1 NORTH CAROLINA SEA GRANT NORTH CAROLINA STATE UNIVERSITY, BOX 8605 RALEIGH, NC , FAX: , Bycatch Reduction of Marine Mammals in Mid-Atlantic Fisheries Research Funding Opportunity The National Marine Fisheries Service (NOAA Fisheries Service), in partnership with North Carolina Sea Grant, is providing competitive funding for research in support of the Bottlenose Dolphin Take Reduction Plan (BDTRP) and the Pelagic Longline Take Reduction Plan (PLTRP). The research will focus on innovative and practical proposals that seek to: (1) better understand bottlenose dolphin stock distribution and abundance under the BDTRP; and (2) reduce serious injury and mortality (bycatch) incidental to commercial fisheries of coastal bottlenose dolphins under the BDTRP, and pilot whales and Risso s dolphins under the PLTRP. This represents a cooperative research opportunity with the commercial fishing industry, scientists, and other interested parties. The RFP competition will be open to investigators primarily from Florida to the mid-atlantic region, but well-crafted proposals will be accepted from other East Coast investigators capable of performing research in stated areas of need. Projects must comply with applicable federal regulations under the Magnuson-Stevens Fishery Conservation Management Act, the Endangered Species Act and the Marine Mammal Protection Act. All proposals will be reviewed for scientific, technical and analytical merit, and the ability to address one or more of the following specific priorities under the respective take reduction plan. Proposals should not combine research priorities for both take reduction plans. Researchers should submit separate proposals if funding is sought for research priorities under both the BDTRP and the PLTRP. Final awards are contingent upon the availability of funds. (A) For the BDTRP, the research priorities are: 1. Conduct photo-identification mark-recapture surveys to estimate the abundance and better understand the current distribution of the Indian River Lagoon Estuarine System Stock of bottlenose dolphins. Important research question to answer: What is the current distribution and abundance estimate of the Indian River Lagoon Estuarine System stock? Additional considerations that will be evaluated for proposals submitted for BDTRP research priority 1: Proposal methodologies that are consistent with NOAA Technical Memorandum NMFS-SEFSC-621, Photo-identification capture-mark-recapture techniques for 1
2 estimating abundance of bay, sound and estuary populations of bottlenose dolphins along the U.S. East Coast and Gulf of Mexico: a workshop report are preferred. To maintain compatibility with previous studies, research proposals that coordinate with the NOAA Fisheries Southeast Fisheries Science Center Mammal Group are preferred. Surveys should encompass the entire Indian River Estuarine System Stock range as defined in the National Marine Fisheries Service s Marine Mammal Stock Assessment Report ( 2. Examine the feasibility and potential effectiveness of crab-pot gear modification(s) to reduce bottlenose dolphin interactions and entanglements. Priority gear research modifications to examine include use of stiffer buoy line (e.g. Esterpro) and minimizing buoy line lengths to reduce the entanglement potential, and/or modifying bait wells and potentially type of bait used to reduce the potential for attractant. Important research questions to answer: What is the feasibility of the specific crab-pot gear modification and its potential impacts on fishing practices, gear performance and cost, as well as considering its performance in various environmental conditions and geographic areas. Specific geographic areas of interest for gear research are South Carolina, Georgia and the east cost of Florida where interactions are known to occur. Were any dolphin interactions and/or entanglements documented with the gear (control and experimental) and at what frequency? Additional considerations that will be evaluated for proposals submitted for BDTRP research priority 2: The proposed gear modification should provide meaningful conservation benefits to dolphins in reducing interactions and entanglements. Applicability of conservation benefits from gear modifications in all geographic areas (i.e. South Carolina, Georgia, east coast of Florida) where interactions are known to occur is preferred. Research should be conducted in a geographic area (i.e., South Carolina, Georgia, the east coast of Florida) in which dolphins are known to interact with and become entangled in crab pots. Additional information about the BDTRP can be found at: (B) For the PLTRP, the research priorities are: 1. Investigate possible attractants/deterrents for pilot whales/risso s dolphins to pelagic longline gear and experiment with gear modifications to decrease the likelihood of hooking and/or entanglement. a. Investigate modifications to hooks (e.g., weak hooks). b. Examine the rate of deterioration of hooks to determine whether hook corrosion over time has the potential to minimize serious injury. This research could be done on carcasses. 2
