1 IDAHO STATE UNIVERSITY OFFICE FOR RESEARCH DEVELOPING COLLABORATIVE PARTNERSHIPS FOR BUILDING RESEARCH AND SCHOLARSHIP Synopsis of Program: The Office for Research (OR) is soliciting internal proposals to support the development of large-scale, Interdisciplinary/Collaborative (I/C) research projects. These funds will enable the university to grasp opportunities that have the potential to propel ISU to new research prominence via strategic investment of targeted resources. OR will provide funds to enable the development of competitive proposals for new externally funded projects (EFP) which will increase externally funded research or scholarly activity in more than one college or department. The proposed EFP should address a new research direction that either builds on excellence or combines excellence in a new way. The proposed project should directly advance the potential success of a large-scale, collaborative EFP. This project will require mutual effort by faculty from various disciplines, likely involving more than one college, that offer opportunities for I/C research which is not easily provided by traditional, single-investigator awards. It is expected that each proposal funded by this grant program will facilitate or address the following: 1. At least one proposal to an external funding agency which will engage faculty from more than one department; provide at least $1.5 million in new research funding at ISU itself; attract additional postdoctoral researchers or PhD students to ISU; and engage a significant number of students (undergraduate, MS, and PhD) in the pursuit of research and scholarly activities. 2. Projects which develop proposals that pay full indirect costs, as outlined in the ISU negotiated indirect cost rate agreement will be given preference. 3. It is anticipated that the new proposals that are submitted for EFPs will extend and enhance the university s research, increase funding for scholarly activities from government agencies and private sources. Moreover, to the extent possible, the EFP would increase interactions with regionally-based entities, lead to industrially-sponsored research programs, enhance technology commercialization efforts, and/or enhance PhD educational opportunities. 4. It is expected funds awarded through this internal grant program will support the development and submission of a proposal to an external funding source within a maximum of one year from the internal grant project period end date.
2 Definition of Terms: Externally Funded Project (EFP) A research or scholarly project supported from funds that originate outside of the university and are typically acquired through a competitive grant process Large-scale For the purposes of this internal grant program, large-scale is defined as a proposal requesting a minimum of $1.5 million for new research or scholarly activities. Interdisciplinary - For the purposes of this internal grant program, a project that involves more than one department with in the university. Award Information: Anticipated OR Funding Level: o Total available program funds of $125,000 are provided by the Office for Research (OR) o It is anticipated individual Interdisciplinary/Collaborative (I/C) awards will range from $15,000 - $50,000. Deadline Dates: Written proposal: October 1 by 5:00 PM to the Office of Sponsored Programs & Support (SPS) as described below. It is anticipated that awards will be announced and funding available by November 1. (Should deadline fall on a weekend or holiday, proposals will be due the next business day) Internal grant project period: One year from date of award. EFP Submission: Within one year of funding end date. Reporting Requirement: Grantees must produce a new proposal for extramural funding as a final report within one year of the end of the internal grant project period. PIs that do not submit the required proposals will be ineligible for release of funds from any future OR initiatives, until this requirement has been met. If this extramural project is not funded, the principal investigator (PI) will keep OR updated with reviewer comments, plans for resubmission and date of full resubmission. Further, grantees will also be required to attend an OR sponsored Grant Writing Seminar or Workshop. These seminars are typically held once per academic year. Lastly, awardees may also involve the services of a proposal consultant to review their proposal for an EFP. Costs for such consultants should be included into this proposal.
3 Eligibility: ISU faculty who are in tenure or tenure track positions, as well as research faculty and clinical faculty are eligible to apply. If an application to this internal grant program has been declined for funding, the PI is allowed one re-submission of a revised proposal on the same subject in another grant cycle. Revised proposals must indicate changes from the previous proposal. In the case where an application to this internal grant program is funded, the PI is not eligible to apply for a Developing Collaborative Partnerships internal grant for three years from the project end date of the successful proposal. Proposals for EFP s that have already been submitted to an extramural agency, or those already reviewed and found non-competitive by an extramural agency, will not be reviewed. Projects must have at least three faculty (PI plus two co-pi s) representing at least two distinct administrative units (colleges or divisions). Evaluation Criteria: All proposals will be reviewed by the ISU Research Council with proposal strengths and weaknesses compiled. This information will be provided to the Vice President for Research and the Associate Deans for Research (or designee) from each college. A final decision on funding will be made by this group. In evaluating the proposals, consideration will be given to: The likelihood of long-term, active participation by faculty in the research program funded by the EFP. Are there enough faculty already at ISU in the project area to provide critical mass for the program? The potential of the leadership. Does ISU have faculty with established records who can provide necessary leadership for the effort funded by the EFP? The potential for the EFP to gain national recognition. Does ISU have the expertise and resources for the new EFP to become recognized nationwide for the expertise? The extent to which the EFP is an integral part of the university s strategic and academic plans. To what extent does the effort fit into the strategic and academic plans of the participating units, thus enhancing the institutions reputation? The extent to which the project will address specific questions that need to be addressed before a successful, competitive proposal could be submitted. If this proposal was not funded, would the potential for success of the EFP be significantly diminished? The extent to which the EFP would enhance the impact that ISU research has on the economy of the state. Will this EFP foster further industrially sponsored research, directly lead to intellectual property; or enhance technology commercialization programs?
