1 Terms of Reference INTERNATIONAL CONSULTANT TO SUPPORT DEVELOPMENT OF TRAINING ON TRANSFORMATIVE LEADERSHIP Duty Station: Dili (Timor-Leste) Application Deadline: 1 August Primary Category: Type of Contract: Languages Required: Starting Date : (date when the selected candidate is expected to start) Gender Equality Contract for Consultant (CFC) English 10 August Expected Duration of Assignment: Between 10 August and 30 April Background and Context The UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, peace and security. In Timor-Leste, UN Women works through four thematic areas: women s economic empowerment, addressing violence against women and girls, advancing the women, peace and security (WPS) agenda, and ensuring legal and policy commitments on gender equality are able to be implemented and monitored. Across these areas of work, promoting women s leadership and decision-making is a core component of UN Women s programming. Since independence, a variety of leadership programmes have been developed for emerging State institutions and civil society network and organizations. These interventions have reached civil servants, members of security institutions, political parties, and non-governmental representatives. However, given the persistent inequalities, including related to gender identities, social and economic status, transformative leadership as an approach, is needed to develop the capacities of leaders across sectors to promote a shift in individual and structural inequalities toward realizing Timor-Leste s vision of a gender fair society by Investment in transformative leadership is particularly relevant given the ongoing Public Administration reforms, in preparation for the upcoming village and national elections, and toward further implementation of national gender equality commitments (including on WPS, ending violence against women, and gender-responsive planning and budgeting). Toward this end, UN Women is working with key Government institutions (Civil Service Commission, Secretary of State for Support and Socio-economic Promotion of Women- SEM, Ministry of Finance, Minitistry of Agriculture,

2 Ministry of Interior and National Police) as well as civil society organizations to develop and pilot tailored transformative leadership trainings. UN Women is seeking an international consultant to provide technical assistance and facilitation support to guide the development and roll-out of tailored training packages on transformative leadership with key institutions in Timor-Leste. 2. Overall objective of the assignment The overall objective of the proposed consultancy is to provide technical support to UN Women Timor- Leste in collaboration with key institutional partners to lead a collective process of module development and co-facilitate roll-out of transformative leadership training for women from various sectors/institutions (members of Parliament, civil servants, and police), as well as for both female and male civil servants, political party members, young people and others. 3. Scope of work/duties and Responsibilities Under an overall guidance of the UN Women Country Representative in Timor-Leste, under the supervision of National Programme Officer on Women, Peace and Security, the Consultant will perform, but will not necessarily be limited, to the following tasks: 1. Review the transformative leadership materials developed by UN Women and partners in Timor-Leste. This should draw on international best practice in transformative leadership for promoting gender equality in the public sector, with security institutions and for parliamentarians. 2. Conduct consultations with key stakeholders from the Civil Service Commission and related training institutions, Ministry of Finance, Ministry of Interior and National Police, the Secretary of State for Support and Socio-economic Promotion of Women, the Women s Network and other key civil society stakeholders and development partners to identify key priorities for transformative leadership and resources that exist, including trainers to be engaged in delivering the training packages. 3. Lead a process for stakeholders, including UN Women, to collectively develop draft training packages that can be tailored for different stakeholder groups (including civil servants, police, and parliamentarians) as well as targeted training for women leaders. This will include organizing ToT workshops to train a cadre of trainers to be engaged in rolling out the various training packages. 4. Co-facilitate and pilot the leadership training package with UN Women, and with select stakeholders (SEM and female police) to validate the package and make revisions to the training package as required to finalize the training for future roll-out. 5. Provide technical assistance to prepare and co-facilitate roll-out of the revised training packages with civil servants and police, as determined during the pilot training. The International consultant will collaborate closely with the senior national advisor on capacity development from UN Women. 4. Duration of the assignment The total duration of the contract will be between 10 August and 30 April 2017, with three missions to Dili, Timor-Leste.

3 5. Key Deliverables The assignment deliverables shall be: # Deliverables Deadline 1. Report (10-15 pages) on the review of transformative leadership materials and consultations with key stakeholders submitted. This should include key priorities for transformative leadership and resources identified, including trainers to be engaged in delivering the training packages and methodology for developing packages. By 10 September 2. Draft training packages developed collectively with UN Women and key stakeholders that can be tailored for different stakeholder groups, including ToT workshop materials and summary report for rolling out the various training packages submitted. By October 15 th 3. Summary report on pilot training (5-10 pages) and revised leadership training packages validated with UN Women and select stakeholders (SEM and female police) for future roll-out submitted. 4. Summary report on technical assistance provided and revised trainings conducted (5-10 pages) and submission of revised training packages (estimated 2 packages) for use with key stakeholders submitted. By 15 December By 30 April 2017 All the documents, including reports, consultation materials, presentations and reports should be submitted in English language. Upon receipt of the deliverables and prior to the payment of the instalments the deliverables related reports and documents will be reviewed and approved by UN Women. The period of the review is one week after receipt. 6. Inputs - UN Women will provide reference materials and facilitate coordination with key stakeholders, and will provide office space, printing facilities, and internet access during the Consultant s missions to Dili, Timor-Leste. - UN Women will provide translation of training materials and translation during consultations and trainings with stakeholders as relevant. - UN Women will provide transportation to/from meetings and cover cost of travel to/from Dili and daily subsistence allowance for each of the missions. 7. Performance evaluation: Contractor s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. 8. Required skills and experience

4 Education: Master Degree (or equivalent) in Political Science, Public Administration, Social Science, Law, Gender and Development or other relevant field. Experience 7 years of experience of work on gender equality in the field of leadership development, public administration or security sector reform. Strong knowledge of women s human rights issues, transformative leadership, and capacity development. Proven experience with Government or institutional capacity development and leadership development processes, preferably related to gender equality or gender mainstreaming. Proven experience with developing and applying adult learning methodologies and providing training for government institutions and civil society organizations. Past experience with collaborative training development of trainings and co-facilitation of workshops with diverse stakeholders. Language and other skills: Proficiency in oral and written English, knowledge of Portuguese and Tetum is an advantage. The financial proposal shall specify a total lump sum amount per each deliverable, including any travel, per diem and administrative fees, based on the template in Annex 1. The actual payment will be payable based on the stated lump sum for each satisfactorily achieved deliverable. All applications must include (as an attachment) the CV and the financial proposal. Applications without financial proposal will be treated as incomplete and will not be considered for further assessment. Selected candidates will need to submit prior to commencement of work: 1. 5 10. Evaluation Applications will be evaluated based on the Cumulative analysis. Technical Qualification (100 points) weight; [70%] Financial Proposal (100 points) weight; [30%] A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated. Technical qualification evaluation criteria: The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria: Technical Evaluation Criteria Obtainable Score Education 20 % Experience and skills 70 % Language and other skills 10 % Total Obtainable Score 100 % Only the candidates who have attained a minimum of 70% of total points will be considered as technicallyqualified candidate. Financial/Price Proposal evaluation: Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated. The total number of points allocated for the price component is 100. The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
