5 RELTS Key Facts for the Eastern Mediterranean Region (EMR) 1. In 2010, road traffic deaths in the EMR constituted 10% of the world s estimated deaths. 2. The Region has the second highest road traffic fatality rate in the world, 21.3 per population, after the African Region. High-income countries have the highest rate (21.68) among similar countries (8.7). 3. Young males in the productive age group of years are at higher risk % of road traffic deaths are among vulnerable road users. The highest toll is among pedestrians followed by motorcyclists and bicyclists % of countries have a lead agency overseeing road safety efforts. 95% have a national road safety strategy with measureable targets in some. 6. Legislation on key risk factors is available in the majority of countries, but most laws are not comprehensive. This, together with inadequate enforcement, limits their effectiveness. 14 Decade Progress: Pillar 2 Safer Roads Countries: 18 countries in the Region require review of new road infrastructure projects for safety prior to construction; 10 countries regularly inspect the safety of all their roads, 5 countries with specialist infrastructure road safety units monitoring safety aspects of the road network; 2 countries have conducted inspection based on the International Road Assessment Programme (irap); 4 countries have policies to encourage walking and cycling; 5 countries have policies that separate vulnerable road users from motorized high-speed traffic; 15 countries have policies to invest public transport. 16 Countries: 2 countries have a comprehensive national speed law with urban limits of 50 km/h and the ability of local authorities to reduce speed limits as appropriate; 7 countries have a national drink driving law based on blood alcohol concentration where the BAC limit for the general population is 0.05 g/dl 7 countries have national data on the proportion of alcohol-related fatal crashes; 4 countries have a comprehensive helmet use law (covers all riders, on all roads and all engine types, and requires an international or national helmet standard); 6 countries have national data on helmet-wearing rates; 5 countries have a comprehensive seat-belt law that applies to all private car occupants (front and rear seats); national data on seat-belt wearing rates (front and rear); 2 countries have a child restraint law.
