3 Introduction Established in 1992, the Australian Council for Private Education and Training (ACPET) is the national industry association for private providers of post-compulsory education and training. ACPET has more than 1,100 members, delivering a range of higher and vocational education and training (VET) and English language courses across all states and territories. Research conducted for ACPET in 2010 indicates private providers deliver training to 1.44 million equivalent full-time (EFT) students in Australia each year. ACPET s mission is to enhance quality, choice, innovation and diversity in Australian education and training for individual, national and global development. It represents a range of private providers, including commercial and not-for-profit entities, community groups, and industry and enterprise-based organisations. ACPET works with governments, education and training institutions, industries, and community organisations, to ensure vocational and higher education and training services are welltargeted, accessible and well-delivered. Courses offered by ACPET members are high quality and provide for choice and diversity. As the peak body for private providers, ACPET is committed to ensuring that its policies, products and services contribute to an inclusive tertiary education system. Five principles underpin ACPET s road map to deliver greater efficiency, effectiveness and equity for Australia s VET system: increased student choice will promote greater responsiveness in the education market, enabling learning to be tailored to the diverse needs of individuals and enterprises supporting enterprise to invest in knowledge and skill development of their existing and future workforce will increase national capability and productivity fair and equitable regulation will better preserve the desired standards for quality in learning outcomes and viability of the institution structural separation will promote the efficient use of public funds, through better transparency, increased competition and clearer incentive improved quality and performance of all professional staff underpins greater quality and accountability of service provision to students. Private providers include commercial and not-for-profit entities, community groups, and industry and enterprise-based organisations. This submission has been developed in consultation with representatives of the ACPET Western Australian State Committee and with numerous ACPET member VET providers. 4 Responses to key consultation questions 1. Are the main components of an entitlement model clear? Yes, all components of an entitlement model are clear except whether Western Australian Government funding will be available to Registered Training Organisations (RTOs) operating in Western Australia but registered in another state. 2. What are the key elements of an entitlement model that should be considered and built into design? Key elements that should be considered are: funding based upon a realistic cost of delivery to prevent quality being driven down by the pricing mechanism regulators adequately funded to ensure quality of provision is paramount to the system public investment aligned with public benefit transparency of the cost of publicly funded infrastructure within service delivery costs i.e. structural separation of infrastructure and service delivery funding fairness and consistency in funding across public and private providers including when percentages of payments are made per unit commencement or completion ability to deliver and report on clustered unit delivery in addition to full qualification a consistent non-onerous auditing and regulatory approach applied to public and private providers a true outcomes measurement tool which reports on unit and course completion and has employment in the field of study as a valued outcome, even prior to the completion of the course a definite timeframe to roll out the new model so that all providers can forecast and budget realistically no caps on student fees and charges i.e. providers can offer fees and charges at or above the entitlement rate and students will choose the provider that best meets their needs no cap on student numbers for RTOs. 3. What information do students, enterprises and providers need to make sound choices? To make sound choices, students and enterprises need to understand the full range of providers available in Western Australia. A well developed information campaign is required that takes into account private and public providers, and tailors messages to students, enterprises and providers. Consideration should also be given to providing advice to career counsellors. This stakeholder group plays a vital role in helping students understand the choices that are on offer and therefore any information campaign should include them. Providers also need to be fully aware of how the entitlement works. The greater the engagement by providers in an entitlement system the more likely the system is to be successful. The annual TAFE handbook which is distributed to all schools should become a Training WA handbook and include all providers. The information should be presented by topic, rather than split into public or private providers. ACPET submission Review of entitlement based funding model Page 4 of 7

