1 UNICEF-TURKEY TERMS OF REFERENCE SPECIAL SERVICE AGREEMENT SHORT-TERM INDIVIDUAL INTERNATIONAL CONSULTANCY International Consultancy to support UNICEF CO Turkey Adolescents and Youth Engagement Programme Links with the Country Programme Priorities: (REF: PRO/TURA/2016-AB) UNDCS- Pillar 1: Sustainable, Inclusive Growth and Development. Outcome 1.2.: By 2020, all underserved population groups have more equitable and improved access to integrated, sustainable and gender sensitive quality services (e.g. health, education, decent employment, and social protection systems). Turkey Country Programme : Outcome: 1.Equity increased through social inclusion and resilience building: By 2020, the education, child and social protection and health systems, NGOs, communities and families provide vulnerable children with increasingly inclusive opportunities to realize their rights to protection, education, development and participation. Output 1F: By 2020, Turkish and adolescents and youth UTP have increased opportunities for participation, meaningful engagement and interaction with peers I. BACKGROUND As the Syria Crisis enters its 6 th year, Turkey is now home to the largest number of refugees in the world over 2.7 million Syrians are under temporary protection across the country, as well as approximately 300,000 asylum-seekers and refugees from other nationalities, predominantly Iraqis and Afghans. The numbers of registered Syrian refugees in Turkey has increased by approximately 75% over the past year, from 1,552,839 as of 1 January 2015 to 2,750,000 today. Of these, nearly 1.5 million over 54% are children. 1 Only about 10% of Syrian refugees live in 26 temporary accommodation centers (camps) in provinces along the Syrian border, while 90% reside in host communities mostly in the southeast of the country, but also increasingly in Istanbul, Izmir, Ankara and transit cities in the north and west. The overall response to the Syrian crisis in Turkey demonstrates strong national ownership, with the Government of Turkey playing a firm leading role in the provision of protection and basic services. The Government of Turkey provided all of the basic needs of those in the camps and at host communities including water and sanitation, health and education services, food and NFIs. Despite the significant gains made by the Government of Turkey, UNICEF and partners on the ground, the scale of the crises is putting enormous strain on the country s basic services and infrastructure particularly in the areas of education and child protection. The latest data from the Ministry of National Education (MoNE) shows that more than 470,000 Syrian refugee children are enrolled in public schools and temporary education centers across the country as of November 2016 representing an almost 1 All refugee population figures from UNHCR and DGMM as of 2 October 2016 REF: PRO/TURA/2016-AB Page 1 of 10

2 42% increase compared to the previous school year. A significant rise in enrolment, particularly in public schools, was noted. Nevertheless, an estimated 386,000 children are still out of school, and more needs to be done to reach them. Out-of-school children and adolescents are particularly vulnerable and at heightened risk of isolation, discrimination, economic and sexual exploitation and child marriage. It is also harder for many to adjust to formal school after having been out of school for several years for some. In addition, children and adolescents with disabilities find it hard to access existing education opportunities particularly in host communities. Adolescent girls face restrictions from leaving their home or are expected to take care of younger siblings, and in many cases are victims of child marriage. The risk of boys dropping out increases considerably with age, due to rising pressure to join the labor force to help meet the basic needs of their families. For refugee adolescents and youth, opportunities to address issues that directly affect their lives are rare. Focal group discussions show that young people themselves have stated that they feel marginalized and deprived of any role within the community. They are desperate for their voices to be heard and to be valued. In addition, with community tensions under strain, adolescents and youth themselves are key to fostering social cohesion within refugee hosting communities. In order to address some of these key challenges, UNICEF s Adolescent and Youth Engagement programme acknowledges that through improved opportunities for networking and engagement in decision making processes, young people can change the source of belonging and ensure that their positive voices are amplified. Adolescents and youth must be provided the space to influence decisionmaking within existing structures, systems and processes and systematically consult and participate in shaping and implementing programmes. When adolescents and youth are empowered to play meaningful roles in their communities, and given a sense of purpose, they make effective contributions to their communities and can help transcend violence and discrimination in their communities. The realization of the Adolescent and Youth Engagement programme relies on UNICEF s joint collaboration and advocacy with government authorities - the Ministry of Family and Social Policies (MoFSP), the Ministry of Youth and Sport (MoYSP), and the the Southeastern Anatolia Project Regional Development Administration (GAP) and UN agencies, civil society, academics, private sector and on the engagement of young people themselves. II. PURPOSE OF THE ASSIGNMENT: The purpose of the assignment is to provide technical support to further shape UNICEF s Child Protection led Adolescent and Youth Engagement programme, under the Child Protection Section. The Consultant is expected to carry out the following main duties: a) Formulate an Adolescent and Youth Engagement Strategy based on: i) a desk review of existing programme strategies, training materials, Theory of Change and other relevant documents; ii) consultations with key stakeholders including young people, consultants, government partners and CSOs; and iii) field assessments on the situation of Syrian young people in temporary accommodation centers and host communities as well as that of Turkish REF: PRO/TURA/2016-AB Page 2 of 10

