1 Job Profile DEA Senior Adviser (N1) for Ukraine-Denmark Energy Centre Preliminary Renewable Energy and Energy Efficiency Programme Ukraine Reference number: DK /UKR.01-W 1.1. Short background: The Ukrainian Ministry of Energy and Coal Industry (MoECI) has asked for technical assistance from the Danish Energy Agency (DEA) on the optimal integration of intermittent power supply. The authority-to-authority cooperation on energy planning methodologies and approaches is carried out under the framework of the Ukraine-Denmark Energy Centre. The Senior Adviser will have a specific responsibility related to the coordination of the overall Danish contributions to the Centre. The Senior Adviser will assist the Head of the Centre from the Ukrainian Party and the Technical Coordinator in all aspects of management and implementation of the work programme of the Centre, including the timely production of outputs and outcomes in accordance with decisions made by the Steering Committee Purpose of memo: This memo describes the main tasks involved in the position and the qualifications requested from candidates to the job Expected composition of the selection committee: Applicants for the position will be selected for interview by the Danish Ministry of Foreign Affairs (European Neighbourhood Department) and the Danish Energy Agency following consultation with the local authorities, who will also be represented at the job interview. Mercuri Urval will participate in the process of appointment by conducting personality tests and test interviews with the selected candidates, as well as taking part in the final interview. The final interview panel consists of a representative from the Danish Ministry of Foreign Affairs, the Danish Energy Agency, the local authorities, and the consultant from Mercuri Urval A/S in charge of the recruitment process. 2. The Renewable Energy and Energy Efficiency Programme 2.1. The programme in short: Renewable Energy and Energy Efficiency Programme (REEEP) The 40 million DKK Renewable Energy and Energy Efficiency Programmeme (REEEP) is a component under the intervention area Energy Efficiency (EE) and Green Technology under Pillar 2 of the Danish Neighbourhood programme , which aims at promoting sustainable and inclusive economic development in the target countries. REEEP supports three engagements: 15 million DKK are allocated to an authority-to-authority cooperation between the Ukrainian Ministry of Energy and Coal Industry (MoECI) and the Danish Energy 1

2 Agency (DEA) on energy planning methodologies and approaches carried out under the name Ukraine-Denmark Energy Centre (UDEC). 15 million DKK fund IFU s Neighbourhood Energy Facility (NEF) for the period; however 4 million DKK of these are held in reserve as unallocated funds. NEF is a grant finance instrument linked to three IFU-managed investment funds: the Investment Fund for Central and Eastern Europe (IFCEE), the Investment Fund for Developing Countries (IFU), and the Danish Climate Investment Fund (DCIF). It promotes greening of non-climate related project companies, which IFU invested in and development of climate-related projects for IFU and DCIF co-finance. 9.5 million DKK are allocated to the E5P Regional Fund (E5P-RF), a grant facility managed by the European Bank for Reconstruction and Development (EBRD), which co-finances public sector energy efficiency (EE) and renewable energy (RE) projects in Armenia, Georgia and Moldova developed and debt-financed by EBRD, the European Investment Bank, the International Bank for Reconstruction and Development (IBRD), the Nordic Environment Finance Cooperation (NEFCO) and the Nordic Investment Bank (NIB). Ukraine-Denmark Energy Centre (UDEC) The Ukraine-Denmark Energy Centre (UDEC) is an authority-to-authority technical cooperation between the Ukrainian Ministry of Energy and Coal Industry (MECI) and the Danish Energy Agency (DEA). The Centre will facilitate technical assistance from DEA to 1) the State Agency for Energy Efficiency and Energy Saving (SAEE), which is responsible for EE- and RE action plans, and 2) to the National State Environmental Investment Agency of Ukraine (SEIA), which is responsible for UNFCCC (United Nations Framework Convention on Climate Change) reporting and for maintaining the national greenhouse gas registry. All three institutions have identified weaknesses in their data and planning work, which they intend to address with relevant technical assistance from DEA staff and external consultants. The objective(s) of the development cooperation among the parties is reliable data on energy consumption and supply and insights from simulations about complex system interactions that enable the formulation of well-founded policies and result-focused action plans for energy efficiency and renewable energy, the quantitative targets of which will be monitored during implementation with the help of well-functioning data collection systems. The identified technical assistance activities for the period are related to: (i) Establishing the national energy balance; (ii) calculating and registering the annual GHGemissions; (iii) monitoring the development of EE by industrial sub-sector; (iv) identifying methodology and tools for analysing the integration of RE-power in regional grids; (v) identifying methodology and acquiring and adapting software for energy system scenario analysis; (vi) analysing options for increased use of RE in the heating sector Requirements and expectations from the relevant parties: MoECI will sign Memorandums of Understanding with the other national collaborating organisations and appoint one staff to act as Head of the Centre from the Ukrainian Party on a part-time basis and one staff as Technical Coordinator on a full time basis. SAEE and SEIA will designate a chief responsible contact person at their institutions for their collaboration with the Centre and pertinent technical staff for participation in the activities defined in the Centre s annual work plans. The involvement of other relevant partners such as the State Statistical Office will be ensured. A Steering Committee, chaired by a senior MoECI representative with a representative from the Danish Ministry of Foreign Affairs as deputy chairman and with representatives from the collaborating external institutions and the DEA will provide the oversight over the Centre and be the decision making body on matters 2

