LERN Created by legislation in 2004 Funded in Organized healthcare stakeholders to support LERN Operations Developed infrastructure to support LERN operations 2008 LERN Call Center Pilot Project Activated

LERN Premise Time-sensitive traumatic injuries require appropriate management within the Golden Hour. Organized/immediate routing of trauma patients to regionally available definitive care decreases death and disability Centralized communications centers (LERN Call Centers) will decrease the time to move patients from Prehospital scene or Local EDs to definitive surgical care decreasing death and disability

The Mission of LERN Create operations resulting in decreased death and disability from trauma & time sensitive illness statewide Provide enhanced medical response and coordination for small and large scale disasters in support of Emergency Support Function 8 (ESF-8)

The Mission of LERN Rapidly identify victims of incidents who have sustained serious or life-threatening injuries or illnesses The Network provides regionally based coordination of EMS and hospital resources quickly transferring patients to definitive care minimizing delay and improving outcomes

LERN Call Center Communications are critical to the function of the Network with LERN Call Center providing: Real time knowledge about the status of definitive care resource availability. Access to standard protocols, which can be reviewed when requested by EMS or hospital personnel. A link between EMS and participating hospitals for the rapid exchange of information resulting in efficient and expedient patient care.

LERN Call Centers Staffed 24/7/365 by trained personnel Coordinate the Network activities in providing efficient and timely care to LERN patients based on protocol and regionally available definitive care Operational readiness for regional surveillance and response to ESF-8 events

The State of LERN Operations LERN Call Centers are currently providing trauma patient services for: 9 parishes, rural hospitals and rural EMS agencies near Shreveport transferring critical trauma patients to LSU-Shreveport Trauma Center 8 parishes, all 18 hospitals and EMS agencies in the Lafayette area 5 parishes, all 11 hospitals and EMS agencies in the Lake Charles area 7 parishes, all 12 hospitals and EMS agencies in the Baton Rouge Area 8 parishes, all 12 hospitals and EMS agencies in the Alexandria Area

LERN as of 2/9/ parishes (56%) of the state covered by LERN Call Center Operations 2,330,113 citizens (55%) covered by LERN Call Center Operations

NEMSIS Goals: State database on every emergency medical patient encounter from all providers from event to rehabilitation Data entry modalities to accommodate current and future data collection/reporting modes Electronic data transmission Privacy and confidentiality protection System and patient System wide Quality Improvement Benchmarking of compliance and public health indicators

NEMSIS Goals (cont d) Disaster Management Bioterrorism Surveillance Support and Assistance Resources Annual Report for policy makers Provide data to the National EMS and National Trauma Database

THE VISION FOR LOUISIANA Improve timeliness, accuracy, completeness, uniformity, integration and accessibility of injury and safety data Evaluate effectiveness of systems and efforts for treatment of time-sensitive disease/injury processes Link state data systems involving traffic records, medical records and economic data Improve compatibility and interoperability of state systems with national systems to enhance analysis of outcomes

Why NEMSIS Compliance? Makes sure NHTSA and other national standards are followed Gives some certainty that the data is consistent from location to location using vendor certification Value to Healthcare Providers/Agencies and States investing in data systems and emergency medical resources Guarantees that data collected locally can be aggregated at the state and national level.

Where LERN Fits in: NEMSIS compliance Web-based interface Variety of data entry modalities for providers LERN central management State Emergency Medical Registry National Model Prevention Rehabilitation 911 System LERN Hospital EMS System Emergency Department
