1 OUTREACH NOTICE NORTHERN REGION CUSTER GALLATIN NATIONAL FOREST Gardiner Ranger District Recreation Technician, GS /6/7 (18 & 8) Cooke City/Gardiner, Montana DATE OF NOTICE: December 2, 2016 Please Respond (Outreach Form) By January 1, 2017 The Custer Gallatin National Forest will be filling a GS-462-5/6/7 (18 & 8) Recreation Technician position located at the Gardiner Ranger District office in Gardiner, Montana. This notification is being circulated to inform prospective applicants of the upcoming opportunity and to determine interest in the position. 1

2 Position Overview This is an exciting and challenging opportunity. The Recreation Technician works closely with the District Recreation and Special Uses Program Manager and the District Trails Lead to support the management of the Gardiner Ranger District river access sites, trailheads, campgrounds (fee and non-fee) including the Cooke City Administrative area. The incumbent s duties will be on the Gardiner Ranger District to include the Cooke City Area. Major Duties Include: Oversight of the 7 campgrounds, 5 in Gardiner and 2 in Cooke City. Lead winter snow ranger, which consists of oversight of seasonal recreation employees to safely manage and monitor the Wilderness boundary, educate visitors on safety equipment, assist with search and rescue and medical responses via significant travel on snowmobiles in the Cooke City Area. Serves as a Forest Protection Officer (FPO) to coordinate enforcement activities with local FS law enforcement personnel. Monitors recreation and non-recreation special use permits. Data entry using the Special Uses Database. Maintains signage and patrols the backcountry to contact visitors on snowmobiles, skis and OHV s as well as hunters and hikers. Acquire, train, monitor, and complete all administration tasks for volunteer campground hosts. Coordinate vault pumping with COR. Provide campground minor maintenance, repair, and cleaning of developed features. Establishes continual visitor contact at the trailheads, parking lots, and in the backcountry to ensure education and compliance of the food storage order, winter safety, avalanche danger and other regulations. Review and revise campground JHAs, ensure all hazard mitigation is followed, and report injuries and accidents. Serve as Lead Collection Officer and coordinate collection of campground fees. Monitor Recreation budget and seek efficiencies. Report end of year accomplishments and document throughout the year. Ensure maintenance and monthly reporting is accomplished for all district vehicles. Assist stock manager with care and feeding of the district horse and mule program. Qualifications: What We Are Looking For In A Candidate: This is a challenging position with a wide variety of complex social and natural resource issues. The incumbent must be an excellent communicator and should have experience supporting a unit s recreation program. To be successful in this job you must be a self-starter and have a demonstrated track record of success leading people in an ever-changing environment. You must be willing to take on challenges and provide innovative solutions to complex problems. In addition to the above, the incumbent must possess sufficient technical skills in summer/winter backcountry, avalanche safety and snowmobiles. OHV and horse experience is recommended. About the Custer Gallatin Forest & Gardiner Ranger District Encompassing more than 3.1 million acres and stretching across seven ranger districts including Bozeman, Hebgen Lake Ranger District in West Yellowstone, MT, Yellowstone R.D. in Livingston, MT, Gardiner R.D., Beartooth R.D. in Red Lodge, MT, the Ashland R.D. in far southeastern MT and Sioux R.D. in Camp Crook, SD, the Custer Gallatin National Forest is known as one of the most ecologically diverse landscapes in the region. It is home to some of the tallest peaks in the Northern Rockies, which rise from subalpine meadows interspersed with hanging valleys and lakes. The Custer Gallatin is nationally known for its superb recreational opportunities and outdoor pursuits. The Forest has significant partnerships with our neighboring Forests, Yellowstone National Park, the Bureau of Indian Affairs, the Montana Department of Fish, Wildlife, & Parks, the academic community, and a wide variety of nongovernmental organizations. As Gateway to Yellowstone National Park, the Absaroka-Beartooth Wilderness and the Lee Metcalf Wilderness, the Forest features many adventures among rugged mountains, including the tallest Peak in Montana to remote Buttes and Bluffs of southeastern Montana and northwestern South Dakota. The Gardiner District is a great blend of early day Forest Service culture and traditions sprinkled with cutting edge natural resource issues. With