3 310 SE Third Street, Ocala FL School Board Candidate Questionnaire Candidate Angie Boynton, District 4 1. How should teacher performance be measured, and what are some of the challenges inherent in evaluating teachers? I believe classroom observation with student surveys, as well as, peer surveys combined with student classroom gains could an effective measurable way. This includes setting goals for teachers and students that are measurable. Surveying the students will help provide reliable and valid information on the effectiveness of the teacher classroom practice. One particular challenge is the VAM model currently mandated. It is unfair and biased, not all teachers teach every student and some classes are not measurable on standardized test. 2. What are the greatest needs of the district, and how do you think they should be addressed? The greatest needs of the district is school achievement plus adequate school funding. The replacement of arts, music, PE teachers, and librarians in elementary schools are the key elements to learning for students. Funding to match the need of each school is critical. The Board has addressed these concerns through a referendum in hopes of closing the gaps we currently have. 3. What experience do you have with complicated budgets? When you are given a 400-page budget for the district, what will be your process to determine if it is a good budget for the district? I am your current board member working the budget. I am a member of the Florida School Board Association, Finance Committee, and former Narcotics manager at Shands Teaching Hospital with a 3 million dollar budget procuring narcotics for the hospital, former Finance Director for Mad Dads of Greater Ocala, and currently I review and audit small business tax records and represent them before the Florida Department of Revenue and IRS. I believe my experience will help me determine if the budget is good or other avenues of funds may need to be sought. The skills I have gained will enable me to look at the Staffing Plan as presented by the Superintendent to see the needs of each school. The staffing plan helps ensure the budget is adequately set. 1 Boynton
4 4. According to the Director of the Technology Department, the district will need $4.9 million to upgrade new computers and fund the technology plan. How do you plan to accomplish this? Where will the money come from? Upgrading to new computers is essential and on an annual basis we need to address the issue. This will enable us to look for funds within our budget to appropriate the needful funds. Funding sources will come from as outlined in SB790, the State of Florida, our current budget and new Referendum. 5. Against what metrics will you assess district leadership s attainment of key goals? How will you know when a program or decision has been successful? As the district sets goals schools and teachers, one key manner to assess the district leadership s is through the percentage of effective outcomes met. As your board member, I will ask for monthly reports. Monthly reports will let us know where we are in attaining our goals and what, if any, changes may be needed to be successful in goal attainment. 6. What outputs matter most to you? How will you be accountable for them as a school board member? School is NO Longer the one room classroom that produced genius men, such as, John Adams. Therefore, it is imprudent on us to establish one goal towards excellence in public education. That goal should be Ensuring Excellence in Student Achievement by affording them the necessary tools to compete locally, then international. The United States of America is the homeland of all Americans, built inward first. Our challenges in education are the advancements in Math, Science and Advanced Technology, globally. We must think of our children's future through public education, which has to afford every child an Opportunity to attend vo-tech, business administration, college prep, or advanced placement classes. The survival of our nation is a concern that translates to the survival of our children in the local, state, and National businesses and job market. There are certain principles I believe are essential to representing the citizens of Marion County on the School Board. If re-elected to serve on the School Board, I will continue to: Put forth solutions to hold the Line on taxes and fees. Keep Kids First Acknowledge and uphold the Judeo-Christian principles that shaped the founding of America. Put people and principle over politics. 2 Boynton
5 7. Where do you stand on outsourcing services such as transportation and custodial? On what evidence have you based your conclusion? No I do not support Outsourcing! Currently with our custodial outsourcing, we were using companies that have not met up to standard and really some don t connect with our school, staff or students as reported to me. Also, when the budget is presented, it costs Marion County Public Schools more money to convert back to our own system, not just with staff but equipment. So it essentially says to us is Keep the contract and don t increase anymore. 8. Do you support the ballot referendum that will be placed on the November ballot? Do you feel Ad Valorem taxes are an equitable way for the community to fund the school system? Yes, I support the Referendum. Ad Valorem taxes are in no way equitable, which is why I prefer the ½-1 cent tax referendum. 9. Do you support an elected or appointed Superintendent? What is the ideal relationship between the Board and the Superintendent? Elected. The Superintendent is the Boss for the entire School System and it is critical that the Board and Superintendent know their role. The ideal relationship should be respect, open lines of communication, informing each other of relevant information to make great decisions in advance. The vision of the district should be on that table at all times. 10. What specific steps would you take as a school board member to improve transparency and make school district information more widely available? Ensure that Florida Law Chapter is being abided by. Visit our website to ensure information reported is clear and understandable. Listen to the voice of the community on what key reports or information they need to know about and ensure it is available. 3 Boynton