5 The Department of Training and Workforce Development (DTWD) should work with the Commonwealth during the development of the website. Students, enterprises and providers will benefit if the website is a central point where potential students and enterprises can search for an RTO that meets their unique needs. Possible KPIs for the myskills website are: results of last audit report percentage of students employed in the field of study during the course and following completion of the course percentage of students who complete the unit or course level of industry engagement standardised student satisfaction survey results standardised employer satisfaction survey results number of delivery and assessment options available (e.g. flexible, face-to-face, workplace). 4. What are the best and most appropriate ways to influence or guide choices? What role do state skill priorities play? There needs to be accurate skills shortage data to develop funding levers that direct training and skills development to areas that have the highest demand. Similarly, scenario development planning should be used so that funding levers can be used to develop skills in areas that will be in high demand in the future. For the entitlement model to be effective, consideration must be given to additional funding for students who require additional language, literacy and numeracy support. The model should also allow: multiple steps in any direction for students under the age of 20 for qualifications at Certificate lll or IV level one funded step down by a student to enter a skill shortage area two funded steps across into a skill shortage area. 5. Do you agree with the policy principles to support private investment in training provision? ACPET supports the reform of current funding models that will lead to a more flexible, efficient and responsive VET system that better aligns supply with demand and improves student completion incentives. The principle of student choice is increasingly being applied to encourage individuals to participate in education and to build provider responsiveness in course design and delivery. Passing purchasing power to clients (individuals and enterprises) by allowing public funding to be used for their choice of training and provider is key to a modern education system. A student-centred learning entitlement and choice of provider system should also support equity participation and incremental development of higher level skills in diverse learners. 6 6. What are the funding design issues that should to be taken into account for high need students and providers operating in particular locations or areas of training? The design of the entitlement system should take into account the tyranny of distance. Flexibility should be in place that allows for higher funding in remote areas compared to metropolitan areas. Both geographic location and socio-economic factors should be considered when equating weightings. In thin market areas, public and private providers should work in collaboration to offer a diverse scope and range of qualifications. Equity support funds for high need students, in addition to base level funding, should be the same for both private and public providers. 7. How could the roles and functions of state training providers change under an entitlement based funding model? A key benefit of the entitlement model, as demonstrated in other jurisdictions, is that state training providers will be compelled to become more responsive and flexible, thereby offering better value for money for government and tax payers. In thin market areas, public and private providers could work in collaboration to offer a diverse scope and range of qualifications. The public provider may not necessarily provide training but act as the district agent overseeing all training requirements in the region between the already existing private providers. 8. What funding arrangements are required to cater for possible changes to the role of state training providers? Assistance may be required to aid both state and private training providers to transition to a demand driven, rather than centrally planned, training system. This assistance should not be seen as an ongoing subsidy but rather as a short-term strategic investment that allows these providers to restructure so that they are able to effectively compete under a new contestable policy regime. 9. Is a dedicated fund likely to strengthen the commitment of enterprises to invest in VET? See response to question How can government reduce barriers between VET and higher education pathways? Barriers exist because of the complexity of articulation arrangements between VET and higher education providers. This complexity means the development of arrangements is both time consuming and costly. ACPET members continually face barriers in forming partnerships with public universities. The Australian Qualifications Framework Council has released guidelines on articulation and credit transfer arrangements for VET and higher education institutions, however these guidelines are routinely ignored by universities. 7 11. What institutional arrangements are required to support an entitlement based funding model? RTOs must be supported by: a user-friendly reporting and payment system that considers cash flow a government communication campaign that promotes the total training market, inclusive of public and private providers regular communication from DTWD, especially during the transition period and open communication between providers and departmental staff well trained departmental staff who are skilled in contract and relationship management the level of auditing being based on a risk rating developed for funded RTOs. 12. Are there any other comments that you would like to make in regard to the implementation of an entitlement model? Consultation should be undertaken with students and employers to get a full range of views. Centrelink and Job Services Australia should also be consulted to ensure the new entitlement model, and existing systems of job seeker pathways and funding, are consistent. The implementation of an entitlement model should also be aligned with Commonwealth initiatives such as apprenticeship and traineeship funding. A sustained, well-planned, marketing campaign will need to be deployed to ensure students, industry, employers and parents are aware of the changes. The campaign should explain that both public and private providers offer equal qualification scope and recognition, and that government funding will be provided to candidates regardless of whether they select a public or private provider. Workforce development centres would also need to be transformed to provide guidance to clients on the full diversity of RTOs in Western Australia.