3 c. Experiment with gear and bait alterations (e.g., bait dyes, or alternate baiting methods). d. Develop and test the effectiveness of potential deterrents. 2. Conduct research to evaluate effects of mainline length on fishermen behavior, catch, bycatch, etc. a. Investigate the effects of distance between sets, or distance between hooks, on target species catch and marine mammal bycatch or interaction rates. b. Investigate the mechanism that links shorter mainlines to reduced bycatch. c. Investigate where along the mainline (i.e., basket number) bycatch and/or depredation occurs. 3. Investigate preferred habitat of pilot whales in the Mid-Atlantic Bight region. a. Investigate the fine scale spatial distribution of pilot whales in relationship to habitat and determine if there are preferred habitats and/or if certain areas are used by pilot whales for reproduction and feeding. b. Evaluate whether bycatch of marine mammals and target species is affected by specific habitat features (e.g., what is the overlap between the distribution of whales and fishing effort, or what are the habitat features?). 4. Evaluate the type, frequency, and success rate of release techniques and tools used to disentangle marine mammals. 5. Determine survivorship of hooked/entangled pilot whales and Risso s dolphins. a. What is the post-release survival rate of entangled/hooked pilot whales/risso s dolphins (e.g., explore the use of tagging and telemetry)? b. Investigate the extent to which serious injury is related to the size and age class of the animals. Additional information about the PLTRP can be found at: The primary target audiences for the research results are the scientists and managers responsible for reducing the bycatch of protected marine mammals, the conservation community interested in the protection of marine mammals, and the commercial fishing industry with whom they collaborate. Results and final reports of funded research projects will be shared with NOAA Fisheries Service and the respective Take Reduction Teams. It is also expected that the principal investigators will present their results to the respective Take Reduction Teams, at national and/or international conferences, and submit their findings to peer-reviewed scientific journals. Final reports will be available on the North Carolina Sea Grant website: Eligibility Any U.S. citizen is eligible to receive assistance. Applicants must have all necessary local, state, and federal permits to conduct their research. Persons not engaged in commercial fishing are highly encouraged to collaborate with persons in the fishing industry for proposal development, research design and execution of the research. 3
4 Application Process Applications must be completed in the format of the official application which is available on the North Carolina Sea Grant website: under Other Opportunties. The official application format includes three attachments as detailed below. Proposals that do not utilize the supplied format will not be considered. Investigators may propose one- or two-year research projects. Multi-year projects must include details regarding each year of the project including separate yearly budgets and budget justifications. Estimated project start date is July 1, Regardless of project length, funds are awarded on a yearly basis. Online yearly progress reports and a final report will be required for all funded projects. Investigators may request reasonable project budgets supportive of the proposed work. Budget request must be completely justified. Investigators may be asked to reduce their budget request as a condition of funding. NCSG estimates being able to fund between 2 to 4 projects out of this call. Matching dollars are not required and overhead charges are not allowed. Proposals should be succinct, but sufficiently detailed for review by peers, potential users of results and program advisors. A complete proposal package will consist of a funding application (Attachment 1), a project time schedule (Attachment 2), and a curriculum vitae (Attachment 3) for the PI and each Co-PI. University affiliated applicants must also include a cover page signed by their office of sponsored programs. The narrative text must be limited to 4 single-spaced pages, excluding budget and budget justification, references, and letter/s of support. Text should be typed in a 12-point Times font with one-inch margins. Proposals not meeting these criteria will not be considered. Supplemental materials (diagrams, photos, etc.) are acceptable as appendices if they enhance the project explanation and do not count toward the 3-page limit. 5 Review Procedures Anonymous peer reviews will be conducted for all applications. All proposals will be reviewed for scientific and technical merit, and the ability to address one or more of the specific priority areas. Project quality will be assessed on the following criteria: Addresses one or more priorities from the respective take reduction plan research priorities list above and is relevant to the fisheries and marine mammal species affected under the BDTRP or the PLTRP. Contributes to one or more of these outcomes: o reduces bycatch of bottlenose dolphins, pilot whales, and/or Risso s dolphins; o characterizes interactions between marine mammals and fishing gear; o elucidates the effectiveness of implemented management measures; and/or o enhances understanding of the marine mammal stocks to aid in bycatch reduction under the respective take reduction plans. Demonstrates familiarity, expertise, and experience with the problem addressed. Includes innovative ideas, approach and/or potential findings. Provides a reasonable, itemized budget. Based on reviews, proposals will be ranked and recommended to a panel consisting of scientists from North Carolina Sea Grant, NOAA Fisheries Service, and additional partnering agency experts who will make the final selection, including the level of funding for each project.