3 adolescents and youths living in communities with a high number of refugees. The strategy will need to take into account the existing adolescent and youth programmes implemented both with government authorities as well as non-governmental partners, and global good and innovative practices in the field. b) Support the development of a holistic strategy that effectively promotes Social Cohesion based on UNICEF s engagement with government counterparts as well as non-governmental organizations in host communities; analyse the impact of the programmes in light of their objective, and based on the findings, formulate recommendations on UNICEF interventions strategies to promote effective participation and quality standards for realizing programmatic impact on social cohesion in host communities. c) Strengthen partners capacity to deliver diverse, engaging and quality adolescent and youth centred programmes; roll out a participatory training for I/NGO facilitators, focusing on identifying, adapting and using the Adolescent Kit for Expression and Innovation as part of community outreach programmes in host communities. Based on the results, identify strategic entry points for the expansion of the community outreach programme with a wide range of stakeholders who are implementing adolescent and youth engagement programmes, ranging from government and non-governmental partners to programme managers, teachers, outreach workers, etc. d) In collaboration with technical staff, conduct an assessment of a set of tools used for the evaluation, monitoring and reporting of the adolescent and youth programme and formulate recommendations on how the monitoring system and quality assurance could be strengthened, provide support to the development of a monitoring framework and train relevant staff in the implementation of these tools. Details on the assignment are outlined in the following section titled Description of the Assignment and Expected Deliverables. III. METHODOLOGY The Consultant/s is/are expected to be in constant contact with the personnel of UNICEF and be based in Ankara. The consultant/s should comply with the ethics and visibility rules of UNICEF while preparing the documents, implementing the activities and particularly seeking and incorporating the opinions of children in the process. While writing reports terminology, ethical rules and publication and citation guidelines of UNICEF should be followed. Necessary guidelines will be provided by UNICEF. All documents to be produced shall respect gender equality and be in line with the UN Convention on the Rights of the Child and other human rights instruments. Additionally, the Consultants are also expected to take full account of the principles stated in the General Comment No. 2 of UNCRC during their terms of office. The intellectual property rights of all documents and related materials shall separately appertain to UNICEF and the documents and materials should not be used by a consultant and/ or a third party with REF: PRO/TURA/2016-AB Page 3 of 10

4 another purpose. To use the documents and materials by giving reference will be object to the written permission of the parties. In the light of these principles, applicants are expected to submit their technical and financial proposals and CVs to UNICEF in compliance with the format attached to this ToR. As a part of the tender, the consultant(s) might be invited to talk about the field of assignment and the approach regarding the methodology for performing the work and reaching the targets. Applicants are expected to provide detailed information on how they will conduct the work in their technical proposal. Technical proposals are expected to explain the methodology to be utilized to perform the work in detail and should contain brief information on (including but not limited to) the below matters: Main objectives General methodology Estimated amount of time required for each task and time table and logistic requirements (if any) Details of team members/other experts (if any) and clear division of labor with man/day calculations Risks and Assumptions IV. DUTY STATION: Home and Ankara based with travel within Turkey V. SUPERVISOR: Nurten Yilmaz, Child Protection Specialist VI. DURATION, COST OF ASSIGNMENT AND SUBMISSION OF OFFERS Duration: Assignment will be delivered over the course of 6 months (January 2017-June 2017) and payments will be effected upon the delivery of outputs. In case of any unexpected delay in the estimated time frame (approval process, force majeure etc.) the duration of the assignment might be extended subject to the same conditions and mutual will of the parties. Estimated Cost of Consultancy: Applicants shall present a detailed financial proposal that elaborates on daily costs on the basis of the below-mentioned programme and deliverables, including a total sum demanded. Travel and accommodation costs arising from planned visits and other costs related to administrative tools, communications, etc. shall be covered by the consultant. Payment schedule: UNICEF's official rate is in US Dollars. The Contract for the Consultant will be issued in US Dollars. REF: PRO/TURA/2016-AB Page 4 of 10

