2 Overview The scope of this study is to review the current and potential role of wood energy in the national renewable energy policies of Member States of the UNECE region. Information is being collected and elaborated through the consultation of countries national strategies and websites. In particular: For the EU-27, the analysis is being carried out taking into account the National Renewable Energy Action Plans (NREAPs), submitted by each country in response to a directive of the European Parliament. For the Energy Community Contracting Parties and Candidate Contracting Parties (Western Balkans + Moldova, Ukraine and Turkey) the Study on the Implementation of the New EU Renewables Directive in the Energy Community has been used as an additional source of information.

3 EU-27 Renewable energy strategy National Renewable Action Plans In accordance with the Directive 2009/28/EC article 4,all EU Member States were requested to submit their National Renewable Energy Action Plan (NREAP) defining measures and strategies in order to reach their renewable energy 2020 binding target. National targets are set for the share of renewable sources in three sectors: electricity heating and cooling transport.

5 EU-27 Biomass energy National Plans contain several tables, however only Table 1, Table 7, Table 7a, Table 10 and Table 11 were relevant to this study. These indicate: An estimation of the gross final energy consumption in all sectors and for all types of energy (both renewable and conventional sources) in the period up to The domestically available biomass supply in the year 2006 An estimation of the biomass domestic supply for energy generation for 2015 and 2020 An estimation of the total contribution from biomass (solid, biogas and liquid) in each of the three sectors (electricity, heating and cooling, transport) According to preliminary findings and estimations from NREAPs, biomass will represent: 10% of EU total final energy consumption by %of EU renewable energy consumption by 2020

Domestic supply in theory is lower in net importing countries and higher in net exporting countries. It can be anticipated that the EU will have less (or no) net exporting country in Therefore supply data might lack import amounts. 2. Supply of biomass from Waste comes from woody biomass to a significant extent. However, it has not been included in the analysis. Data inconsistencies may be attributed to: Countries using different conversion factors Different/changing energy definitions measurement (i.e. gross final energy consumption / gross inland energy consumption / final energy consumption / primary energy production)
