2 FRAMEWORK OVERVIEW HealthTrust Europe (HTE) procured Lot 8 for Carbon Management and Sustainability under the framework for Bureau Services and Energy Solutions/Procurement in compliance with the restricted procedure set out in the Public Contract Regulations 2006, and the EU Combined Directive (2004/18/EC). A Contract Notice (2012/S ) was published on 11 th June Each of the appointed suppliers has been rigorously vetted in terms of their quality and value propositions through a robust, compliant evaluation process. The framework provides a fully managed carbon management and consultancy service. This framework is free to access and you have the ability to make a direct call-off under the provisions of the framework agreement. 3 SERVICES INCLUDED People and management solutions All suppliers are experienced professionals who will: Build strategies to demonstrate energy efficiency and carbon reduction outcomes Deliver training to assist with the roll out of the strategies Provide tools to forecast and solutions to reduce carbon footprints Build tailored client-specific policies to address targets and methodology regarding carbon emissions and improved energy efficiency. Compliance Suppliers will support, assist or fully manage the following compliancy areas: Carbon Reduction Commitment (CRC) Carbon Trust Standard Green House Gas Protocol Climate Change Agreements (CCA) Industrial Emissions Directive (IED) Energy Performance Certificates (EPC) Display Energy Certificates (DEC) EU Energy Performance of Building Directive (EPBD) Carbon reduction projects Suppliers will work with you to provide experience through training, knowledge-sharing or documentation to successfully build a carbon reduction project. Carbon reduction commitment (CRC) Suppliers can provide a fully managed and allencompassing solution to support the registration, compliance and on-going management of the CRC. 5 KEY BENEFITS Free to access: There is no charge to clients for accessing this Lot under the framework agreement. Compliant route to market: The framework will save procurement time and costs. It is fully compliant with the Public Contracts Regulations and with EU Procurement Directives so you do not have to carry out a full EU compliant tender yourself. Quick and easy process: Once you have been set up to access the framework agreement, a call off can be made by placing an order with a supplier and awarding your standard service requirements in accordance with the terms laid out in the agreement. The process is straightforward and simply requires that an order form / access agreement be exchanged to ensure your compliance. Expert advice: All the framework suppliers are experienced and are leading experts in the Carbon Management and Sustainability field. All suppliers will provide expertise advice and knowledge and work with you to provide tailored solutions. Fully managed service option: All the framework suppliers will fully or partially manage the process of Carbon Management which covers but is not limited to people & management solutions, policy & strategy, training, compliance, CRC and carbon reduction projects. The suppliers will systematically check for authenticity, continuity, integrity and deviation in the service provided. Page 4 of 6
6 ACCESS TO THE FRAMEWORK The framework agreement is available to all Public Sector bodies. In particular, the following in the United Kingdom and their respective statutory successors and organisations created as a result of re-organisations or organisational changes: Central Government Departments and their executive agencies Non-Departmental Public Bodies (NDPBs) National Health Service (NHS) bodies Health Boards, NHS Trusts, Community Health Councils and other constituent bodies of the NHS in Wales NHS Scotland and its constituent bodies Health and Social Care Trusts, Health Agencies and other constituent bodies of the NHS in Northern Ireland. Local Authorities Police Forces and other emergency services Educational establishments Registered social landlords (RSLs) Registered Charities Devolved and other administrations within the British Isles Her Majesty s Prison Service The Ministry of Defence The client can award directly to a supplier under the agreement. In order to call-off under the terms of the framework agreement, the client must place an order with the supplier by awarding its standard services requirements in accordance with the terms laid out in the framework agreement without reopening competition. The order must contain the following information: Services required Commencement dates Pricing Locations at which services are to be delivered Any performance or quality standards When the supplier accepts the order, they will enter into a call-off contract with the client for the supply of services referred to in that order. In all instances HTE will be informed once a client has entered into a contract with a supplier under this framework agreement. To ensure compliance to the framework agreement, an order form / access agreement should be exchanged and completed between the client and HTE. Page 5 of 6
7 FAQS What should I do next? For new clients, registration is quick and easy. Contact our Helpdesk team on or by at helpdesk@healthtrusteurope.com. Existing HTE members should talk to their Account Manager for further details. Once you have made the decision to use the agreement, transfer can be completed promptly. How can I see more detail regarding the services which are included? Services are tailored to meet client requirements. Requirements can be discussed with your chosen or prospective supplier(s) after which a proposal may be submitted. What do I do if the supplier that my organisation uses is not on the framework? Please Helpdesk providing as much information as possible regarding the services required (i.e. supplier name, requirement, current rates paid excluding VAT). The Helpdesk will liaise with the Category lead to address your requirements. The Category lead will verify whether your requirements can be met by another supplier on our framework. How can I be sure that this framework can be used by my organisation and remain compliant? The framework agreement was publicly advertised in the Official Journal of the European Union (2012/S ) on 11th June 2012 under the restricted procedure. Each of the successful bidders has been rigorously vetted in terms of their quality and value propositions through a series of qualification, technical and commercial responses requested for evaluation. A copy of the OJEU notice can be obtained by contacting the Helpdesk. How long is the agreement valid for? The current agreement is in place until 21 st April The new framework agreement will be in place at the end of this duration. Call-off contracts formed during the life of the current framework agreement may extend beyond the framework expiry date.
