6 The UN Statistics Commission, at its 46 th Session (3-6 March 2015) Endorsed the formation two groups: an international interagency expert group to determine global indicators for the Sustainable Development Goals referred to as the IAEG-SDGs a high level group for partnership, coordination, and capacity building for post-2015 monitoring

7 Mandates of the IAEG SDGs 2030 Agenda for Sustainable Development (GA resolution 70/1) 1. Development of global indicators to be agreed by the UN Statistical Commission in March 2016 and adopted by ECOSOC and General Assembly 2. Capacity building - Emphasizes importance of adequate data for the follow-up and review of progress made on the 2030 Agenda.

9 Global Set of SDG Indicators Outcome as of December 2015: 229 Indicators 149 green 80 grey The list is available in the UNSD website on materials for the 47 th session ( Better Data, Better Lives)

10 Indicator framework Global indicators will be the core of all other sets of indicators Member States will develop indicators at regional, national and sub-national levels to complement the global indicators, taking into account national circumstances. Thematic indicators are also being developed in a number of areas

11 Data disaggregation Member States have pledged to leave no one behind IAEG-SDGs is committed to include an overarching principle of data disaggregation, to ensure that indicators cover specific population groups and other disaggregation elements specified in the targets. Over the coming months IAEG-SDGs will further discuss how to operationalize data disaggregation in the implementation of the global indicator set. DFID proposal to start discussions on this within the year. It is suggested that ADB be an active partner.

12 Implementation of Global SDG indicator framework Secretary-General s mandate: Produce annual SDG progress report to support follow-up and review at the High-level Political Forum National ownership Data will be produced by national statistical systems Information will be aggregated at the sub-regional, regional and global level Data-reporting Data flows from countries to the international statistical system need to be further defined Coordination function of national statistical offices is essential

13 Work plan of the IAEG-SDGs for 2016 Define global reporting mechanisms Establish a tier system for indicators based on the level of methodological development and data availability Review of data availability for Tier I and Tier II indicators Work plan for further development of Tier III indicators Procedures for methodological review of indicators Guidance on data disaggregation Continued discussion of interlinkages across targets and goals, and use of multi-purpose indicators 2 meetings: March 2016 and Fall of 2016

14 2015 Asia Pacific Consultation on the global indicators Consultation Conducted in September 2015 in UN ESCAP Bangkok Reference: identify-asiapacific-regional-and-sub Main Outcomes: Regional support for broadening stakeholders engagement in for monitoring SDGs Statistical capacity building for monitoring the sustainable development agenda Sub-regional mechanisms and support for sustainable development agenda

15 Activities in the Philippines NEDA conducted two technical workshops on the SDGs in 2013 and in 2014 NEDA and PSA conducted a review of the initial list of indicators of the expert group in October 2015 PSA updated the Philippine Statistical Development Program in 2015 to include SDGs work

16 Activities in the Philippines PSA, with PARIS21, initiated the e-psdp which includes costing statistics products including indicators and costs of disaggregation NEDA and PSA shall conduct a workshop to review and modify the list in October 2015 given the 229 global indicators to be approved by the UNSC in March

17 What can CBMS contribute? Sustainable Development Goal indicators should be disaggregated, where relevant, by income, sex, age, race, ethnicity, migratory status, disability and geographic location, or other characteristics, in accordance with the Fundamental Principles of Official Statistics (General Assembly resolution 68/261).
