1 HALIDON PRIMARY SCHOOL POLICY ON BULLYING PREVENTION Rationale Halidon Primary School aims to provide a safe, secure and caring environment that promotes a culture where students strive to achieve their best. Our School does not tolerate bullying and expects all members of the School Community to treat each other with respect and dignity. HALIDON PRIMARY SCHOOL Definition of Bullying 38 HALIDON STREET KINGSLEY PERTH WA 6026 Phone: Fax: Bullying is when an individual or group misuses power to target another individual or group to intentionally threaten or harm them on more than one occasion. This may involve verbal, physical, relational and psychological forms of bullying.

2 Key Understandings about Bullying Behaviour Bullying takes many forms and can include: Verbal Bullying: The repeated use of words to hurt or humiliate another individual or group. Verbal bullying includes using put-downs, insulting language, name-calling, swearing, nasty notes and homophobic, racist or sexist comments. Psychological Bullying: Includes repeated stalking, threats or implied threats, unwanted or text messaging, abusive websites, threatening gestures, manipulation, emotional blackmail, and threats to an individual s reputation and sense of safety. Relational Bullying: Usually involves repeatedly ostracising others by leaving them out or convincing others to exclude or reject another individual or group from their social connections, making up or spreading rumours and sharing or threatening to share another s personal information. Physical Bullying: Includes repetitive low level hitting, kicking, pinching, pushing, tripping, ganging up, unwanted physical or sexual touching, and damage to personal property. Cyber Bullying: Involves the use of information and communication technologies such as , text messages, instant messaging and websites to engage in the bullying of other individuals or groups. This technology provides an alternative means for verbal, relational and psychological forms of bullying. Bystanders to Bullying: Bullying also involves the concept of bystanders. A bystander may be someone who sees bullying or knows about it but he or she is not usually directly involved. Everyone at the school can have a role in supporting those who are being bullied. All members of the whole school community at Halidon Primary School need to be aware of their role in supporting those who are being bullied and their responsibility to discourage bullying behaviours when they observe them. Any member of the school community can be a bystander and can act successfully to prevent or stop bullying. Sometimes it is difficult to act at the time of the bullying incident but reporting bullying behaviour is also important. Bystanders are encouraged to report to someone who can help, such as a member of the school staff. Terminology The Department of Education promotes the use of affirmative language that supports the values of the Curriculum Framework. The terms bullies and victims are not recommended as appropriate terminology to use when identifying, reporting, recording and responding to bullying incidents. More appropriate terms to use may include bullied students, students who are bullied, students who bully, students who engage in bullying behaviour and students who bully others. This will ensure that the unacceptable behaviours are separated from the students involved. This allows the behaviours to be addressed in a manner that remains respectful of the individuals.

3 Whole-school Community Rights and Responsibilities in Relation to Bullying Students, staff, parents, caregivers and the wider community have the right to a safe and supportive learning environment in schools. For this to occur all school community members have a responsibility to prevent and respond to reports and observations of bullying. MEMBERS RIGHTS RESPONSIBILITIES All students, teachers, parents, wider school community. Are supported in developing and implementing the school s plan to prevent and effectively manage bullying. Feel safe and supported in the workplace; access to curriculum resources suitable for supporting students in building positive relationships, resiliency, safety and bullying prevention; are informed of the school s plan on bullying; are treated with respect in the workplace; and access to professional learning in preventing and effectively managing bullying. Access to curriculum that supports the building of resiliency; are informed of the school s plan on bullying; and if involved, are provided with support to stop bullying. Expect children to be safe and provided with a supportive school environment and treated with respect; and are provided with access to information on the prevention and response strategies related to bullying. Strategic inclusion in prevention and bullying incident management. Establish positive relationships; and respect and accept individual differences. Provide leadership in resourcing the school s prevention and effective management of bullying; implement the school plan; ensure parents are informed of the school plan; and support staff to implement the school s plan. Promote and model positive relationships; participate in implementing the school plan to counter bullying; identify and respond to bullying incidents; teach students how to treat other with care and respect; teach students how to respond effectively to bullying; promote social problem solving with students; and respect and accept individual differences. Treat others with care and respect; and identify and respond effectively to bullying. Support and encourage children to treat others with respect and act in accordance with the school plan if they observe bullying; encourage children to report bullying incidents; and are aware of school plans and support school in effectively managing bullying. Provide support and input into the school s approach to preventing and managing bullying.

