2 Definition of Fee Status The rate you are charged depends on your nationality, your immigration status in the UK, where you have been living and what you have been doing for the three years prior to the start of your course. The University applies Government regulations to assess which rate a student should be charged. The same regulations are applied at all English universities (other UK universities use similar regulations) but each institution is expected to make its own assessment, which cannot be influenced by the decision of another institution. The information provided here is intended as a guide only. Assessments of fee status are carried out on an individual basis and take into account the circumstances of each applicant. Assessments cannot be carried out until an application for admission has been made. UKCISA is a national advisory body that provides general guidance on international student issues. More information about fee status assessment is available on the UKCISA website. Please note that UKCISA does not carry out assessments of individual circumstances. Generally speaking, if you are a UK or EU national and you have lived all of your life in the Home/EU (standard) EEA or Switzerland, you will pay fees at either the Home/EU (standard) or Home/EU (ELQ) fee rate. If you are studying for your first qualification at your intended level of study, then you will pay fees at the Home/EU (standard) rate. If you are a UK or EU national and you have lived all of your life in the EEA or Switzerland, and you already hold a qualification at an equivalent or higher level to the qualification Home/EU (ELQ) you wish to apply for, then you may pay fees at the Home/EU (ELQ) rate if there is a separate (ELQ) rate for your course. Special ELQ fees do not apply to any student commencing their studies after August If you are a UK national who is normally resident in the Channel Islands or Isle of Man Home/Islands you will be assessed as an Islands student. For new entrants since 2012 Islands fees have been aligned with the Home/EU rate for your course. Generally speaking, if you are not an EU national and you have not lived in the EU, you will pay fees at the Overseas fee rate. Even if you have been living in the EU, it is unlikely Overseas that you will pay fees at one of the Home/EU rates if you need a time-limited visa to live in the UK.

3 Equivalent Learning assessment Status ELQ : Students studying in higher education are assessed to see whether they are looking to study at the same level to a qualification they already hold or at a lower level to a qualification they already hold. Students categorised as studying for an ELQ may be charged a tuition fee rate that is higher than the standard published rates. This is because in 2008 the Government announced that it would no longer provide funding to support universities teaching students who were classed as ELQ status. Examples of ELQs If, for example, you already hold an honours degree and are entering university to study another honours degree, you will be assessed as having an ELQ and you will have to pay a higher fee. Similarly if you want to study for a qualification at a lower level to one you already hold, for example if you already have a Master's degree and would now like to study for an HND or a Bachelor's degree, you MAY have to pay a higher fee. Three ELQ Exemptions: Exemption 1 courses There are some exemptions to the ELQ legislation. New Home students taking a second undergraduate degree in medicine, dentistry, veterinary science, architecture or social work will pay the regular tuition fee ( 9,000 in 2016/17). Additionally, they may still be eligible to take out a Maintenance Loan from Student Finance. However, they are ineligible for a Tuition Fee Loan or a Maintenance/Special Support Grant. Part Time Engineering, Technology and Computer Science Home students taking a second undergraduate degree part time in engineering, technology or computer science are eligible for a tuition fee loan from the 2015/16 academic year even if they already hold an equivalent or higher level qualification. Exemptions 2 Disabled Students Allowance (DSAs) Students in receipt of a DSA are exempt from ELQ legislation and therefore do not have to pay a higher rate of tuition fees (they will pay 9,000 from 2012/13). However they are ineligible for a Maintenance Grant, Maintenance Loan or Tuition Fee Loan from Student Finance. Exemptions 3 NHS means-tested bursaries Students who are eligible for a means-tested NHS bursary (e.g. Bachelor in Nursing, Bachelor in Midwifery, BSc Physiotherapy) will continue to be eligible for a Reduced Rate Student Loan from Student Finance whether or not they already hold an equivalent or higher level qualification. Important notes The university will only be able to exempt students from the ELQ policy if they come under one of the exempt groups. The ELQ tuition fee charges do not apply to students who have been assessed as paying tuition fees at the international rate. 4 People who may qualify to pay the Home/EU fee rate UK Residents (H) To qualify for Home fee status a person must fulfil all of the following criteria: you must be settled in the UK on the first day of the first academic year of the first year of the course. you must also have been ordinarily resident in the UK and Islands (the Islands means the Channel Islands and the Isle of Man) for the full 3-year period before the first day of the first academic year of the first year of the course. the main purpose of your residence in the UK and Islands must not have been to receive full-time education during any part of that 3-year period. European Union (EU) Nationals and family members You will also qualify for Home student status if: on the first day of the first academic year of the first year of the course you must be a national of an EU country or the relevant family member of such a national. you have also been ordinarily resident in the EEA and / or Switzerland for the 3 years preceding on the first day of the first academic year of the first year of the course. the main purpose of your residence in the EEA/Switzerland must not have been to receive full-time education during any part of the 3 year period. Nationals of Switzerland, Iceland, Liechtenstein and Norway Nationals of these countries may often qualify for Home status or other financial support. Please enquire to the Admissions Assistant for your proposed course. Overseas Territories (H) You will normally qualify for Home student status from September 2007, if: on the first day of the first academic year of the first year of the course you must be a national of an Overseas Territory or the relevant family member of such a national. you have also been ordinarily resident in the Overseas Territory for the three years preceding the first day of the first academic year of the first year of the course. the main purpose of your residence in the Overseas Territory must not have been to receive full-time education during any part of the 3 year period. UK Residents with HP, DL, ELE or ELR Status If you apply for asylum and the Home Office decides that you do not quality for refugee status but that you should be allowed to stay in the UK, it normally grants Humanitarian Protection (HP) or Discretionary Leave (DL) or, in some cases, indefinite leave to remain [up until 1 April 2003, Exceptional Leave to Enter or Remain (ELE/R) was granted in such circumstances]. If you were refused refugee status but were granted leave as above and you have remained ordinarily resident in the UK and Islands since the Home Office decision, you are entitled to pay Home fees. Alternatively, if you are the spouse or civil partner or child of someone who meets the above conditions, you are entitled to pay Home fees. If you (or your parent or spouse or civil partner) are granted permission to stay in the UK after the start of the course, you will be entitled to Home fees from the start of the next academic year.

5 Notes: Settled means being ordinarily resident in the UK without any immigration restriction on the length of your stay in the UK. You are ordinarily resident in the relevant residence area (which is either the UK and Islands or the EEA and Switzerland, depending on the category and its qualifying conditions) if you have habitually, normally and lawfully resided in that area from choice. Temporary absences from the residence area should be ignored. EU countries: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, United Kingdom (including Gibraltar). EEA countries includes all EU countries, plus Iceland, Liechtenstein and Norway. OECD member countries (not in the EU or EEA): Australia, Canada, Japan, Korea, Mexico, New Zealand, Switzerland, Turkey, United States of America. Overseas Territories: Anguilla, Bermuda, British Antarctic Territory, British Indian Ocean Territory, British Virgin Islands, Cayman Islands, Falkland Islands, Greenland and Faeroe Isles, French Polynesia, French Southern and Antarctic Territories, Mayotte, Monserrat, Netherlands Antilles (Bonaire, Curacao, Saba, St Eustatius and St Marten) and Aruba, New Caledonia, Pitcairn Islands, South Georgia and the South Sandwich Islands, St Helena and its Dependencies, St Pierre et Miquelon, Turks and Caicos Islands Wallis and Futuna.