Yellowstone National Park out the back door, the Absaroka-Beartooth Wilderness out the front, deer, elk, black and grizzly bears, and bison wandering through the streets of town, and an influx of international visitors and seasonal workers, Gardiner and the Gardiner Ranger District provide some of the most unique opportunities for small-town living anywhere. The Gardiner Ranger District is part of the Greater Yellowstone Ecosystem, and is surrounded by 3 national forests, two regions of the national forest system and along the southern boundary, the nation s oldest national park. Interactions with a variety of Park staff are routine. Wilderness, wildlife, and recreation are cornerstones of the District. Bison, grizzly bears, and big game winter range are the primary wildlife issue areas. Lands acquisitions, land exchanges, and public access dominate the lands program. In addition, the District administers about 40% of the 938,000 acre Absaroka- Beartooth Wilderness. The District has embarked on a series of exciting restoration efforts designed to restore or enhance native plant communities within the Gardiner Basin to benefit wildlife and reduce the spread of noxious weeds. The Gardiner District also includes the area around Cooke City, Montana, a mecca for extreme backcountry snowmobiling and skiing, and ATV opportunities. The New World Mine Reclamation project remains active near Cooke City. There are 8 campgrounds, numerous trailheads, the Gallatin Petrified Forest, about 40 overnight and day use outfitters (hunting, fishing, rafting, hiking, dog-sledding, snowmobiling, horse packing), non-recreation special-use permits, 5 range allotments, two conservation easements and multiple 3

4 administrative facilities, including the historic OTO Ranch (the first dude ranch in Montana). The District relies heavily on volunteer labor to help meet goals. This is truly an opportunity to work in a spectacular and unique corner of the world. About Gardiner, Montana Gardiner, Montana is a community of about year-round residents. In the summer, the number increases significantly due to the influx of Xanterra (Yellowstone Park concessionaire) and Yellowstone National Park seasonal employees. During the summer, town is alive with people walking the streets and buses, trailers and cars constantly rattling through. During the winter streets are quiet, community events are staged, and people recover from the hectic summer pace. Housing is limited and is especially difficult to find during the summer months due to seasonal employment in the area. Rental rates range from $500 to $900+ per month. The $500 range would include some small efficiency type apartments or cabins. Larger or newer apartments would run in the $700+ range as well as small houses. Larger houses seem to range higher ($900+). The housing market in the Gardiner Basin is limited but a few houses can usually be found, most in the $200,000 to $300,000 range. Gardiner does have some trailer parks where a personal trailer could be parked. Government housing may be available at the Gardiner Ranger Station compound or at the Cooke City Administrative site. Other general information about the community of Gardiner, Montana: First Interstate Bank serves the community. Mammoth, WY (5 miles south in Yellowstone National Park) has a Federal Employees Credit Union. Gardiner has one drug store with a certified pharmacist. There is one grocery store (North Entrance Food Farm). There are also two convenience store/gas stations that carry some grocery items. There are 2 laundromats. There is day-care in the area. There are also several persons in the community who babysit in their homes. Gardiner has 4 churches of the following denominations: Baptist, Catholic, Church of Jesus Christ of Latter Day Saints (Mormon), and Community Church (interdenominational) Gardiner has a K-12 school (406) with about 300 students. Academics and athletics are valued. The high school was built in The school has facilities which provide an opportunity for community-sponsored events. Gardiner has no dentists, no medical doctors or hospital. Mammoth (5 miles south) has a clinic (with a doctor on staff) that is open year-round. The nearest hospital is located in Livingston, Montana (52 miles). There is a volunteer ambulance service and structural fire department. Gardiner has numerous motels. An airport is within two miles of Gardiner. It accommodates small non-commercial planes only. There is a weekly newsletter that has community activities, items for sale/rent and public information. It can be found on line on the Gardiner Chamber of Commerce web page. It is 1.5 hours to Bozeman, Cooke City, West Yellowstone, Old Faithful and Lake Yellowstone. No public transportation providers serve Gardiner. 4