4 The extent to which the EFP has a high probability of resulting in additional extramural funding. The potential to pay full indirect/overhead costs. Application Instructions: Internal Grant Proposal Format: Submit the required items (as applicable and described below) to the OR Office of Sponsored Programs & Support (SPS) at Stop 8046 or in person at the SPS offices located in the Business & Technology Center, 1651 Alvin Ricken Drive. You can also your completed proposal to resdev@isu.edu. Please follow up with SPS to make certain your proposal was received. -Proposal Cover Page (provided below), not included in the page limitations -Proposal Non-Technical Summary, limited to 350 words. Be succinct, use plain language understandable to a scientist/scholar/artist outside your field being certain to cover all points outlined in the proposal narrative, as listed below. Not included in the page limitation. -Proposal Narrative, as described below, limited to 10 pages of text (12 point, 1 inch margin on all sides). Proposed Budget (on the SPS template available on the SPS website at Funds are to be used for the development of a proposal for external funding. Potential budget items for this internal grant competition include, but are not limited to, released time, travel to meet with program directors or potential collaborators, consultant services for external review of the EFP proposal, allocable telephone and office supply charges, and other expenses directly related to the preparation of the EFP proposal. Proposal Narrative Part I: Description of EFP Major Research Effort: Describe the research effort for which an EFP is to be developed and submitted. Emphasize the cutting-edge aspects of the research and how they are interwoven and integrated to form the thematic basis for the EFP. This description should provide sufficient detail for reviewers to assess the research and scholarly merit; relevance to the project theme; and to determine how this theme fits into the strategic plans of the units participating in the project.
5 Moreover, this description should include a brief description of the federal agency, consortium, or private foundation Request for Proposals (RFP) to which the EFP will respond. The full RFP(s) to which responses will be prepared should be included in the appendix of this proposal. Should a current version of the RFP not be available, then the last published version of the RFP should be provided, together with a copy of any correspondence from a cognizant program director which indicates that she/he anticipates that a similar RFP is to be issued in the near future. If you are in need of assistance locating a potential RFP, please contact one of the Grants/Sponsored Programs Specialists within the OR Office for SPS. Education and Training: Describe the anticipated impact of the EFP on the educational mission of the institution. The impact should include an estimated number of students (K-12, undergraduate, MS, and PhD) whose education will be affected and the ways in which this education could be impacted. If special methods of recruiting, retaining and educating students from underrepresented groups are envisioned, descriptions of these methods should also be provided. Economic Development/Technology Commercialization: Describe the impact which, if funded, the EFP will have upon the state s economy, either through collaborations with industry or technology commercialization programs. This description should include brief descriptions of the industrial collaborations that could be fostered, and potential for the development of intellectual property which could be commercialized. All questions of intellectual property should be addressed to the Office for Research Technology Transfer Mr. Christopher Fasel, Director of Technology Transfer, fasechri@isu.edu. Interactions with Other Institutions: Major initiatives often involve collaborative work at one or more other institutions. Describe the portion of the EFP that you anticipate will be undertaken at partner institutions and the portion of the budget that will be dedicated to this interaction. Describe the strengths of those institutions, and why it is important to partner with this institution. Management Plan: Research programs require a significant management plan. Describe the strategies that will be used to manage the envisioned EFP. Include an organizational chart that illustrates the reporting lines (via departments, schools, colleges, etc)
6 Part II: Description of the activities to be undertaken with these internal funds Activities Describe the activities you will undertake to develop the required collaboration and subsequent proposal for external funds. Budget Provide a proposed detailed budget for the internal grant funds, using the budget template provided on the SPS website. Each expense proposed in the internal grant must be fully justified in a written budget justification with an expectation that any expense included will lead to enhanced potential for the EFP. An explanation of the departmental and college contributions to success should also be included. Matching Commitments: One measure of the importance of this project is the extent to which units are willing to commit funds to ensure the success of the EFP development process. While providing matching funds is not required for this internal grant proposal, it could strengthen this proposal. These funds can be used to provide student help; pay for travel to meet with appropriate program directors; collaborating institutional staff members; allocable telephone charges; utilize proposal consultants services; and other expenses associated with the development of the proposal. Appendices The following appendices are required: Two-page vitae of PI and co-pis. List of faculty who would participate in the EFP and associated academic units. Letters of endorsement from each responsible chair/director and dean. Information about commitment of funds and/or resources that will ensure the success of the preparation of the EFP proposal must be included in the letters. RFP(s) for the programs to which an EFP proposal will be submitted.
