Persons or Households Who Do Not Have Enough Income to Meet Basic Daily Needs (Food, Shelter, Clothing, Transportation, and Utilities) Poverty Ratio: Percent of population (or families or households) that have income below a given poverty threshold Relative (such as persons below 50% of a country s median income) Absolute (based on level of income or resources) Extreme Poverty: below 50% of poverty threshold (Annie E.
