2 INTRODUCTION NOTES FOR PARENTS AND PLAYERS Welcome to the City of Woodland Youth Basketball League! This league focuses on having fun and getting better through organized basketball. This is a developmental basketball league, meaning the aim is to have our young players get better through actual basketball contacts. Every team is guaranteed at least nine games in a season. We keep score and we have a playoff at the end of the season. The teams are divided as fairly as possible in order to create balanced teams and better competition. Ultimately the focus is on the kids and their experience playing basketball. Win or lose, we want everyone to have fun. To the parents: Please keep up the enthusiasm for your team during games! The kids deserve to compete in a positive environment, so the support in the stands is important. If you have any feedback at any time during the season, send me an . To the players: This is your league. We re giving you lots of opportunities to play basketball and learn new skills. Listen to your coaches and always get better. 3 SPORTSMANSHIP POLICY This policy reflects the City of Woodland s expectation of players, coaches, parents, and spectators. Our philosophy is simple: 1. Respect everyone. 2. Have fun. 3. Play basketball. 4. Get better. 5. Play to win. What s the word we use most? What s the first word we use? What s at the center of everything? What s the last word we use? What s weaved in there? PLAY remember it s a game. RESPECT show to everyone always. BASKETBALL what a cool game, huh? WIN it s the lowest priority. FUN enjoy playing! BETTER develop your skills. Bad sportsmanship will not be tolerated and could result in removal from the league. Spectators (including parents) must behave appropriately or risk being thrown out of the building. Coaches are responsible for controlling their team s spectators. Players should review the rules to see consequences of technical fouls during games. 3

4 PRE-SEASON // REGULAR SEASON // PLAYOFFS // AWARDS 1. Regular season starts December Picture day is December 13; expect to show up at least an hour early to your game on picture day. 3. Ribbons will be given out to all players in teams that earn 4 th -8 th place. Medals will be given out to all players in teams that earn 1 st -3 rd place. There will be a brief award ceremony following each team s last game. 4

5 EVALUATION DAY // DRAFTING TEAMS // PRACTICE TIMES 1. All players and coaches should attend evaluation day on November 18. This day is simply to assess each player s skills in order to create fair and balanced teams. The player will sign up for their appointment upon registration. 2. A drafting board made up of coaches and volunteers will grade each player on a scale of 1 (low skill) to 5 (elite). All scores will be averaged and teams will be arranged by several criteria such as grade, skill level, size, etc. The Community Services Department has full control over splitting up the teams. We will be using a serpentine draft method in order to create a fair league. 3. Player preferences will not be offered again this year. This is being done to see if we can increase fairness and balance among the teams. 4. The only players eligible to be frozen in this draft process are: children of coaches, siblings, and teams that form in non-woodland communities. Non-Woodland teams should not be a collection of top-level players and are subject to exclusion from playoffs if staff determines this is the case. 5. No assistant coaches will be assigned until every team in the division has a head coach. 6. All coaches should attend the coaches meeting on Thursday November 20 at the scheduled time. Here the coaches will be given their teams to review. Coaches will pick their practice time(s) from the available practice slots. It is recommended that teams practice at the same time as other teams in their division. Coaches can change or add practice time as long as another slot is available. Coaches can also call practices outside of scheduled gym time should that coach find a facility. 7. Coaches should call all of their players soon after the meeting to introduce themselves and to inform them of practice time and their first game. 8. This draft system is subject to change as we perfect the system. Please provide feedback on the quality survey at the end of the season. 5

