Christian Aid Ireland has become the organisational lead on Tackling Violence and Building Peace and this role plays a key part in delivering both the TVBP strategy and the new CAI programme strategy. The role is also responsible for linking programme level issues to advocacy in Ireland and influencing debate on issues of governance and human rights among peers and donors. Role context This is an exciting opportunity to work as a part of the team driving, shaping and developing Christian Aid s global work on governance and human rights. The role sits in Christian Aid Ireland (CAI) which is the organisational lead on implementing the strategic change objective of Tackling Violence, Building Peace. The post-holder works within the Programme Development Unit (PDU) in Ireland, reporting to 1

2 the Head of Unit, with a matrix management line to the Programme Performance Manager, based in the International Department in Christian Aid London (CA). The purpose and direction of the post will be driven by Christian Aid Ireland s programme strategy and the global organisational strategy on violence and peace building. The strategic priority areas are around accountable governance, economic justice and equality, human rights and how governance can reduce violence and build peace. The role will also support the role out of adaptive programming methodologies across the Irish Aid funded programme. The role combines direct technical support and accompaniment; programme development; facilitation of learning and mutual support between programmes; and development of good practice and guidance resources based on both internal experience and external learning. The role will also coordinate high quality research opportunities based on country programme priorities and link to relevant academica institurions. Overseas travel is required for programme monitoring and support. The role will provide regular briefings and guidance for programme staff, providing strategic input to key decision making bodies such as the Leadership Team as appropriate. As well as programme work on governance and human rights, Christian Aid has a strong track record of advocacy on specific issues, and the role involves working with both programme and policy teams across the organisation and engaging in advocacy with relevant Irish and European audiences as required. The role also represents Christian Aid externally (with donors, NGOs, academic institutions) to share learning and best practice from our programmes. Key outcomes (Between 4 and 6) A strong Christian Aid Ireland programme on governance, peace-building and rights issues with appropriate strategies to achieve the objectives. Stronger Christian Aid staff and partner capacities on issues in relation to governance, human rights, the citizen-state relationship, and learning from good practice. Effective learning between Christian Aid Ireland funded countries, and wider Christian Aid funded countries, through organised learning events, peer reviews, exchanges between partners and research initiatives, both by partners and by/for Christian Aid Ireland etc. on governance, rights and building peace. A good working relationship and liaison with Irish Aid on governance and rights issues. Organisational policy on civil society space, human rights, protection, conflict transformation & peace-building supported and implemented in particular in relation to Christian Aid s Strategic Change Objective on Tackling Violence, Building Peace. Christian Aid profile is heightened and improved in Ireland, the UK and the worldwide community of practice on governance, human rights, and the civil society role in the public sphere. Role requirements Relationships External Liaises externally with other development actors in Ireland and UK, including donors and research institutions (Irish Aid, University of Limerick, Trinity College and Dochas, APRODEV, CIVICUS, Global Witness etc.). Represents Christian Aid Ireland at national, regional and international fora, seminars and conferences, promoting Christian Aid practice in the sector. Represents Christian Aid Ireland to the Irish Government (Department of Foreign Affairs) on advocacy initiatives arising from our programme work. 2

3 Internal Advisory relationships with programme teams, to strengthen strategic thinking and engagement on governance, peace building and human rights, and effective programme practice Collaborative relationships with programme and advocacy colleagues in CAI and CA working on governance to ensure ongoing dialogue, alignment and learning Collaborative relationships with Programme Performance colleagues and the Corporate Gender Champion to ensure integration and alignment with CA s programme policies and approach; close collaboration with other technical Advisors to maximise synergies and learning between SCOs Training/advisory relationship with CAI Leadership Team and Board Decision making Works with the PDU team implementing the programme strategy internally and with external actors such as academic institutions. Inputs into strategic programme decisions for CAI. Assists in development of proposals and strategies to maximize income from new and existing institutional donors. Liaises directly with Country Programme Managers as appropriate, in consultation with the Head of Programme Development. Manages budgets/grants for consultancies and other specific Department-level projects related to governance, and ensures compliance with Christian Aid policies and procedures Manages research, learning and documentation projects, including any staff, consultants, interns or volunteers appointed to support these. Leads development of Christian Aid Ireland programme policy and programme framework related to governance. Analytical skills Significant analytical skills and high levels of judgement required, with the ability to undertake both broad strategic analysis and context-specific political analysis. Ability to link short- and long-term trends and integrate different strands of work (e.g. formal and informal power structures, supply- and demand-side governance, practice and policy) to identify key priorities and opportunities. Ability to manage complex information and present complex issues clearly and accessibly, with responsibility for developing and articulating organisational policy and good practice Developing self and others The role is highly self-directing and requires significant independence and personal responsibility. It is a specialist / advisory role, with a focus on supporting others to develop their thinking and practice, often in situations of multiple / conflicting demands and significant time pressure. In addition to technical expertise, a high level of facilitation, coaching and monitoring is required. Recruits and manages any staff, consultants, researchers, interns or volunteers appointed to support specific research initiatives, or programme processes or systems/tools for improving practice in governance, human rights and peace-building work. Ability to manage potentially conflicting demands and expectations, influence others and find creative solutions which meet Christian Aid Ireland, field staff and donor requirements. Ability to build effective working relationships across organisations, including at a distance. 3