3 related to the work programme and activities performed by the Centre as well as budget matters. The DEA will deliver technical assistance according to the peer-to-peer twinning approach. DEA will be responsible for the organisation and timely delivery of technical assistance provided by DEA staff to activities defined in the Centre s annual work programme. The senior Adviser will be stationed at the Centre in Ukraine. For each of the first three engagement outputs, a DEA staff will be appointed as key expert for the direct communication with the pertinent experts at the collaborating Ukrainian institution. External technical assistance to be delivered by other sources than DEA will be procured by the Danish Ministry of Foreign Affairs (MoFA) and tendered according to European Council Directives in case the assignment is above the EU threshold. The Centre will act as de facto technical client by providing the MoFA with detailed ToRs for the procurement of external technical assistance assignments based on the work programme and by participating in the selection of all consultants. 3. The Position 3.1. Title: Senior Adviser (N1) 3.2. Place of service: The Senior Adviser will be stationed at the Centre in Kiev Terms of Employment according to Danida staff rules. Contract period: The Senior Adviser will be contracted for a two year period and be stationed in Kiev. Below non-exhaustive brief benefits: Attractive remuneration package reflecting family status. Bonus after 2 years of service Special conditions of the function: The work consists of two phases: A preparatory phase and an implementation phase. The purpose of the preparatory phase is to establish the necessary foundation for the successful implementation and execution of the foreseen technical assistance activities and for the monitoring and evaluation of the programme during the period. The preparatory phase ends three months after programme start with the presentation of the inception report to the Steering Committee for its approval Area of responsibility/tasks: The Senior Adviser will assist the Head of the Centre from the Ukrainian Party and the Technical Coordinator in all aspects of management and implementation of the work programme of the Centre, including the timely production of outputs and outcomes in accordance with decisions made by the Steering Committee. The Senior Adviser will have a specific responsibility related to the coordination of the overall Danish contributions to the Centre. The Senior Adviser refers to 1) the Head of the Centre from the Ukrainian Party as regards prioritisation of daily tasks of the Centre and to 2) the Danish Energy Authority in Copenhagen for technical backup. 3

4 Preparatory phase: The Senior Adviser will support the Head of the Centre from the Ukrainian Party and the Technical Coordinator in the preparation of the Inception Report. The Inception Report is to contain the following: Detailed assessment of the capacity development needs at MoECI, SAEE, SEIA and other relevant partners such as the State Statistical Institute, which might be involved in the production of the outputs and outcomes, which have been agreed for the Centre. A detailed description of the content, scope and timing of each of the outputs. A detailed work programme for 2015 and an indicative work programme for 2016 and A detailed budget for the year 2015 and an indicative budget for 2016 and Detailed description of the organisation of the work activities during 2015, including identification of contact persons and technical staff at each institution, members of the working groups, and the key responsible DEA experts. An appropriate and specific TOR template that will be applied for each technical assistance input ensuring that i) timing and scope of input is consistent with the Centre work programme; ii) the Ukraine partner staffing and capacity is identified for each technical assistance input; iii) the technical assistance expertise and experience required is explicitly stated; iv) each technical assistance input produces a brief report summarising outputs delivered, quality assurance undertaken, how the inputs and activities contributed to outcome and outputs, and sets out concrete follow-up steps in a brief Process Action Plan(PAP). Detailed description of the monitoring and evaluation (M&E) system for the period with information on 2014 baselines and the benchmarks to be achieved during the period, including how data is going to be collected. The M&E system should as far as possible use the MoECI s monitoring framework while considering Ukraine s obligations, inter alia in terms of reporting, related to the Energy Community Treaty and UNFCCC mechanisms. Implementation phase: The Senior Adviser is to provide the following services during implementation: Technical assistance: Provide advice and technical support to UDEC on policy, planning and regulatory matters related to energy efficiency and renewable energy for power and heating based on Danish experience Technical advice to MoECI on issues related to the preparation of the National Energy Balance, energy planning tools, integration of intermittent RE-power supply in grids and increased use of RE in the heating sector Technical advice to SAEE on issues related to the monitoring of EE in industrial subsectors Technical advice to SEIA on issues related to greenhouse gas inventory The Senior Adviser will also contribute to topical energy system strategic analysis and national strategic energy planning with a view to the implementation of a low carbon strategy for the Ukrainian energy system that can feed into the Ukrainian policy making process Provide support on the transfer of Danish and European experiences on wind integration and planning of power grid and district heating into a Ukrainian context Review and comment on outputs submitted by DEA experts and contracted consultants. 4