6 NFHS High School rules except the following: CITY OF WOODLAND COMMUNITY SERVICES DEPARTMENT DIVISION I (12U BOYS) AND DIVISION II (12U GIRLS) RULES 1. Eligible birthdates: February 15, 2002 February 14, 2004; players shall not be older than 12 at any point during the season. Players should be at least 10 at any point during the season. Any valid disputes may require the player to show a birth certificate. The City reserves the right to move players up or down depending on age and skill level. 2. TIME: 4 x 10 minute quarters with running clock second time-outs per game minute half-time. 5. Stop-clock for last 2 minutes of fourth quarter only. (exception: if points spread is more than 20) 6. Overtime play will consist of 3 minutes running time with 1 time-out allowed (no carryover). Clock will stop the last 1 minute. 7. On technical fouls opposing team will get the ball at mid-court. Player committing technical will sit out the next 5 minutes of game. (this time will count toward playing time.) 8. All players will play a minimum of 16 minutes (40 minute game) unless at the judgment of the coach due to unsportsmanlike conduct, injury, etc., he feels player should be benched. First offense of underplaying is a warning to the head coach; second offense is a technical foul to the head coach at the start of the next game; third offense is an ejection for the head coach. Two ejections disqualifies the head coach from the rest of the season technical fouls on any player in one game disqualifies the player for the remainder of the game, and the following game. A total of 3 technical fouls during the season disqualifies the player from the league technical fouls on any coach during a season disqualifies the head coach from the rest of the season. 11. Team score will be kept, but the scorekeepers can take the score off of the scoreboard in the case of a one-sided game. 12. NO zone defenses allowed. All teams will play man-man. (must be within 6 ft. of man) First offense is a warning to the head coach; second offense is a technical foul to the head coach; third offense is an ejection for the head coach. 13. NO full-court press is allowed. Teams may defend opposing players at half-court. 14. Double teaming/trapping allowed in the paint only basketball will be used for games. 16. 7 DIVISION III (14U BOYS) AND DIVISION IV (14U GIRLS) RULES NFHS High School rules except the following: 1. Eligible birthdates: February 15, 2000 February 14, 2002; players shall not be older than 14 at any point during the season. Players should be at least 12 at any point during the season. Any valid disputes may require the player to show a birth certificate. The City reserves the right to move players up or down depending on age and skill level. 2. TIME: 2 x 20 minute periods with running clock seconds time-outs per half minute half time. 5. Stop-clock last two minutes of the second half. (exception: if point spread is more than 20) 6. No press if point spread is more than Mercy Rule : if a team is down by more than 20 points, defense must guard within the 3-point line. 8. Overtime play will consist of 3 minutes running time with 1 time-out allowed (no carryover). Clock will stop the last 1 minute. 9. Technical fouls are automatic 2 points and the ball at mid-court. Player committing technical will sit out the next 5 minutes of game. Participation in Program: The Winter Youth Basketball League provides children with the knowledge and skills to play basketball. The activity you will perform could include, but is not limited to, dribbling up and down a basketball court, passing and catching balls, blocking out people, and a variety of drills. Some hazards associated with this activity include, but not limited to, unintentional collisions, slipping on wet or dusty courts, jumping or diving for the balls, sprained fingers, wrist, knee or ankle, and other minor injuries to using game equipment. 2. Condition of Program: I understand that the above mentioned programs are not child care, but are considered by the State of California to be drop-in recreational programming whereby parents must be clearly informed that children are not there to receive structured care and supervision. Children have the right to come and go from facility and staff will not supervise them to prevent them from leaving. 3. Medical Attention: I hereby give my consent that in the event said minor requires medical treatment while under the supervision of said department s personnel in connection with the described activity, such supervisor may authorize treatment. I also agree to pay all medical, hospital, or other expenses which said minor may incur as a result of such treatment. 4. Waiver, Release, and Indemnification: I hereby waive, release, and discharge any and all claims in advance against the above department (its officers, employees, and agents) from and against any and all liability arising out of or connected in any way with said minor s participation in said activity, even though that liability may arise out of negligence or carelessness on the part of said department (its officers, employees, or agents) for damages for personal injury, death or property damage which I or said minor may have or which may hereafter accrue as a result of participation in said activity. It is understood and agreed that this waiver, release, and assumption of risks is to be binding on the heirs and assigns of said minor and the undersigned. I further agree to reimburse or make good any loss or damage or cost that the above department (its officers, employees, or agents) may have to pay if any litigation arises on account of any claim made by said minor or by anyone on behalf of said minor.. 5. Transportation: I hereby expressly permit said minor child to travel by public transportation, city vehicle, or private automobile to activities and events related to the above described activity. 6. Promotion: I hereby give consent to the said department to photograph said minor. I understand the pictures may be included in program scrapbooks, and/or in the promotion of City recreation programs in the newspaper, slide shows, or other media. I have carefully read this Waiver or Liability, Medical Release, and Indemnification Agreement and fully understand its contents.
