1 Requirement of Additional Staff for O&M and Railway Sector Development A. Objective 1. The objective of the assignment is to advise and assist the Government in the development of the railway sector and related institutions to provide competitive railway services efficiently and economically and to provide assistance in supervision of the operation and maintenance of the Hairatan and Mazar-e-Shairf railway services. The following shall be the detailed scope of services: (i) (ii) (iii) (iv) (v) Prepare long term railway development plan and the institutional development of the railway sector. Prepare draft railway legal framework and regulations. Assist in finalizing concession agreement for operation and maintenance of the railway lines, assist and advise the Government in implementing of the operation and maintenance of the Hairatan to Mazar-e-Sharif railway line. Assist and advice the Government in all activities related to the establishment and launch of the railway operator. Develop a training program. B. Detailed Scope of Services 2. The scope of services for completing the above tasks will include but not limited to the following: 1. Railway Network and Institutional Development Program 3. Identify routes and corridors for railway lines that would provide connectivity to main centers of commerce and trade in the country, as well as to other countries in the region. The specific railway lines should be prioritized for maximum benefits to the economy and impact on poverty reduction, such that these may be built as to provide value for money through reduced cost of transportation and living. 4. Provide justification and make recommendations as to the railway gauge to be adopted for development of the railway network in the country. Consideration will be given to the 1

2 railway gauge in operation in other countries in the region to facilitate unhindered movement of goods and passengers across the borders. 5. Prepare a 10-Year Railway Development Program for the railway sector covering all aspects, including construction of railway network, technology and computerization, inputs for transportation production and safety of operation, railway management system for increased efficiency and financial sustainability. The program should be complete with justification to facilitate its adoption by the Government. This document is intended to become the primary planning tool for both short and long term planning and construction of railway lines. Determine future investment requirements of the railway network and identify possible sources of funding. 6. Provide guidelines for monitoring the performance of the sector and regulation of concessions. Develop specific, real, and measurable performance indicators for the railway sector and for operations of the railway related to relevant international standards which will subsequently be used to assess the effectiveness of the railway operator. 7. Define and layout efficient railway institution, management, operation and maintenance of the railway sector that incorporates the best practices which have been successfully implemented in similar situations. 2. Railway Legal Framework and Regulations 8. Review the completeness and adequacy of the existing policy, legal, and regulatory framework and recommend changes to facilitate development of the railway sector. 9. Review the current legislation relevant for the railway sector and assess its adequacy and/or shortcomings. 10. Provide the technical inputs for an appropriate approach, and suggested legal and regulatory framework for Government s consideration. 3. Operation and Maintenance Arrangements 11. Assist the Government in laying down the procedures for concessioning of the railway s assets, primarily the operation and maintenance of Hairatan Mazar-e-Sharif railway line. 2

Assist in administering the entire operation and maintenance (O&M) arrangement of the Hairatan Mazar-e-Sharif railway line and ensure that the arrangements are in accordance with the O&M agreement. 13. Assist in coordinating the security arrangements at site during the operation and maintenance of the Hairatan Mazar-e-Sharif railway line. 14. Prepare guidelines/manuals to assist the government / any proposed government entity that will be responsible in future for monitoring and ensuring compliance with the concession agreement and any other ongoing contractual obligations between the Government and the concessionaire. 4. Training program 15. Develop a training program to build the capacity of identified staff in railway operation and maintenance, and in the Government to manage the railway sector. The training program shall, inter alia, cover (a) selected staff in management and operations of the railway, and interface with the concessionaire; and (b) study tour to countries for better understanding of management, operation and maintenance aspects as applied to the railway sector. 16. Overseas training would only be considered for staff on applicable courses in railway management and planning, and for senior staff in the Government on railway management topics. It is anticipated that the maximum length of any of these courses shall be no longer than two weeks 3

