3 National Energy Policy To explore and exploit all energy resources available in Myanmar To reform the organizational set-up of energy related State entities in accordance with the State s economic reform policy To compile systematic statistics on domestic demand and supply of various different kinds of energy resources of Myanmar To implement rural energy supply programmes in order to narrow the gap between urban and rural energy consumption To implement measures for sustainable energy development To promote Energy Efficiency and Energy Conservation Establish Research & Development institutions in order to keep abreast with international practices in energy resources exploration and development works and to produce international quality products To promote international collaboration in energy matters To formulate appropriate policy for energy product pricing meeting the economic security of energy producer, energy supplier and energy consumer and also to reduce the subsidy in pricing of energy products 3
4 Policy Implementation We Implemented the National Energy Policy, Electricity Sector Policy, Oil and Gas Sector Policy, Myanmar Energy Master Plan, National Electricity Master Plan, National Electrification Plan These policies & plans were formulated by the different international organizations such as World Bank, JICA, ADB The calculated different Scenarios and outcomes are different We need to be reviewed and revised to be in line with the current situation, National Development Plan and Government Policy. 4

11 Way Forward for Electric Power Sector To expand and construct more generation plants o At present, only about 3.7 millions (34%) of households can use the grid connect electricity and Electricity demand increases around 15% (about 300 MW ) yearly. Public Awareness of Power Resource o Since country is enriched with hydropower resources, sustainable hydropower development will be long term solution for cheaper and greener energy. To expense Thermal Plant o Gas-fired and coal-fired can be expensive and quick win solution unless no other options. 11
12 Way Forward for Electric Power To upgrade our transmission network o On the other hand, our transmission network is outdated and weakened to receive dynamic load from very renewable power solutions like solar, wind power, etc. So, transmission network should be strengthened and modernized in long term to diversify the generation mix and for the best use of natural resources possession. To assist financing for Power Project o Consequently, grid strengthening plan shall be prepared and guaranteed financing shall be sought for. To review the Policy Framework for investment attraction o the If necessary, reviewing of Electricity Law shall be conducted to materialize the best interest of the People and the Country. 12

14 Abstract of Petroleum Upstream Sector Onshore: 17 oil and gas fields (45 mmcfd & 7200 bopd) PSC & IOR Contracts in Onshore: 22 PSC & 6 IOR PSC & GSA Contracts in Offshore: 37 PSC & 4 GSA Offshore: 4 production fields (1.8 mmcfd & 5500 bopd) Export Gas: Thailand 1.1 bcf and China (300~400 mmcfd) Domestic Supply: 300~350 mmcfd (onshroe and offshore) Domestic Pipeline Network: Crude pipeline 535 km, km of onshore fields and 436 km of domestic supply from Yatana Gas Field to Yangon Natural Gas Export Pipeline Network: To Thailand: 395 km (36 ), 300 km (28 ) and 271 km (24 ) To China: 793 km (40 ) of Natural Gas & 771 km (32 ) of Crude Oil 14

16 Opportunities in Petroleum Sector 1. Unconventional prospects: Onshore area 2. Supply based for Onshore and Offshore E&P 3. To Integrate Infrastructure: Pipeline, Plants and Refineries 4. JV process for onshore drilling and seismic, pipe-laying, refinery, LPG and associated area 5. JV process for LNG Business (Current situation NG shortage, electricity demand increases, forecast for offshore production decline, development of new blocks - 8 to 10 years) 6. Natural gas basis industries are key role in future. (mainly depends on newly discoveries in onshore and offshore area) 7. Research and Development, e.g. Laboratory, Process etc. 8. Trading, Marketing and Distribution of Petroleum Products Tendering process will be basically planed for future program in Petroleum development. JV programs will be recognized for local and foreign companies accoording to the MIC rule and regulation. 16
17 Conclusion Lastly, welcoming the delegates from American Chamber of Commerce At present, although US firms are boosting up to participate in Myanmar Business Sectors; one of our long term partner, Chevron, is now seeking the expressions of interest for possible sale of shareholdings which are invested in Myanmar Oil and Gas Sector. We would like to clarify that what is the Strategy of American Business Firms, and what is the future collaboration & investment interest in Myanmar? 17