5 Candidates are required to specify their daily rates, the number of anticipated working days for each deliverable in the financial proposal, and provide the breakdown of the lump sum amount for each deliverable as well as incidentals of each deliverable in USD. Reservations: UNICEF reserves the right to terminate the contract and/or withhold all or a portion of payment if the rules and the regulations regarding confidentiality, ethics and procedures of UNICEF and the partners are not followed, the performance is unsatisfactory, or work/deliverables are incomplete, not delivered or fail to meet the deadlines. Submission: The candidates should send their Personal History Form (attached), the financial and the technical proposal in separate folders to Selim Barkan via to sbarkan@unicef.org In addition, UNICEF reserves the right to work with multiple Consultancy teams for the same assignment, if necessary. Where this is the case, all consultancy teams are expected to work in cooperation and coordination as required by the defined objective. In case of submitting a proposal as a team with the participation of more than one expert, UNICEF will evaluate each team member separately and as per the rules will sign a separate contract with each team member. Technical and financial proposals should be submitted in separate folders. After the technical evaluation, the financial proposals of qualified candidates will be evaluated. The technical evaluation will be completed based on the attached evaluation criteria form. VII. DESCRIPTION OF THE ASSIGNMENT Within the scope of the assignment, the consultant(s) shall work under the guidance of the UNICEF Child Protection Specialist and be responsible for the key duties given below: 1) Develop the Adolescent and Youth Engagement Strategy in support of UNICEF s Child Protection programme: a) Conduct a desk review of UNICEF Child Protection existing adolescent and youth engagement strategies and programmes; Theory of Change; training materials and and other relevant documents looking at achievements, strengths, gaps, and opportunities for cross-sectoral collaboration and expansion through innovative approaches. As part of the desk review, the consultant is expected to revise available situation analysis documents with key information about Syrian and non-syrian adolescents and youth. b) The assessment activities will be conducted upon consultations with key stakeholders such as UNICEF staff; government and CSO partners as well as field assessments on the situation of Syrian young people in temporary accommodation centers and host communities. The purpose of this assessment is to identify opportunities to strengthen programmes effectiveness in achieving programme outcomes through a sharpened focus on indicators and by identifying new, effective strategies that could be introduced. This component will further facilitate coordinated planning and collaboration between UNICEF programmes. REF: PRO/TURA/2016-AB Page 5 of 10

6 2) Harmonize Programme activities in relation to adolescents and youth engagement, with a focus on participatory engagement and social cohesion: a) Review and harmonize ongoing programming activities with government and nongovernmental partners, including the adolescent participation and youth-led social cohesion programmes with MoFSP; MoYSP; GAP; and community-based engagement programmes implemented in collaboration with I/NGOs in host communities. The review will look at programme planning, implementation and outreach in terms of beneficiaries and locations, as well as at tools to measure the impact of ongoing initiatives. b) Conduct consultations (interviews, focus groups, other participatory appraisal activities) with a wide range of stakeholders including adolescents and young people from Turkish host communities and Syrian refugee communities, partners (facilitators, managers), UNICEF staff, and national and local government actors. The assessment will focus on identifying strengths, needs and gaps within the existing programme with the purpose to strengthen the relevance and effectiveness of the programme. 3) Strengthen partners capacity to deliver diverse, engaging and quality adolescent and youth centred programmes: a) Adjust and support the use of the Adolescent Kit for Expression and Innovation that was developed by UNICEF, HQ through a participatory training for facilitators on how to use the toolkit in outreach activities in host communities. b) Collaborate with relevant partners on adapting the Kit to the Turkey context based on global and regional learnings on the use of the Kit and identify strategic entry points for the expansion of the community outreach programme with a wider range of stakeholders who are implementing adolescent and youth engagement programmes, ranging from government and non-governmental partners to programme managers, teachers, outreach workers, etc. 4) In collaboration with technical staff strengthen the set of tools used for reporting, monitoring and the evaluation of the impact of the adolescent and youth programme: a) Conduct an assessment of a set of tools used for monitoring, reporting and evaluation of the adolescent and youth programme and formulate recommendations on how the monitoring system and quality assurance could be strengthened. b) In consultation with UNICEF technical team, support the development of a monitoring, reporting and evaluation framework and/or guidance. c) Organize a training on the tools for relevant UNICEF and partner staff in the implementation of these tools. 