2 I-405 Express Toll Lanes Opened September 27 Overview Legislature authorized WSDOT to toll I-405 from Bellevue to Lynnwood in 2011 Dynamic pricing effectively manages volume and increases performance for all lanes in the corridor Market-based direct user fee Future plans to extend south and create a 40-mile express toll lanes system on I-405 and SR 167 April 2015 October

3 I-405 Express Toll Lanes - Bellevue to Lynnwood 17 miles of express toll lanes 9 miles of a two lane system 8 miles of a single lane system Originally operating 24/7, on March 18, the Washington State Transportation Commission adjusted the express toll lanes to operate only 5 a.m. to 7 p.m. Monday through Friday Toll Rates Minimum Toll Rate $ 0.75 Maximum Toll Rate $ Pay By Mail Toll Increment $ 2.00 Carpool Policy 3+ carpools exempt at all times 2+ carpools exempt except 5-9 a.m. and 3-7 p.m. on weekdays Exemptions Transit, vanpools, motorcycles and carpools travel free with a Good To Go! pass In-service emergency vehicles, maintenance, enforcement, and incident management vehicles, including private tow-trucks, when directed by WSP 3

5 Key takeaways Early successes Initial express toll lane usage is higher than expected. Transit, vanpools and carpools have a more reliable trip in both directions. I-405 is moving more vehicles during peak commutes. Southbound traffic is better across all lanes. Northbound traffic has shown improvement in the express toll lane system. Long and medium trips are receiving faster travel times. 5

6 Key takeaways Challenges Northbound traffic general purpose congestion has shifted to SR 527. Some shorter trips are not seeing the same benefits of long and medium trips, due to access and shifts in congestion. Weekend congestion has increased with the slower ramp up of infrequent users. The single lane system capacity constraint drives toll lane prices. 6

7 Key takeaways Continue to Monitor Demand for the single lane system has resulted in reaching the maximum toll rate sooner than predicted. 7

Morning commute is 4 minutes faster than 2014 Express Toll Lanes Southbound weekdays Full corridor average The average AM peak period travel time savings between the southbound general purpose lanes and the express toll lanes was 12 minutes during Fall 2015, compared to 16 minutes during Fall

Capacity was added south of SR 522 and now five lanes reduce to three between SR 522 and I-5. This problem is not due to express toll lanes. 15 Single lane section drives price When congestion builds in the single express toll lane, toll rates for the entire corridor are affected. 15

17 Transit benefits: What we re hearing The I-405 express toll lanes and transit shoulders provide a daily benefit to routes and riders. Buses are seeing a travel time benefit and advantage by using the express toll lanes. Transit ridership has increased so more people are benefiting from a faster commute on busses. This is a positive trend and more time is needed to realize the long lasting benefits. Community Transit: Daily ridership increased approximately 4%, travel times have improved saving people up to 6 minutes on average King County Metro: Increase of approximately 6% in peak period ridership, travel times have improved saving people who ride transit up to 8 minutes on average. 17

18 Local arterial traffic WSDOT is coordinating with local jurisdictions to track traffic and address any new trends related to the express toll lanes. Traffic trends are similar to pre-tolling. 18

19 From comments to construction We heard: Difficult to access the system between SR 527, NE 195th St and NE 160th St Action taken: WSDOT removed striping to allow additional room and time for drivers to enter and exit the express toll lanes. We heard: Confusion at express toll lane entrances and exits Action taken: The express toll lanes are a big change. To help drivers adjust WSDOT added additional pavement markings for clarification. 19

WSDOT made changes to the algorithm which calculates toll rates to respond to the demand for the lanes and to keep the express toll lanes moving. Adding pavement markings to clarify for drivers the exit to NE 6 th St and which lane continues onto I-405 southbound Adjust the access type and length to provide more open access to the express toll lane. This will improve general purpose congestion in the SR 520 interchange area during afternoon commutes and weekends. SB approaching NE 132 nd St Convert to allow access in and out of express toll lanes. Currently drivers are only able to enter. 22

24 NEW Hours of Operation As of March 18, the I-405 express toll lanes operate Monday-Friday, 5 a.m. 7 p.m. There is no toll or pass requirement to use the express toll lanes: Week nights from 7 p.m. 5 a.m. All day on weekends On six major holidays: New Year s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, and Christmas Trucks over 10,000 pounds gross vehicle weight are still not allowed to use the express toll lanes or HOV lanes 24

25 Trucks: What you need to know WSDOT has considered increasing the 10,000 GWV limit, but has deferred this until a steady state operation is reached in the I-405 express toll lanes. 25

26 Breaking down the first quarterly financial report First quarter summary Higher than expected usage resulted in higher than forecasted toll revenue generated in the first quarter million paid trips this quarter made $3.7 million in gross toll revenue. Where does toll revenue go? Directed by the Legislature in RCW , revenue is saved in a dedicated account and the Legislature decides which I-405 corridor improvements will receive the funding. Recently funded Connecting Washington I-405 projects assume a portion of the project is funded by I-405 toll revenue. 26
