3 Defence Airspace and Air Traffic Management - DAATM DAATM Role is to monitor and influence international and domestic ATM and CNS issues anticipating the risks and opportunities arising from these issues and identifying and coordinating a common Defence response to them Work to ACAS as SRO Headed by 1* AO BM 1 x Gp Capt (RAF) in Directorate of Airspace Policy (DAP), London 1 x SO1(RN) and 1 x SO2 (RAF) in DAP 1 x SO1 (RAF) in Brussels 1 x SO1(RAF) and 1 x SO2 (RAF) in MOD MB Represent Defence not RAF!!

6 Single European Skies (SES) An ambitious initiative launched by European Commission in 2004 to reform the architecture of European Air Traffic Management (ATM) Aim is to establish legislative approach at European level rather than national. Restructure European airspace as a function of air traffic flows rather than national boundaries Evolutionary programme with IOC estimated for 2025 This is a civil programme to meet civil aviation needs

7 The Vision The objective of the single European sky initiative is to enhance current air transport safety standards, to contribute to the sustainable development of the air transport system and to improve the overall performance of the air traffic management and air navigation services system for general air traffic in Europe, with a view to meeting the requirements of all airspace users. In pursuit of this objective, this Regulation establishes a harmonised regulatory framework for the creation of the single European sky.

8 SES CONOPS The Business Trajectory is at the heart of the Concept of Operations (Mission trajectory for mil). Advanced use of Prediction Capabilities creates higher capacity and efficiency A Powerful Information Management Network provides one common language (SWIM) Optimized Use of Airports reduces environmental impact while enhancing cost efficiency Maximum Use of New Technology/Tools to support air and ground Operators (data link, ADSB In-Out) The Human remains central and ultimate decision-maker

10 UK Future Airspace Strategy (FAS) Future Airspace Strategy for the UK 2011 to 2030 UK FAS is strategic framework Vision to establish a safe, efficient airspace that has the capacity to meet reasonable demand, balance the needs of all airspace users and mitigates the impact of aviation on the environment Draft formally launched end 2010 Public consultation process completed recently FAS is not the detailed implementation plan FAS Oversight Group and lower level working groups established Coherent with SES Not mandatory

11 Military Engagement Military not mandated by SES The SES Framework Regulation states decisions relating to the content scope or carrying out of military operations and training do not fall within the sphere of competence of the Community. Since European Community has no legislative power over national military services, a state has freedom to decide whether or not it wishes to implement SES legislation by its mil authorities Considered beneficial to do so where appropriate and where not having negative implications for the military Member states agreed to ensure military involvement so as to address relevant needs in the implementation of SES. Military not mandated by UK FAS UK Civilian Aviation Authority cannot mandate

12 Military Engagement UK Policy Where Defence can rely upon exemptions or derogations from legislation, departmental standards and arrangements are to be, so far as reasonably practicable, at least as good as those required by the legislation 2 nd PUS An appropriate level of compliance with GATM regulations should be sought where non-compliance would impose an unacceptable level of restriction on operations or training or lead to restricted overseas airspace and conflict within the European or UK courts of law. ACAS UK MOD point of view better in than out

13 Military Engagement Secretary of State for Defence The singular most important element underpinning the MOD s strategic aspirations and requirements is access to airspace that will enable all arms of the MOD to train as they would fight Thus the core principles for military use of European airspace are: The freedom to operate at any time in all areas Special handling in particular for priority flights and for time critical missions. Special handling for military ac whose equipment is not fully up to civil standards Temporary airspace restrictions for RPAS, ACT, high energy flying and other activities incompatible with the normal application of rules of the air Airspace restrictions for activities not related to aviation i.e. the protection of areas of national interest/firing ranges etc.

17 SES Legislation 8.33Khz VCS radio below FL195 Member states shall ensure all State ac are equipped with 8.33 radios by 31 Dec 2018 If procurement constraints prevent compliance, States must inform European Commission by Jun 2017 the latest date by which ac concerned will be equipped; this date is not be later than 31 Dec 2020 The above does not apply to ac out of service by 31 Dec 2025 Air traffic service providers shall ensure that the State aircraft not equipped with radio equipment with 8.33 khz channel spacing capability can be accommodated provided that they can be safely handled within the capacity limits of the air traffic management system on UHF or 25 khz VHF assignments

18 SES Legislation Surveillance Interoperabilty State ac are to have secondary surveillance radar transponders Level 2S by 7 Dec 2017 Report to Cion by 1 Jul 2016 state ac that will not be compliant with justification ( compelling technical reasons, procurement constraints) Transport type state ac are to have Level 2ES by 1 Jan 2019 Report to EC by 1 July 2018 list of non-compliant ac with justification Not applicable to ac out of service by 1 Jan 2020 ANSPs shall ensure non compliant state ac can be accommodated provided that they can be safely handled within the capacity of the ATM system

19 SES Legislation Aircraft Identification Requirement of surveillance systems to be able to down-link aircraft identification Regulation to be in force by Feb 2012 Deadline for downlink capability is Jan 2020 Aeronautical Information This Implementing Rule will supplement and strengthen the relevant existing requirements of ICAO Annex 15 Consultation period 29 Mar 28 June 2011 Delivery of final draft regulation April 2012 Delivery of final report Oct 2012

20 SES Legislation National Performance Plan Four Key Performance Areas (KPAs) for which the Commission will set EU targets: safety, cost-efficiency, capacity (delay) and the environment. Scheme applies to En Route ANS, Terminal ANSPs (>50K CATMs) and MET provision requirements on airlines and airport operators Reference Period 1 (RP1) three years ( ); focus on En Route only RP2 and subsequent RPs will be five years ( ) Establishment of Performance Review Body to support Commission National/FAB Performance Plans must demonstrate consistency with the EU targets and set binding targets for cost efficiency and capacity for RP1 Military will be required to set KPAs for RP2

26 UK Process UK operate a Joint and Integrated (J&I) process Secondment of military persons into the Directorate of Airspace Policy (DAP) UK speaks with one voice (mil and civil) Department for Transport to act as arbitrator as required Facilitated by close relationship between mil and civil CAA Board CAA exercises control of its constitutional regulatory groups through the CAA Board Director DAP is executive member Assistant Chief of Air Staff is non-executive member

27 UK Process Appointment of Director DAP Appointed by S of S for transport S of S for Defence must approve MoU under which MOD provide ATM service to civil airspace users on behalf of CAA NATS/MOD contract details services provided to NATS by MOD on a commercial basis NATS pay MOD for services that would normally be their responsibility as the ATC licence holder NATS/MOD Operating Protocol Sets out the cooperative arrangements through which the J&I approach to the provision of ATM services are delivered