5) Presentation for UNICEF technical staff of deliverables, findings and recommendations. Harmonize the Social cohesion and participatory engagement programme Review ongoing programming activities on adolescent participation and youth-led social cohesion programmes that are conducted with government and nongovernmental partners. The review will look at programme planning, implementation and outreach in terms of beneficiaries and locations, as well as a review of the tools that are being used to measure the impact of ongoing initiatives. Summary report of key inputs and findings from desk review and implications and recommendations for the participation and social cohesion. February - March 2017 Work days: 8 Based at UNICEF-Turkey CO in Ankara. 2 The timeline takes into account time to collect feedback from respective UNICEF technical team and the time needed to revise deliverables. 3 The actual working days are approximates and will be confirmed and/or revised in light of the technical proposal submitted. 8 Develop assessment plans and instruments in preparation for field-based research for harmonization of activities in relation to adolescents and youth engagement. Based at UNICEF-Turkey CO in Ankara and field visits. Draft assessment instruments, including overarching questions for the assessments, questionnaires, outline plans for participatory and adolescent-friendly methodologies. March 2017 Work days: 15 Stakeholders consultations, including interviews, focus groups, and other participatory appraisal activities, with child protection technical experts and practitioners. Field reports and assessment instruments are adjusted and aligned with consultation feedback and integrated in the desk review report. Work days will also include time for internal planning, advance communications and travel to different field sites. (Findings will also will also feed into Activity areas 3 and 4) Key activity 3. Strengthen partners capacity to deliver diverse, engaging and quality adolescent and youth centred programmes Preparation of Adolescent Kit training programme, as part of strengthening partners capacity to deliver diverse, engaging and quality adolescent and youthcentred programme. Training materials for use in Turkey will draw from and adapt the Adolescent kit training package based on global and regional learning. Draft training package, to include written plans for training activities, agendas, presentations and any other training materials. April 2017 Work days: 10 Based at UNICEF-Turkey CO in Ankara. Conduct a Training of Trainers workshop to prepare key UNICEF partners to utilize the Adolescent Kit. Work days include planning and communications with participants and travel days as well as days for reportwriting. (Training workshop would likely be 5 days total.) Summary report of training activities, outcomes and evaluation. Revised training package adjusted to the country context. April 2017 Work days: 10 Based at UNICEF-Turkey CO in Ankara, with travel to the field. Key activity 4. Consultation with technical staff on reporting, monitoring and evaluation of Follow-up training support for use of (adapted) Adolescent Kit resources. This will include facilitated planning support with technical colleagues and/or partners for implementation of strategies and tools, and/or gathering feedback for input to/revision of second and final drafts. Summary report of key feedback and planning outcomes gathered through participatory presentation of programme documents. Final drafts submitted based on feedback and inputs June 2017 Work days: 15 Based at UNICEF-Turkey CO in Ankara, with any travel as necessary. *Delivery dates are indicated tentatively. A detailed planning schedule is expected in the technical proposal. VIII. EXPERTISE AND QUALIFICATIONS REQUIRED FOR THE CONSULTANCY General qualifications Advanced University Degree or equivalent in social policy studies, law, child and women s rights, youth studies, social work or child psychology or other field directly related to the substantive area identified in the title of the consultancy Min. 10 years of increasingly responsible professional experience in the area of adolescent and youth programmes. Demonstrable knowledge in programming for services on adolescents, youth and capacitybuilding activities in humanitarian emergency settings Excellent communication, facilitation and interpersonal skills Fluency and excellent writing skills in English Specific qualifications Deep understanding and sense of ethics with regard to human and children s rights, different cultures, local customs, religious beliefs and rituals, personal interaction and gender roles, disability, age and ethnicity. 10 Demonstrable knowledge of adolescent and youth issues in humanitarian settings. Knowledge, skills, and experience in developing and delivering trainings, including proven experience in academic and analytical writing. Excellent analytical, organizational and interpersonal communication skills. Evidence of being skilled at working in close cooperation with national and international actors and facilitating coordination of the process within the determined deadlines. Computer literacy.
