Established in 1854, Melbourne City Mission is a non-denominational organisation that provides assistance to thousands of Victorian people and communities experiencing disadvantage. As a service provider Melbourne City Mission s work is focussed on providing a hand up not a hand out, supporting people to take charge of their own lives and participate fully in community life. Melbourne City Mission s service profile includes: Children, Youth, Adult and Family; Disability; Employment, Education and Training; Homelessness; Justice; Aged Care; and Palliative Care. As a social change agent Melbourne City Mission advocates for social policy change and works across all sectors in seeking to achieve sustainable outcomes for communities experiencing disadvantage. JOB CONTEXT The IT Manager leads the IT Team and has oversight over Melbourne City Mission s key technology providers. The position reports to the Chief Operating Officer, who manages the delivery of shared services across Melbourne City Mission. The IT Manager works with key business stakeholders from across Melbourne City Mission and in particular the Technology Transformation Council to deliver Melbourne City Mission s technology transformation strategy and ensure that Melbourne City Mission s IT systems and infrastructure are stable and continuously fit for purpose. JOB PURPOSE The purpose of this role is to lead the implementation of the recently developed Business Aligned Technology Transformation Strategy (BATTS) for MCM. The IT Manager has a dual purpose role; firstly to act as a catalyst and driver of change, and secondly to provide stewardship over Melbourne City Mission s technology environment. As a change agent, the IT manager is also responsible for guiding and supporting the IT team through the changes necessary to deliver on the strategy over the coming three years. 1

2 JOB OBJECTIVES Duties of this role may include but are not limited to the following requirements: TRANSFORMATION and INNOVATION take responsibility for the delivery of Melbourne City Mission s technology transformation strategy refine and guide implementation of the technology transformation strategy in consultation with Melbourne City Mission s executive team and the Technology Transformation Council work with the Technology Transformation Council and where required, with external consultants to develop future technology transformation strategies take a lead role in promoting technology within Melbourne City Mission and work with the executive team to help them to understand how technology can be utilised to improve and enhance client and business outcomes, work with key stakeholders within the business to help ensure that adoption of new applications and infrastructure that delivers desired business outcomes. LEADERSHIP AND GUIDANCE provide leadership and guidance to the IT team and be responsible for ensuring ongoing capability development within the group provide support and regular supervision to IT team members develop trusting and meaningful working relationships with executives team members and managers across Melbourne City Mission be seen as the key advisor on technology adoption across the organisation manage the preparation of plans and budgets that accurately represent and reflect capital and operational costs that aligns with strategic and operational priorities ensure adequate and pragmatic standards and methodologies are developed and set place to guide technology transformation activities ensure that the technology environment and operational activities are accurately documented such that Melbourne City Mission is protected from loss of supplier and staff knowledge. PROJECT MANAGEMENT oversee the progress of technology related projects and ensure key issues and risks are identified and actioned immediately ensure projects adopt a structured approach to delivery and that Melbourne City Mission has adequate contracts and service levels in place to protect and safe guard its interests approve key project deliverables and ensure project alignment with the technology transformation strategy ensure that the IT team has adequate and defined representation on technology related projects ensure that there is a smooth transition of systems and infrastructure from project teams to internal support and that knowledge transfer takes place adequately. 2

3 OPERATIONAL OVERSIGHT manage key technology related contracts and technology supplier relationships cost effectively to ensure supplier service delivery is governed by enforceable service levels monitor and manage operations on a day to day basis and ensure effective and efficient delivery of operational activities approve major IT purchases in line with Melbourne City Mission s delegated approvals policies and oversee and assist in ensuring that purchases align with strategic direction and operational priorities within set budget allocations ensure the IT team is adequately structured to meet operational challenges and skills align with organisational requirements provide overall quality assurance over the technology environment and be answerable for key issues and risks. POLICIES and COMPLIANCE ensure adequate policies and procedures are in place to safe guard the IT environment from misuse and to inform staff of their rights and responsibilities with regard to the use of technology monitor compliance with internal policies, procedures, standards and methodologies work with key business stakeholders to address areas of noncompliance with policies, procedures, standards and methodologies. KEY RELATIONSHIPS Chief Operating Officer (COO) Technology Transformation Council Senior Management Team within Melbourne City Mission IT Team Technology Service Providers Reports directly to the COO and as such needs to provide the COO with regular ongoing status reports and keep the COO informed of key technology related issues and risks and preventive actions implemented Works directly with the Council to define and deliver outcomes to Melbourne City Mission s technology transformation strategy, oversee technology related projects, manage and prioritise technology spend and ensure compliance with policies, procedures, standards and methodologies Foster meaningful and productive working relationships with senior managers across Melbourne City Mission, such that the IT Manager understands their operational and strategic priorities and requirements so as to guide their adoption and use of technology appropriately Is seen by the team as a leader, a good communicator who provides the team with regular ongoing communication, advice and guidance, and ensures that the team remains aligned with organisational priorities Has a rapport of positive working relationship with key technology suppliers, ensures suppliers have a clear understanding of Melbourne City Mission s requirements and supplier performance concerns are addressed within required time set 3

4 KEY SELECTION CRITERIA Qualifications / Experience Essential: Desirable: strong track record in undertaking successful technology transformation programs, encompassing changes across the applications and infrastructure domains demonstrated ability to lead and build capability within a small multi-disciplinary IT team demonstrated ability to manage external suppliers and implement strategic partnerships with key suppliers previous experience in introducing key IT disciplines and managing process and policy compliance strong track record in working with senior business stakeholders to introduce technological change and demonstrated ability to work with a senior governance body to refine and implement a strategic transformation agenda previous experience in a senior information technology management role, which includes managing infrastructure, applications and IT support demonstrated ability to operate with [prudence in a cost constrained environment and to introduce innovative cost effective solutions to address strategic business requirements. previous work experience within the Not-for-Profit sector demonstrated ability to work with business stakeholders to ensure adherence to key policies, procedures and standards previous experience in rolling out effective performance management frameworks for internal and external resources.
