8 Objectives of the Carnot programme Derived from French the research pact, the objective of the Carnot programme is to develop partnership research in order to: Bring together the public research players and the socioeconomic world Make the transition from fundamental research to industrial research more fluid
9 Principles of the Carnot programme Defined in 2005, following a discussion on a new system inspired by foreign models (Germany, UK): Identifying, via a call for proposals, the institutes with a strong affinity with companies Awarding of a label by the French Ministry for Higher Education and Research for 4 years Funding proportional to the contractual income

13 Financing Funding allocated to the research organisations that agree to place partnership research at the heart of their strategy To support actions of: scientific renewing with a view to future exploitation of results (maintaining a phase advance in relation to the needs expressed by companies) ~ 80% of the total amount of the funding professionalism (tasks of management and administration of research) and development of the relationship with the players of the socioeconomic world (visibility) ~ 20% of the total amount of the funding
14 Calculation of the funding The funding must act as an incentive It is calculated over a base rate of eligible income which takes into account, for each Carnot institute: incomes from contractual research incomes from intellectual property consolidated annual budget of the Carnot institute The base rate is increased by 20% for contracts signed with SMEs
15 Eligible income General criteria (Board of the ANR, 2006): Income from research partnership contracts financed by public or private structures (excluding States, European Union, international organisations, national agencies) which are either the end users of the results or structures acting as intermediaries for users companies.

19 The programme is opening up to Europe A bilateral French-German ANR-BMBF agreement over a 3 years cycle Objectives of the Carnot-Fraunhofer dedicated calls for proposals: Create a close link for a long time between the 33 Carnot institutes and the 59 Fraunhofer institutes Work on strategic activity sectors identified by the institutes themselves Develop French-German collaborative research by improving the position and the image of public institutes of both countries. A big success and a high involvement of institutes: 2009: 11 financed projects 2010: 39 proposals, with: 28 Carnot institutes 36 Fraunhofer institutes 9 projects are funded
20 First assessment and prospects of the Carnot Programme
21 Assessment methodology Following the evolution in time of the turnover (amount, partners, customers, ) of each institutes (done by ANR) Monitoring of labelled institutes by mid term and final assessments (done by the Steering Committee) Impact assessment study, even if the programme is not old enough (in progress, by Ministry for Higher Education and Research and ANR) Making some polls in the scientific communities (public and private) about the image and the awareness of the programme (done for ANR by Opinionway): 9,376 contacts 1,984 answers, including 424 scientists from industry

24 First results There is a good balance between the research offer of the Carnot institutes and the industrial fields The Carnot institutes benefit from the strength of a network with an association as catalyst The Carnot institutes siphon off 30% of the company expenses to the public institutions, and this part is increasing The system (programme, label and institutes) put in place is promising and enables the growth of partnership income : +30% in 3 years According to a poll, this system begins to be well known and seems to be well estimate by the private sector
25 Prospects Starting of the «Carnot 2.0» programme process, following the positive decision of Ministry for Higher Education and Research regarding the future of the programme: End of the impact assessment study on the actual programme Definition on the new programme Launch of the Call Carnot 2, open to all the scientific community, at the beginning of November 2010 End of submission in January 2011 New label in April 2011 In the French economy recovery plan (a national loan of 35 b ), the Carnot programme was chosen as one of the investment of the future. Starting in 2010, 500 M (not expendable) will be dedicated to the programme, for funding some specific actions of the institutes.
