1 POSITION DESCRIPTION Title: Faculty/Department Salary Level/Range Reporting To: Date of commencement: Position Objectives Director of ICT Services To be determined based upon experience and qualifications The Principal through the Assistant Principal and the Director of Business and Finance. To be negotiated The Director of ICT Services is responsible for ensuring the smooth operation of the ICT department in alignment with the business objectives of the College, and will: 1. Create, agree, communicate and implement the ICT strategy and supporting plans for the College, working closely with decision-makers in other departments to identify, recommend, develop, implement, and support cost-effective technology solutions; 2. Keep abreast of the latest technologies that may be of benefit to the organisation and incorporate considered recommendations into strategy and plans, supported by documentation, costing etc. 3. Direct, co-ordinate and design ICT-related projects and activities, as well as provide administrative direction and support for daily operational activities of the ICT department; 4. Take an authoritative, pro-active approach in dealing with external vendors and outsourced development staff; 5. Manage and balance the expectations of the College within the framework of staff and resource limitations; 6. Provide leadership to all ICT operations and infrastructure within the College, ensuring that an appropriate technical support framework is in place, including the management and delivery of services; 7. Manage ICT capital and expenditure in line with the agreed ICT budget; and 8. Define and implement ICT policies, procedures, and best practices in accordance with College expectations. Contract Term Leadership The Director of ICT Services must exhibit capabilities in line with the attached ICT Skills Framework, which consists of the Skills Framework for the Information Age (SFIA), and the Capability and Leadership Framework (CLF) (attached). 5 years This role sits within the Senior Leadership Team of the College.
2 ROLE SCOPE: This role encompasses the following key areas: Leadership Demonstrate effective leadership of the ICT staff to enable the development of an efficient ICT Team; the formation of a positive and engaging department, who are highly focused on the needs of the College community and the embracing of technological change; Demonstrate leadership and assist the Senior Leadership Team of the College in the development of a vision for the inclusion and use of technology and its applications, as learning enhancers within the College; Demonstrate leadership in the use of technology within the College; Ensure that the College is at the forefront of technological thought and ideals that enable the greatest enhancement of teaching and learning practices, business operations and information access; Ensure that the technology used throughout the College is compatible, cost-effective and conducive to the College achieving its Aims and Mission; and Provide strategic advice to the Principal on all matters related to ICT infrastructure and development for the advancement of the College. ICT Management Develop and update an ICT Strategy that supports the College s Goals and Objectives; Develop and maintain a positive and customer-focused team environment within the ICT department; Develop an annual ICT plan and operating budget for ICT and monitor the implementation of these to ensure that financial targets are met; Be accountable for the management, mentoring and career development of all ICT staff; Define and seek approval for the level of ICT resources required to meet these goals, and schedule and deliver major projects according to agreed priorities and timelines; Provide input into the implementation of policies, procedures and standards relating to ICT systems and their usage; Be responsible for researching and evaluating new technologies, and liaise with the Director of Teaching and Learning to source ICT solutions that support curriculum objectives; Attend and participate in staff meetings and related activities, and attend workshops to keep up-to-date with ICT issues; and Provide professional advice, and technical support to staff and students and others in the school community. Service Develop and implement an effective model of service in regard to the provision of Information Communication and Technology services in the College, through effective communication with all members of the College community; Identify a set of key deliverables and the standards of delivery to be achieved within the ICT department; Liaise with the ICT staff to oversee the ICT Service Centre and Helpdesk; and Negotiate service level agreements with both internal and external vendors and service providers and, working with the ICT staff, monitor service delivery to ensure the agreed targets and standards are met.
3 Security Liaise with the Network manager to manage Network access to prevent unauthorised entry; Liaise with the Network Manager to plan Network security, including virus protection and backup solutions; Liaise with the ICT staff to manage multiple school databases, to include security, data safety and integrity, and disaster recovery. ICT Systems Oversee the Infrastructure Development in the College, and liaise with the Principal and Director of Business and Finance to ensure that the implementation of Infrastructure Development is in line with the College s ICT vision, ICT plan and the ICT Budget; Have overall responsibility for the development and management of the College s web activities website, portal and all web applications; Liaise with the College s web developer and the Head of Marketing and Communications to ensure the development meets the College s requirements; Liaise with the Principal, Assistant Principal, Director of Business and Finance and the Director of Teaching and Learning, to assist in the development of the College s ICT plan; Manage the implementation of the College s learning devices and organise any required support structures; Lead the roll-out of all ICT equipment; and Manage all peripheral devices within the College. ICT Applications Manage the acquisition and implementation of Educational and Business Software Applications in the College; Manage and advise on software selection, ensuring that selected software fits within the ICT strategy and plan, and will work successfully with current infrastructure, and that it meets identified needs, and supports the vision and requirements of the College in all areas; Manage Licensing arrangements with external vendors; Supervise Copyright and ensure that all software is used within the limitations of the organised Licensing arrangements; and Liaise with the Assistant Principal to ensure appropriate staff training in ICT related areas. These duties and responsibilities are subject to an annual review by the College Principal. This review will be accompanied by an annual review of salary and employment conditions.
4 KEY RELATIONSHIPS: Internal: Principal and Senior Leadership Team; Assistant Principal; Director of Business and Finance; Heads of Faculties/House/ Departments; and Staff work with all teaching and administrative staff in a flexible and cohesive manner. External: Parents; Students; Other stakeholders as required. Technology: Demonstrated understanding of contemporary technology landscape, including infrastructure, networks, standard business applications and education specific technologies; Demonstrated understanding of technology sourcing options and their implications and risks. SELECTION CRITERIA: Experience and Expertise: Demonstrated experience in leading ICT departments; Excellent communication, planning and organisational skills; High level analytical skills and demonstrated capacity to provide leadership, leading to the high level achievement and attainment of business imperatives; Demonstrated strong interpersonal and communication skills and capacity to develop and sustain productive relationships, both within and outside the College community; Ability to work effectively within a team environment; Capacity to use strategic thinking and analytical skills to contribute to educational outcomes at College level; Demonstrated support for, and the capacity to develop and maintain an organisational culture based on ethical, professional and personal behaviours; and Understanding and appreciation of the risks associated within the ICT environment, and an ability to articulate and develop effective strategies to minimise such risks. Specific Requirements: Tertiary qualifications in a related ICT field.