Eligibility and Qualification Requirements Railway Development Specialist cum Team Leader: An international consultant with expertise in railway sector institutional development, including private sector participation and governance, operation and maintenance of railway services, with 15 years of relevant experience. The consultant will also monitor the work carried out by other consultants and ensure close collaboration between the consultant team and relevant Government agencies. The consultant will review the Government s plan for developing the rail and road transport network and other infrastructure, carry out a study on the prevailing rules, regulations, and practices, identify weaknesses and constraints, and make recommendations for improvements and develop a long term sustainable railway development program for Afghanistan including appropriate railway organization, legal framework and legislation and operation and maintenance arrangements of Hairatan Mazar-e-Sharif railway project. He will also supervise the works of the operations and maintenance specialist and assist in proposing corrective actions for the operations and maintenance of the Hairatan Mazar-e-Sharif railway line. Legal Expert: An international consultant with 10 years of relevant experience. The consultant will carry out a review of the completeness and adequacy of the existing policy, legal, and regulatory framework, current legislation relevant for the railway sector and assess its adequacy and/or shortcomings, and provide the technical inputs for an appropriate approach, and suggested 4

5 legal and regulatory framework for Government s consideration. The consultant will work closely with the team leader in accomplishing the tasks. Railway Planning Engineer: An international engineer, with expertise in railway sector development covering all aspects, including construction of railway network, technology and computerization, inputs for transportation production and safety of operation, railway management system for increased efficiency and financial sustainability. The consultant will assist the team leader in reviewing the Government s plan for developing the rail and road transport network and other infrastructure, carry out a study on the prevailing rules, regulations, and practices, identify weaknesses and constraints, and make recommendations for improvements and develop a long term sustainable railway development program including appropriate railway organization, legal framework and legislation and operation and maintenance arrangements. Transport Economist: An international transport economist with 15 years of relevant expertise in the railway sector. The consultant will project long term traffic (domestic, cross-border, and transit) for various sections in Afghanistan and undertake overall economic analysis of the proposed railway development project. The economist will estimate economic internal rate of return and net present value of any envisaged project for the studied routes. The consultant will also undertake an alternative analysis to assess whether railway development is the least-cost option and undertake a sensitivity analysis and a risk analysis. Financial, Operations, and Maintenance Specialist: An international consultant with 10 years of relevant experience in the railway sector. The consultant will assess the adequacy of the tariff rates to ensure sustained financial viability, compare the tariff rates with those offered by road transport, examine the development plans for (i) road and railway networks in Afghanistan, (ii) intermodal and multimodal facilities, and (iii) logistical infrastructure and facilitation measures. The consultant will assess the financial viability of any envisaged railway projects, and collaborate with the transport economist to ensure consistency of approach and assumptions between financial and economic analyses. Railway Operations and Maintenance Specialist cum Deputy Team Leader: An international consultant with expertise in operations and maintenance of railway projects, including private sector participation, with 15 years of relevant experience. The consultant with assist the Government in monitoring the entire operations and maintenance arrangement of the Hairatan Mazar-e-Sharif railway line and ensure that the arrangements are in accordance with the O&M agreement. The consultant will also lay the procedures for concessioning of the railway s assets and assist in development long term operation and maintenance arrangements for various projects. 5

6 Railway Track and Safety Engineer: An international engineer, with expertise in tracks and surveying, and 10 years of relevant experience. The consultant will assist the operations and maintenance specialist in monitoring the entire operations and maintenance arrangement of the Hairatan Mazar-e-Sharif railway line and ensure that the arrangements are in accordance with the O&M agreement. The consultant will also assist in laying the procedures for concessioning of the railway s assets and in development long term operation and maintenance arrangements for various projects. Railway Signal and Telecommunications Engineer cum Electrical Engineer: An international engineer, with expertise in signal and telecommunications of the railway network, and 10 years of relevant experience. The consultant will assist the operations and maintenance specialist in monitoring the entire signaling and telecommunication arrangements of the Hairatan Mazar-e- Sharif railway line and ensure that the arrangements are in accordance with the O&M agreement. Contract Specialist: An international specialist, with 10 years of relevant experience. The consultant will assist in administering the operations and maintenance contract and ensure that all the arrangements are in accordance with the O&M agreement. Railway Rolling Stock Engineer: An international engineer, with expertise in rolling stcok of the railway network, and 10 years of relevant experience. The consultant will assist in monitoring the rolling stock activities of the O&M operator of the Hairatan Mazar-e-Sharif railway line to ensure that the arrangements are in accordance with the O&M agreement. Project Security Officer: A international consultant with 10 years of relevant experience. The consultant will be responsible for monitoring the entire security arrangements for the Hairatan Mazar-e-Sharif railway line and coordinate with all stakeholders including Ministry of Interiors for the provision and maintenance of security arrangements at site. 6
