The main purpse f this rle is t Chair the Research thics Cmmittee (RC) t ensure that all study applicatins seen by the cmmittee receive ethical review within the guidelines f Gvernance Arrangements fr Research thics Cmmittees (GAfRC), the urpean Clinical Trials Directive 2001/20/C (UD) 1, the Medicines fr Human Use (Clinical Trials) Regulatins 2004 (CTR) and Standard Operating Prcedures fr Research thics Cmmittees (SOPs). The Chair as leader f the cmmittee is respnsible fr the cmmittee functin, ensuring that all ethical issues are explred and clear decisins made and recrded. The Chair will wrk with the C-rdinatr, recgnising their separate but cmplementary respnsibilities in managing the RC functins; they will receive supprt frm the C-rdinatr n all issues f prcess, which are gverned by SOPs.. T be aware f and keep up t date with Appinting Authrity and NRS (Natinal Research thics Service) plicies, initiatives and Business Plans and gain, maintain and share a wider knwledge f Research and Gvernance. Key respnsibilities Chair the mnthly RC meetings and sub-cmmittee meetings ensuring that ethical issues are explred and debated. Respnsible fr reading the papers, taking part in the ethical review, assuming lead reviewer rle where necessary and t be respnsible fr the time management f the cmmittee meeting. Prcess all RC cmmunicatins in line with due prcess and timelines Prmte the curteus treatment f all researchers attending the meeting. Chair, r assist the Crdinatr in ensuring that PRSCs (Prprtinate Review Sub-cmmittees) are set up and managed in accrdance with SOPs. nsure that during the meetings a decisin is reached and recrded and that the methd f dealing with respnses (Chair s actin / C-rdinatr / sub-cmmittee / main cmmittee) is agreed and apprpriate. Prmte the effective wrking f the cmmittee as a chesive grup Accrding t agreed methds review and deal with respnses frm applicants wh have received a prvisinal pinin and the cnsideratin f prtcl amendments in a timely manner. Be available t the C-rdinatr (via r in persn) n a planned r ad hc/daily basis, at least 2 hurs per week as necessary, t include the fllwing: Check and apprve the Minutes (drafted by the C-rdinatr) in a timely manner t allw decisin letters t be sent within timelines; these will prvide a cmprehensive and accurate recrd f all the detailed amendments/queries agreed at the meeting Apprve mre technical respnses t new RC applicatins and amendments, including agreeing issues related t prvisinal pinins under delegated authrity f the cmmittee. Sign the Minutes Sign letters when required nsure SOPs, GAfRC, relevant regulatins (e.g. CTR, human tissue and mental capacity legislatin) and ther recgnised guidelines are adhered t where applicable nsure effective cmmunicatin f HRA and NRS cmmunicatins at RC meetings. Supprt the Appinting Authrity/NRS in managing the membership f the cmmittee in cllabratin with the C-rdinatr, Centre and Reginal Manager, including: Assisting with recruitment and selectin f new members Prviding guidance t cmmittee members regarding ptential cnflicts f interest. nsure lead reviewers are identified as per agreed lcal prcess fr new applicatins and prtcl amendments. nsuring that wn, and members training is up t date. Addressing issues f pr perfrmance r pr attendance in the first instance in line with Member Management Prcedures Review and take accunt f the RC Annual Reprt, and prvide the Chairman s intrductin. T be aware f, and undertake training in, quality and Diversity and ensure that applicants t the RC, members and ptential members, are treated fairly and equally regardless f gender, race, disability, sexual rientatin, religin/belief r age.
