GENERAL Badminton Rules and Regulations 14/5/ RULES OF PLAY The Laws of Badminton from the Badminton World Federation, hereafter called (BWF) shall apply, except hereinafter modified. 1.2 POWERS OF THE ORGANISING COMMITTEE The organising Committee shall control and manage the business and affairs of the badminton event during the Australian Masters Games. 1.3 REFEREE a) The Organising Committee shall appoint a Referee (where possible) for the entire Australian Masters Games and the Referee shall be responsible for the application of the By-Laws and Match Regulations. b) The decision of the Referee on all protests and interpretations of the Laws of badminton and Event Regulations shall be final. 1.4 SHUTTLECOCKS Aeroplane EG1130 black label shuttlecocks will be used throughout the tournament. The Referee will decide which speed will be used in accordance with the BWF Rules. 1.5 REGULATION DRESS a) Acceptable sporting clothing suitable for Badminton/Tennis must be worn at all times whilst competing. Advertising on clothing is acceptable subject to BWF Rules. b) Footwear must be acceptable Badminton/Tennis type and be non-marking. c) Acceptability of dress shall be at the discretion of the Referee. 1.6 PENALTIES For any infringement of these Rules or Regulations, or acting contrary to the best interest of the Games, the Organising Committee shall have the power to impose any penalty that may be considered fitting, except in those cases where the penalty is specifically stated in these Rules and Regulations and elsewhere. Team Captains and Managers will be held responsible for the actions of their team members. In the Individual events, each player is held responsible for their actions.
2 1.7 APPEALS a) Teams shall have the right to appeal against the imposition of any penalties. Any appeals against a penalty shall be lodged with the Referee within 2 hours of receipt by the team of such notification. b) Appeals shall be heard by a sub-committee consisting of the Referee, the Sports convenor, Assistant Convenor and a representative from each competing State or Territory. c) The decision on any appeal shall be final. 1.8 TEAMS PRESENTATION FUNCTION At the conclusion of the Teams Events Gold, Silver and Bronze medals will be presented to the successful teams. 1.9 INDIVIDUALS PRESENTATION DINNER/DANCE On the evening of Friday 9th October a dinner/dance will be held at which Gold, Silver and Bronze Medals will be presented for the individual events. The cost of dinner/dance is to be paid by the individuals attending 2. TEAM & INDIVIDUAL EVENTS All players must be registered with the Australian Masters Games. 2.1 GENERAL The Organising Committee shall conduct the draw for the Teams competition in accordance with the BWF Rules in conjunction with the Referee. 2.2 ENTRIES Entries shall be made on the official form and lodged in the required manner with the Australian Masters Games accompanied by the appropriate fee. 2.3 REGISTRATION a) All players taking part in the Australian Masters Games must abide by all registration regulations. b) The Organising Committee has the right to reject or amend any application for registration. 2.4 ALTERATION TO TEAM COMPOSITION The playing of any player in a team other than that notified in the original entry forms is to be approved by the Referee. 2.5 GRADING OF TEAMS AND PLAYERS a) Notwithstanding the division of competition entered, the Organising Committee shall have the power to regrade any entry. b) The Organising Committee shall grade each team or player and this will apply for the duration of the Australian Masters Games. c) Any player ranked in a division cannot play in a lower division without the prior approval of the Organising Committee/Referee. d) Any team or player failing to comply with the Rules shall forfeit all the matches in which the offending player participated. e) If an event has to be cancelled due to lack of entries The Team Managers who nominated for the cancelled event will be contacted and advised that they have been regraded into an alternative event.
