5 TOXIC REDUCTION PLAN OVERVIEW Statement of Intent Resolute FP Canada Inc, Thunder Bay Operations, is committed to playing a leadership role in protecting the environment. Whenever technically and economically feasible, Resolute Thunder Bay is committed to reduce the use and/or creation of toxic substances identified in this Toxic Substance Reduction Plan (TSRP) Summary in compliance with all Federal and Provincial Regulations. This plan summary accurately reflects the content of the TSRP for Sulphur dioxide, Carbon monoxide, Nirtogen oxides, VOCs, PM Total, PM10, PM2.5, Ammonia, Nitrate Ion, Chlorine dioxide, Phosphorus, Hydrogen sulphide, and Total Reduced Sulphur. Objectives of Plan The Thunder Bay Operation is committed to reviewing the use, creation and options for reduction of all toxic substances identified in this TRP; consequently, this plan will determine the technical and economic feasibility of each option to determine which, if any, are viable for implementation at this time. Plan Overview Information specific to each toxic substance is found in the following appendices: Appendix A Criteria Air Contaminents (Sulphur dioxide, Carbon monoxide, Nitrogen oxides, VOCs, PM Total, PM10 and PM2.5) Appendix B Ammonia and Nitrate Ion Appendix C Chlorine Dioxide Appendix D Phosphorus Appendix E Sulphurs (Hydrogen Sulphide and Total Reduced Sulphur) Information for each toxic substance includes: Descriptions of processes that use or create the toxic substance Annual costs associated with the toxic substance Reduction Options and associated reduction estimates Technical and Economic Feasibility of each option List of options to be implemented Toxic Substance Accounting Information

7 Toxic Substance Reduction Plan Summary APPENDIX A Criteria Air Contaminants
8 Description of Processes That Use or Create Criteria Air Contaminants Criteria Air Contaminants are primarily generated during the combustion process to create steam and electricity for the kraft and newsprint process or during the chemical recovery process in the kraft mill. Criteria Air Contaminants include: Nitrogen Oxide Sulphur Dioxide Total Particulate Matter PM 10 PM 2.5 Carbon Monoxide Volatile Organic Compounds The facility uses woody biomass, spent pulping liquor and a small amount of natural gas in one of 4 boilers at the facility to generate high pressure steam which is used to create electricity and residual heat for production purposes. The fuels are combusted using advanced process controls, creating the criteria air contaminants. All emissions from the equipment are treated in highly efficient state of the art pollution control equipment. Additional criteria air contaminants are created in the recaustizing process. During the recaust process lime is regenerated through caustizing. Criteria Air Contaminants are created in the lime kiln which uses natural gas as fuel. All emissions from the recaust process are treated with state of the art pollution control equipment. Options to be Implemented The Thunder Bay Operation is committed to minimizing the creation of Criteria Air Contaminants from the manufacturing process. However, based on the facility s review, there are no technically or economically feasible options identified for the reduction of the creation of Criteria Air Contaminants.

10 Description of Processes That Use or Create Ammonia and Nitrate Ion Ammonia is added to the facilities primary wastewater treatment streams prior to secondary effluent treatment. The ammonia acts as a nutrient for the micro-organisms in the secondary treatment plant ensuring efficient treatment and regulatory compliance with provincial and federal regulations. Nitrate Ion is created as a by-product of the ammonia in the effluent treatment plant. Ammonia is also created during the chemical recovery process when recovery boiler smelt is dissolved into green liquor. Options to be Implemented The Thunder Bay Operation is committed to minimizing the creation of Ammonia and Nitrate Ion from the manufacturing process. However, based on the facility s review, there are no technically or economically feasible options identified for the reduction of the creation of Ammonia and Nitrate Ion.
11 Toxic Substance Reduction Plan Summary APPENDIX C Chlorine Dioxide
12 Description of Processes That Use or Create Chlorine Dioxide Chlorine Dioxide is generated on site by a third party and used as a bleaching agent in the kraft pulp mill. The Chlorine Dioxide solution is added to the unbleached kraft wood pulp at various stages in the bleach plant. The Chlorine Dioxide solution oxidizes the resins and lignins in the wood producing a bleached white pulp product. The gaseous emissions from the bleach plant are captured and sent through a pollution control device to be destroyed prior to being discharged to the atmosphere. Options to be Implemented Option 2 will be implemented. The anticipated date for a reduction in creation of kg is by January Description and Rational of Reduction Option 2 Near Neutral Bleaching in Kraft Mill The mill is working to evaluate the use of CO 2 as a washing aid in the brownstock washers. If successful the amount of carry-over from the brownstock washers to the bleach plant will be reduced, allowing for less Chlorine Dioxide to be needed for bleaching. 14 Description of Processes That Use or Create Phosphorus Phosphorus is added to the facilities primary wastewater treatment streams prior to secondary effluent treatment. The phosphorus acts as a nutrient for the micro-organisms in the secondary treatment plant ensuring efficient treatment and regulatory compliance with provincial and federal regulations. Trace amounts of phosphorus are also naturally present in the wood feedstock and biomass fuel. The phosphorus is carried through the pulp and paper process into the effluent treatment plant or as solid waste. Toxic Substance Use and Creation Reduction Options Based on the facility s review, there are no technically or economically feasible options identified for the reduction of the use or creation of Phosphorus, therefore there are no reduction options being implemented to reduce their use.

16 Description of Processes That Use or Create Sulphurs Resolute creates Hydrogen Sulphide and Total Reduced Sulphur as a by-product of the kraft pulping process. Wood chips are cooked in a chemical liquor solution and sulphur compounds are released during this process. The spent liquor is regenerated in the chemical recovery process where additional sulphur compounds are released through that process. Process gases containing sulphur compounds are collected and destroyed through incineration. Toxic Substance Use and Creation Reduction Options Based on the facility s review, there are no technically or economically feasible options identified for the reduction of Hydrogen Sulphide and Total Reduced Sulphur from the Kraft mill process.
