El Paso is the 17th largest city in the United States and the largest international border community. El Paso has also been recognized as the third safest city with a population of 500,000 or more for four consecutive years.( ) Responsible for oversight and operational control of all centralized and decentralized patrol, investigative (covert and overt) and special teams functions, directing an executive staff comprised of two assistant chiefs, three deputy chiefs, five commanders, and three captains. Provided management and oversight of over 1000 personnel and an operating budget of $90 million. Additional duties include: oversight of all community policing initiatives to include citizen advisory boards, crime prevention programs, and crime suppression strategies. Responsible for all training, disciplinary, and personnel issues Created and chaired the Shooting Review Board for officer involved shootings. Provided direction and over sight for the Department's Special Projects Team. Designated Department representative at City of El Paso's Emergency Operations Center and responded to several major events when activated. Implemented and chair department's COMPSTAT meetings Organized private security in collaborative Community Policing agreement entitled CLEPS (Consortium of Law Enforcement and Private Security) This community policing initiative was published in an article written by me in Law and Order Magazine and American Society for Industrialized Security Magazine.