3 3. TEAMS COMPETITION 3.1 TEAM COMPOSITION a) No player can play in more than 1 team. b) Teams will consist of a minimum 3 men and 3 women with a maximum of 4 men and 4 women per team. Only 3 men and 3 women may play in any tie. c) No player may play more than 2 Doubles and 1 Mixed Doubles in any tie. d) A Round Robin format will be played in all Divisions. e) For an event to be held a minimum of 3 Teams is required. f) The Organising Committee reserves the right to combine events where the number of entries justifies that action. 3.2 TEAM FORMAT a) There will be 9 matches per tie. b) Each match will be the best of 2 advantage games to 21 points Rally Point scoring system. c) The tie will consist of 3 Men s Doubles, 3 Women s Doubles and 3 Mixed Doubles. 3.3 ORDER OF MATCHES The order of play each tie will be as follows: 3MD, 3WD, 2MD, 2WD, 1MD, 1WD, 3MX, 2MX, 1MX Team Captains may agree to a different order of play but if there is any disagreement then the above order will stand. Please note: This order is to try to eliminate the possibility of players competing in 2 matches in succession. 3.4 AGE GROUPS a) Age Groups b) The age of the competitor will be their age on the first day of the badminton events at the Australian Masters Games which is 3rd October c) There is no restriction for an older player competing in a younger group. 3.5 DIVISIONS There will be 3 divisions offered as follows: Division 1 - Elite Players, Former State and National Players Division 2 - Competition Players Division 3 - Social players If a team wins the Gold Medal in a Division at the 2013 Australian Masters Games and 60% of the team remain for the 2015 Australian Masters Games they will be required to play in the next Division higher. 3.6 MEDALS Gold, Silver and Bronze Medals will be awarded to First, Second and Third placed in Age Groups and Divisions. If Divisions are combined then the top 3 teams will be awarded Gold, Silver and Bronze irrespective of what Division they entered. All remaining teams in lower Divisions will be awarded the appropriate medals, unless they have already won a medal in the higher Division. They will then be ineligible to win a medal in the Division they entered. Therefore a Team can only win 1 medal.
4 3.7 ORDER OF PLAY a) All Team Captains must submit to the Referee at the Teams Captains meeting a full list of all possible Doubles and mixed combinations that may be played, in strict order of merit. If not listed they will NOT be able to play that combination during a tie. The Order submitted must be ranked in order of merit of the combination. i.e. a player may play the 1st men s doubles and the 3rd mixed doubles as long as the MD and XD combinations are in order of merit. The order cannot change throughout the Team s Event without the approval of the Referee. b) Team Captains must lodge their team scoresheet with the Referee 30 minutes prior to their next scheduled tie. c) Where a Team cannot field the required number of players in the team, they must list their team from the top positions, and these matches only shall be official and their points counted. Other matches may be played by any players but the points will not count. Matches to be played under this rule must be played last. The matches forfeited will start with the3md, 3WD, 3MX etc. The offending team/s must notify the opposition and the Referee prior to the commencement of a tie if they have to forfeit a player. d) All ties will be played on 1 court unless otherwise advised by the Referee. 3.8 SESSION TIMES a) There will be NO time limit on Team Events although Team Captains are responsible to ensuring that play in a tie is continuous. b) The session times will be set by the Organising Committee before the start of the event. c) All ties will be as stipulated in the official programme or as directed by the Organising Committee. d) The number of courts available may be varied to meet scheduling requirements. 3.9 START OF THE TIE If a tie is not started on time, the team responsible for the late start shall be penalised. For each 5 minutes delay, 5 points shall be deducted from the offending team at the end of the tie. Any Team more than 30 minutes late shall forfeit the entire tie. Teams must notify the referee that a team is not ready to commence the match concerned, so the penalty can be confirmed QUALIFICATION OF PLAYERS FOR FINALS a) No player shall be eligible to play in any tie unless the player has been registered as a Badminton Australian Masters Games Participant on the official registration form at the beginning of the event. b) The player must compete in at least 2 ties in the round robin format to be eligible to play in the finals MATCH SCORING a) The Rally Point System will be used. b) Each match will consist of 2 advantage games to 21 points. c) A Team which wins the most games during the tie is deemed the winner of that tie. If the games are equal then the team with the most points is deemed the winner. If games and points are equal, the tie will be declared a draw. d) In a forfeit situation the points are counted as a score for the team not forfeiting the match. i.e. The score for that match will be 21-0, In the event of a forfeit during a match the score of the forfeiting side stands and the opposition receives 21 points for each game not completed.
