BACKGROUND UNDP is key partner to the Global Fund to fight AIDS, Tuberculosis and Malaria (Global Fund) and is the UN agency assuming the role of Principal Recipient for Global Fund grants in Sudan. In the role of Principal Recipient, UNDP is responsible for the financial and programme management of the Global Fund grants as well as procurement of pharmaceutical, non-health items and required services. In all areas of implementation, UNDP provides capacity development services to relevant institutions, subrecipients and implementing partners. A Capacity Development Plan (CDP) has been developed with the Ministry of Health of the Federal Republic of Sudan to enable it to strengthen its capacities to take over the Global Fund Principal Recipient (PR) role in a couple of years. The CDP was designed in a participatory manner to identify the
2 current capacities and the required capacities to carry out the PR role. The CDP covers the following broad capacity areas identified in the Global Fund guidelines; 1) Program Management; 2) Sub-Recipient Management; 3) Financial Management (FM); 4) Procurement and Supply Chain Management; and 5) Monitoring and Evaluation (M&E). The Capacity Development consultant is expected to facilitate capacity development and institution strengthening in the Ministry of Health using the activities and milestones set out in the Capacity Development Plan, as well as to support the Ministry of Health with the institutional change process to implementation of the reforms. 2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK Under the guidance and supervision of the Global Fund Programme Manager and Programme Specialist, the Capacity Development Consultant ensures the initiation and timely implementation of the Capacity Development action plan developed by the Ministry of Health MOH) in collaboration with UNDP and other health sector partners. For detailed information, please refer to Annex 1 3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: Master s degree in Business, Economics, Public Administration, public Health or any development related field. II. Years of experience: Minimum of 7 years professional experience in project management, including experiences on capacity development aspects preferably in developing countries. Solid experience in the management of people and systems in high-pressure environments. III. Competencies: Capacity development aspects preferably in developing countries. Solid experience in the management of people and systems in high-pressure environments. Strong IT skills. Experience of UN or UNDP procurement policies and procedures highly desirable. V. Language required : English and Arabic language fluency and strong writing skills required. 4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
3 1. Proposal: (i) Explaining why they are the most suitable for the work (ii) Provide a brief methodology on how they will approach and conduct the work (if applicable) 2. Financial proposal 3. Personal CV including past experience in similar projects and at least 3 references 5. FINANCIAL PROPOSAL Lump sum contracts The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). Travel; All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed 6. EVALUATION Individual consultants will be evaluated based on the following methodologies: 2. The Capacity Development consultant has the following responsibilities: Advice, strategic technical guidance and leadership: Initiate strategic engagement discussions and contribute to the understanding of the approach to capacity development for the Federal and State Ministries of Health; Create a common understanding on the roll out and implementation of the Capacity Development Action plan Develop in collaboration with national staff and counterparts the detailed operational and implementation plan of CD activities and its follow up;
6 Advise the Global Fund programme Manager and the Programme Specialist on the developments, direction, strategies and technical issues concerning the implementation of the capacity development plan and institutional / systems strengthening of the implementing partners. Support the further sensitization, ownership and implementation of the capacity development process by the MoH at all levels On the basis of the capacity assessment process and reports, support and oversee the implementation of the MoH s Capacity Development Plan to achieve the milestones identified and address the identified capacity gaps. Project planning, implementation and monitoring and reporting: Support the design and monitoring of measurable capacity development indicators aligned to GF minimum requirements. Participate and advise in the process to prepare ToRs, identify, select and evaluate candidates and/or companies for the implementation of capacity development activities as required. Ensure timely deployment of short term consultants for and the execution of specific components of the CD action plan. Ensure timely submission of specific reports and deliverables related to the CD plan Ensure the training of different health workers and program personnel in the Federal and State Ministries as set out in the CD action plan Provide technical guidance and operational support to MoH to enhance performance and quality assurance, share knowledge, and build capacity. Support MoH to supervise the implementation of the Capacity Development Plan and report on the outcomes every Month, based on the set out plan. Together with MoH identify corrective action where needed to achieve the CDP milestones. Propose recommendations to UNDP GF Programme Management team on effective implementation of the CD action plan based on a routine monitoring and review of progress. Collaborate with development partners and other stakeholders to enable a harmonized approach and collaboration with the MoH Capacity Development Plan. Capacity development and knowledge management: Competencies: Provide coaching and mentoring to relevant Federal and State level CD focal points to support the capacity development process and its implementation Corporate Competencies: Demonstrates commitment to UNDP s mission, vision and values. Exerts strict adherence to corporate rules, regulations and procedures. Familiarity with the internal control framework and results-based management tools is a must. Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability. Functional Competencies: Knowledge Management and Learning
7 Shares knowledge and experience. Actively works towards continued learning, acts on learning plan and applies newly acquired skills. Development and Operational Effectiveness Ability to perform specialized tasks related to Results-Based Management, including support to design, planning and implementation of programme, managing data, reporting. Ability to provide inputs to business processes, re-engineering, implementation of new systems, including new IT-based systems. Ability to establish and maintain contacts with senior-level officials of the host government required. Excellent interpersonal skills are essential part of the job. Ability to communicate effectively, both orally and in writing, is required to influence policymaking, and to obtain, evaluate and interpret factual data and to prepare accurate and complete reports and other documents. Leadership and Self-Management Focuses on result for the client and responds positively to feedback. Consistently approaches work with energy and a positive, constructive attitude. Remains calm, in control and good humored even under pressure, Demonstrates openness to change and ability to manage complexities.
