the Malburg Generating Station in the City of Vernon making it the single largest end-user in Central Basin. Central Basin markets recycled water as a diverse and flexible tool for business and municipal use. The target customer base is expanding from traditional irrigation users such as golf courses and parks to potential commercial users. Through innovative marketing, recycled water is now being used in textile production, paper production, dye houses, and cogeneration plants. Metropolitan State Hospital and Wheelabrator-Shasta in Norwalk are among Central Basin's largest recycled water customers. Southeast Water Reliability Project In a continuing effort to conserve the area s groundwater and reduce reliance on imported water, in February 2010, Central Basin began construction of the Southeast Water Reliability Project (SWRP). Phase 1A of SWRP was completed in May 2010 adding 6.2 miles of new 30 and 12 transmission pipeline to our recycled water system extending from the City of Pico Rivera into the City of Montebello. Phase 1B and 1C was also completed which provides recycled water to the central area of Pico Rivera for several parks, schools and street medians in the city. Although Phase II does not yet have a projected start date, SWRP will complete Central Basin s recycled water 69

71 transmission system by connecting the existing Rio Hondo and Century area pipelines across the northern portion of the service area. This loop will increase available flow and pressure in many areas of the entire distribution system that are currently not adequately served. SWRP will potentially provide recycled water to new customers in the Cities of Vernon, Commerce, and Los Angeles, the unincorporated county area of East Los Angeles, Upper San Gabriel Valley Municipal Water District and San Gabriel Valley Water Company. The following page provides a map of Central Basin s existing recycled water system with the two phases of SWRP. Recycled Water Benefits Recycled water is available year-round, even during times of drought. It is not subject to water rights laws and, it is produced locally. The quality of recycled water can be controlled according to its intended use, making it a cost-effective alternative to imported water. The water is also sold to cities and other water retailers at a price that is typically percent less than potable water, creating significant cost-savings for local businesses, schools, and cities. In addition to cost savings and reliability, using recycled water for industrial, commercial and landscape irrigation uses reduces the amount of treated wastewater discharged into the ocean. It can also be used to restore wetlands and serve as a barrier to protect our groundwater from seawater intrusion. Program Acknowledgments The cooperative effort in developing the Central Basin Recycled Water Project also includes regulatory oversight from the Los Angeles County Department of Public Health, and the Los Angeles Regional Water Quality Control Board, along with funding from MWD and the United States Bureau of Reclamation. Cities and agencies within Central Basin's service area also provide support that is critical to the project. In order to efficiently use local resources and keep overhead costs low, Central Basin elected not to hire a field operations staff. Instead, Central Basin maintains agreements with other water companies and agencies to operate the facilities in or near their current service area. In addition to its partnership with the County Sanitation Districts of Los Angeles County, Central Basin coordinates its facilities and operational needs with the California Water Service Company, Park Water Company, and the cities of Santa Fe Springs and Downey.