5 Programming: Advise and assist the Technical Coordinator in preparing ToRs for DEA expert and consultant assignments and in clearing ToRs for technical assistance requested by collaborating institutions prepared by responsible staff from the pertinent collaborating institution In cooperation with the Head of the Centre from the Ukrainian Party, the Technical Coordinator and the designated responsible contact officers at the pertinent collaborating institutions, review and comment on end-of-mission reports by visiting DEA experts and contracted consultants Support the Head of the Centre from the Ukrainian Party and the Technical Coordinator in the preparation of the work programme and budgets, as well as semiannual Centre progress reports for approval by the Steering Committee Coordinate the overall Danish contributions to the Centre Participate in the Steering Committee meetings and submit presentations to the Steering Committee as requested Assist the Technical Coordinator in performing as Secretariat to the Steering Committee Support the Head of the Centre from the Ukrainian Party and the Technical Coordinator in coordinating the work of the UDEC with other capacity development processes, technical assistance activities and strategic planning exercises Provide documentation as needed to the accounts to be submitted by DEA Success criteria and expected programme targets: Reliable data on energy consumption and supply and insights from simulations about complex system interactions enable the formulation of well-founded policies and result-focused action plans, with progress towards the achievement of quantitative targets being monitored by well-functioning data collection systems Methodology available for systematic collection and interpretation of data for establishing national energy balance Methodology available for establishing and updating effective national greenhouse gases registry and UNFCCC reporting system Methodology available for the systematic collection of data for monitoring the evolution in the efficiency of energy consumption at industrial sub-sector level Methodology and software for energy system scenario analysis and evaluation of policy options in the energy sector Analysis of options for increased use of RE in district heating 4. Demand Profile/Qualifications 4.1 Requirements and expectations concerning the candidates formal qualifications: At least a Master s degree (or equivalent) in a relevant field. Extensive experience as energy economist / energy engineer / energy planner. In-depth knowledge of the methodologies for preparing national energy balances, inventory of greenhouse gas emissions from energy production and use, and for data collection for the monitoring of industrial EE. Experience working within one or more related fields such as: strategy and policy development, energy efficiency, renewable energy planning; renewable energy heating (biomass and solar), power system management. Project management experience in the coordination and delivery of technical assistance, exchange visits and technical secondment. 5

6 Strong knowledge of Danish energy policy and the Danish energy sector. Experience with larger complex analyses. Experience in design and development of policies and measures in the field of energy and ability to convert complex tasks into action oriented solutions. Knowledge of the Danish public and private energy sector and core comparative advantages of the Danish resource base within the energy sector. Prior work experience from transition economies, for example former Soviet Union countries or Eastern Europe. Knowledge of Ukrainian legislation is an advantage. Experience of working with Danida will be an advantage. Knowledge of the work and the procedures of the Danish Energy Agency is an advantage. Fluency in speaking, writing and understanding English is a requirement. Language skills in Ukrainian or Russian are an advantage. 4.2 Requirements and expectations concerning the personal qualifications of the candidates: Proven ability to work at national government level, and cooperate and communicate with local authorities and other development partners. Ability to support and promote the national Ukrainian partners ownership and commitment to achieving the goals and expectations defined by the Steering Committee. Ability to ensure progress in producing outputs and outcomes by providing advice and assistance. Ability to be a team-player and work in a team setting and be flexible. Ability to work as part of an interdisciplinary team with relations to different ministries and stakeholders. Ability to operate independently and take initiative. Excellent communication and reporting skills. ICT skills commensurate with the scope of the post. Interpersonal skills, a high level of courtesy, sensitivity and respect in order to interact within a multicultural environment. 5.