5 3.12 PREMIERSHIP TABLE a) The team that wins the tie receives 2 match points and the team that loses receives 0 points. If the games and points are equal, each team receives 1 match point. b) At the end of the round robin series, the team in each group having the greatest number of match points will be the winner of that group and will move into the knockout finals series. If match points are equal then the team with the highest percentage of games won. If still equal then the team with the highest percentage of points won. If there is only 1 group the winner will be decided on the same basis TIE RESULTS SHEETS a) Both Teams shall forward the original official tie result sheet for each tie, to the event control desk within 15 minutes of the completion of the tie. b) Result sheets shall be signed by the Captains of each team, who will be responsible for the completeness and accuracy of all details RESERVES a) In the event of a player being injured or becoming ill during a tie and they are unable to continue, a forfeit shall be given to the opposing team for all the remaining matches that the injured or ill player is scheduled to play during that tie. b) If a team has no reserves a substitute from a lower division may be able to play in all remaining ties provided the Referee has approved the substitution. 4. INDIVIDUAL COMPETITION Players can enter a maximum of 3 individual events. 4.1 GENERAL a) The Referee and the Organising Committee shall conduct the individual events in the manner to be determined for each age group/division subject to the number of entries and in accordance with the BWF rules. b) Notwithstanding the division of competition entered, the Organising Committee shall have the power to regrade any entry. 4.2 TIMES OF PLAY a) The Organising Committee shall advise all players entered, of the venue and event schedule. b) Players who are not present when called upon to play at or after the scheduled time shall forfeit the match, unless otherwise determined by the Referee. 4.3 DIVISIONS There will be 3 Divisions offered as follows: Division 1 - Elite Players, Former State and National Players Division 2 - Competition Players Division 3 - Social players 4.4 EVENTS The following events will be offered in each Age Group and Division: Men s Singles, Women s Singles, Men Doubles, Women s Doubles, Mixed Doubles
6 For an event to be held there has to be a minimum of 3 entries for that event otherwise the individual s concerned will be notified and placed in a lower age group and/or higher division. 4.5 AGE GROUPS a) Age Group: 35+, 45+, 55+, 65+ b) The age of competitors will be their age on the first day of the badminton event at the Australian Masters Games which is 3rd October c) There is no restriction for an older player competing in a younger age group. 4.6 MATCH SCORING The Rally Point System will be used: Best of 3 advantage games to 21 points. 4.7 FORMAT OF PLAY All Divisions offered will be in a round robin format with the winning player/s advancing to the elimination rounds if there is more than 1 group. If only 1 group the top player/s will be announced as the winner/s. 4.8 MEDALS Gold, Silver and Bronze Medals will be awarded to First, Second and Third in each age group of each division for the individual events. If divisions are combined then the top 3 players will be awarded Gold, Silver and Bronze, irrespective of what division they entered. All remaining players who nominated in the lower division will be awarded the appropriate medals, unless the lower division player wins a medal in the higher division they then will be ineligible to win a medal in the division they entered. Therefore players will only be able to win one medal. 4.9 WITHDRAWALS a) Players withdrawing from individual events after the draw has been completed shall not be eligible for any refunds. b) Players are to be available from the commencement of the badminton event of the Australian Masters Games until the last day of the badminton event. If players have to leave for any reason before the completion of the event, all their games will be forfeited. c) If illness or injury prevents a player/pair completing all the pool matches, all their remaining games will be forfeited.
7 5. UMPIRING 5.1 Teams Events All matches shall be umpired by players or appointed persons. Teams shall alternate umpiring each match with the first team on the scoresheet being responsible for umpiring the first match. Each team must supply 1 line judge per game. 5.2 Individual Events Players will be required to umpire as part of their obligations under the rules of entering the event. The losing player will be responsible for umpiring or providing an umpire for the subsequent game on that court or as directed by the Referee. Each individual must supply 1 line judge per game. 5.3 Scoresheets Umpires will collect the scoresheet from the Referee and when the game is completed return it to the Referee with the correct winner and score. Failure to abide by these conditions or assist when requested by an event official may result in disqualification or suspension from the event or events. 6. WALKOVER OR FORFEIT a) Walkovers or forfeits should not be given without a valid reason. b) The Organising Committee shall have the power to impose any penalty for each offence covered by this regulation. 7. APPEALS AND PROTESTS INDIVIDUALS All appeals and protests must be lodged in writing to the Referee within 30 minutes of the completion of the game in question. These rules are subject to change by the Organising Committee at any time.
