1 Southeast Asia TERMS OF REFERENCE GWP Water and Climate Programme (WACDEP) GWP SEA PROJECT MANAGER GWP-SEA, Jakarta, Indonesia (ASAP March 2015) 1. INTRODUCTION The Global Water Partnership (GWP) is an Intergovernmental Organization whose mission is to support the sustainable development and management of water resources. GWP consists of a Secretariat based in Stockholm, Sweden (GWPO), as well as 13 Regional Water Partnerships and 80 Country Water Partnerships that include more than 2,400 Partners in 158 countries. GWP, with financial support from the Department for International Development (DfID) and other donors, is embarking on a Water and Climate Programme (WACDEP) across multiple regions of the world. The overall goal of GWP s Water and Climate Programme is to achieve higher level s of water security and climate resilience in selected regions. Annex 1 provides GWP s WACDEP global results framework. Annex 2 provides the outline of the planned project activities. GWP Southeast Asia (GWP SEA) is thus seeking to further develop the program for Southeast Asia. Development and implementation will build on work already initiated, and will be in close coordination with GWP s Country Water Partnerships (CWPs) in Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, Vietnam. A project document describing GWP SEA WACDEP project has been developed by GWP SEA during the last quarter of 2013 and is available. A highly qualified Project Manager will be essential to GWP SEA WACDEP successful implementation. 2. OBJECTIVE GWP-SEA is seeking to recruit an experienced Project Manager (PM) to manage the GWP SEA WACDEP project that covers the countries of Cambodia, Indonesia, Laos PDR, Malaysia, Myanmar, Philippines, Thailand, and Vietnam. The position is open to Indonesian nationals, as well as citizens from other countries who have established the right to live and work in Indonesia.The position will be based in Jakarta, Indonesia. The PM will begin duties ASAP in 2014, and the position is expected to last until March 31, 2015 (with possible extension if further funding is obtained). 2.1 Specific Tasks Within the overall Objective, and in close coordination with the Regional Coordinator (GWP SEA) and Network Officer (GWPO), the PM will undertake the following tasks: 1

2 i. Implementation Phase (Months 1 1 January 2015) Manage/ coordinate implementation of GWP SEA WACDEP, including the following tasks: a. Ensure close coordination with GWP s Southeast Asia Country Water Partnerships (CWPs). b. Develop and maintain key strategic partnerships with government and non-government stakeholders at the national and regional level to facilitate WCP implementation. c. Monitor budgets associated with the project and ensure proper financial management and accountability. d. Conduct monitoring and evaluation of the project, including maintaining up-to-date records and collecting and analyzing data on project impact. e. Prepare progress reports. f. Undertake fund-raising for the project including the preparation and submission of proposals to relevant donor agencies and funds. g. Coordinate involvement of relevant Partners and advisory/management committees in the implementation of activities. h. Ensure an appropriate communication framework is in place for enhancing visibility, awareness building and knowledge dissemination. i. Coordinate knowledge management of outcomes related to the WCP ensuring documentation of good practices and lessons learned. j. Ensure synergies and linkages with GWP-SEA s mandate, objectives and work project. ii. Closure Phase (1 January March 2015) a. If further funding is not obtained, the PM will be responsible for ensuring smooth termination of all activities, preparing all final progress reports, financial reports, and other documentation required by GWP and its WCP donors. b. If fundraising activities are successful, the PM will be responsible for ensuring continuity between terminating-new funding arrangements, as well as preparing any/all necessary progress and financial reports. 3. DELIVERABLES I. Progress and Financial reports according to a timetable and framework to be identified in the II. Project document. Supporting reports as required by Regional Coordinator (GWP SEA) and Network Officer (GWPO) SEA All reports must be completed in English. English translation/ editing services may be hired as necessary. 4. ACCOUNTABILITY The PM will report on a day-to-day basis to the GWP-SEA Regional Coordinator, but will also be required to support the programmatic team at GWPO, Stockholm. Performance evaluations will be done jointly by GWPO and GWP-SEA. 2

3 5. QUALIFICATIONS AND EXPERIENCE Required: Advanced degree (Masters degree and above) in any or a combination of the following fields: natural science, environmental science, water management, economics, climate change, development studies, social sciences, engineering or any equivalent educational background. Fluency in English. Minimum ten (10) years post-graduate experience, including five (5) years in the management/ coordination of internationally funded water/ natural resource/ environmental management projects. Demonstrated experience in project development and project monitoring & evaluation. Proven ability to operate in a multi-cultural environment and to interact positively with a wide range of stakeholders within a regional and multi-government context. Desired: Experience in other Southeast Asian countries, particularly in water/ natural resource management and/ or climate change fields. Experience in managing climate change adaptation projects at local, national and regional levels including familiarity with key concepts and tools for climate change adaptation. Experience working with Southeast Asian climate change institutions/ stakeholders. Experience at living and working at both the national and local levels, and in both urban and rural areas. 6. DURATION, LOCATION, SALARY The successful candidate will commence duties ASAP, until March 31, 2015, and be based in Djakarta, Indonesia. Contract extension is subject to performance and the availability of funds. Salary will be commensurate with skills and qualifications. 7.
