4 New Prague Area Schools IEA Project # Management Plan for Underground Storage Tanks January Underground Storage Tanks New Prague Area Schools developed this Underground Storage Tank (UST) Program to prevent contamination caused by leaking tanks. The program focuses on inventory, inspections, and notification. The district s contact person for UST information is Craig Most, Director of Operations, at A regulated UST system is any one, or combination of, containers including tanks, vessels, enclosures, structures, and underground appurtenances connected to them, that is used to contain or dispense an accumulation of regulated substances, and where the volume, including the volume of underground pipes connected to them, is ten percent or more beneath the surface of the ground. 2.0 UST Regulations Tank owners and operators must comply with both state and federal regulations regarding underground storage tanks. In addition, the state and local fire marshal regulate USTs. USTs MN Rules Chapter 7150 and 40 CFR Part The following USTs are exempt from MPCA regulations: USTs with a capacity of 110 gallons or less Heating oil tanks with a capacity of 1,100 gallons or less for consumptive use on the premises where heating oil is stored (consumptive uses include the production of steam, process heat, and electricity or emergency power for heating only) Septic tanks Liquid traps or associated gathering lines directly related to oil or gas production and gathering operations 3.0 Tank Inventory The district owns and operates four tanks. An inventory of these tanks is listed below. 5 New Prague Area Schools IEA Project # Management Plan for Underground Storage Tanks January Release Detection Release detection is not required by the MPCA for underground storage tanks that contain heating oil for use on the owner s premises. However, the MPCA strongly recommends that the product level in the tank be routinely checked to help prevent contamination by a leaking tank or pipe. Release detection methods include automatic tank gauging, statistical inventory analysis (SIR), tank tightness testing, interstitial monitoring, and manual tank gauging. As a requirement by the Environmental Protection Agency (EPA), UST owners are required to maintain the following records for 10 years: Tank tightness test results Automatic tank gauge leak test printouts Monthly SIR analysis results Daily inventory records and monthly reconciliation of those daily numbers Manual tank gauging records for each weekly test and monthly calculations Line tightness test results Line leak detector function check results It is also recommended to maintain calibrations and maintenance records for the life of the tank. 5.0 Automatic Tank Gauging The district s tanks have automatic tank gauging installed for release detection and inventory control. The release test is conducted once per month. Maintenance and calibration is performed according to the manufacturer s recommendations, and records are maintained for at least 10 years. 6.0 Registration and Notification Owners and operators of petroleum or hazardous substance ASTs/USTs larger than 110 gallons must notify the MPCA of the existence of these tanks within 30 days. The owner or operator must also provide a 10-day advance notice for any UST install or closure project to be conducted. In addition, tank owners are required to notify the MPCA within 30 days of change of product or change of status of ASTs/USTs. The Notification/Change in Status for Aboveground Storage Tanks and Notification/Change in Status for Underground Storage Tanks forms are submitted if and when tank changes occur within the district.