4 School Strategies to Prevent and Manage Bullying Whole-School Prevention Strategies Use of appropriate signage. shared leadership where a whole school pastoral care approach is promoted; a school culture that seeks to be proactive and restore relationships damaged through conflict; awareness-raising and planning to deal with specific forms of bullying in particular cyber-bullying and racism; conduct parent workshops to educate the community about cyber bullying; use the school newsletter to provide Cybertips for parents to lift/ maintain the profile of cyberbullying; a well-resourced and skilled student services team; close collaboration with parents and the wider community on bullying; develop active, trusting relationships among all school community groups; professional learning for staff and parents addressing bullying prevention and management; the use of whole school values approach professional learning for staff and parents on identifying the signs of a student being bullied, positive staff role modelling; use of buddy classes to build student relationships across year groups; Aussie of the Month Awards for respectful behaviour; and Collecting appropriate information so that preventative strategies can be monitored for success and changed if ineffective. Targeted Early Intervention Strategies use of cooperative learning strategies with students; effective classroom behaviour management methods that encourage empathy, social problem solving and positive action; developing trusting and inclusive classroom environments; encouraging and supporting help-seeking and effective bystander behaviour; reinforcing good examples of communication and conflict resolution; social problem solving approaches to resolve peer based conflicts; long term, whole school prevention curriculum which starts in the early years and includes: o understanding what behaviours constitute bullying; o why bullying is unacceptable; o the development of effective bystander behaviour; o understanding the school s processes for preventing and managing bullying. Awareness-raising of cyber-bullying and strategies to deal with it; Use of classroom resources to support classroom programmes.

5 School Strategies to Prevent and Manage Bullying (continued) Playground: a coordinated, highly visible and active approach to playground supervision; advertising safe places for students with different needs; identification of and supervision adjustments to high-risk situations; offering a range of organised activities during break times that encourage positive peer relations and networks; recognising and reinforcing positive playground behaviour and positive social relationships; recording and managing playground bullying incidents; and Providing equal access to developmentally appropriate outdoor activity areas and equipment for all students. Intervention for Bullying Incidents What will happen if you are bullying children? 1. You will be counselled by your classroom teacher. You will be given the opportunity to resolve the situation and discuss the issue with the person you bullied (Shared Concern/ Restorative Justice practices) 2. If you persist in bullying you will be referred to a member of the administration team for further counselling (Shared Concern process and/ or Restorative Justice) and to develop a solution to the problem. Your parents will be contacted. 3. If you are found to be bullying again a consequence will be applied. This may include: In school isolation (recess & lunchtime) Letter home to parents/parent interview. Counselling program. Loss of privileges. Suspension. 4. If bullying continues your parents will be called in to discuss further sanctions. 5. Hitting, kicking and fighting are breaches of the school Code of Conduct and may involve the immediate application of consequences. What to do if you are Bullied 1. Tell the bully to stop. State quite clearly that the behaviour is unwelcome and offensive. 2. Seek help. Talk about it to someone you trust. There is nothing so awful that we can t talk about it with someone. 3. Report it to a member of the school staff, a school councillor or your friend. Feel confident that any incident can be solved. 4. If you experience bullying on the way home from school please seek a Safety House. 5. Remember that bullies don t want to get into trouble, so speaking up and talking about it helps to prevent it.

6 School Strategies to Prevent and Manage Bullying (continued) What to do if you are aware someone is being bullied 1. Care enough to do something about it whether it affects you personally or not. 2. Support the person being bullied. 3. Don t stand by and watch get help. 4. Show that you and your friends disapprove of bullying. 5. If you know of bullying tell a staff member, councillor or buddy. CYBERBULLYING ACTION PLAN Due to the likelihood that cyber bullying will predominantly occur in the home environment and possibly then find its way into the school environment, we rely on parents to alert us in the first instance of any incidents. If an incident occurred at school it would be dealt with under our Computer Use Agreement policy as well as our existing bullying procedures. Parents are reminded that unless the cyber bullying extends to school and breaches our Behaviour Management Policy, staff at Halidon Primary School are unable to apply consequences and/ or interfere in these events. Parents will be advised of strategies they can employ for dealing with specific issues occurring off the school-site. Teachers are also aware of indicators to look out for that may indicate cyber bullying. The following process will be applied once an allegation of cyber bullying has been brought to our attention here at Halidon Primary School: 1. A written record of the allegation/ incident entered into Integris by an administrator, 2. Details forwarded to the class teacher and details sought as to whether any concern currently exists, 3. Staff advised to monitor and report any related observations, 4. If cyber bullying (origin of) is established in the school setting; proceed with Bullying Policy protocols, 5. Inform parents of students concerned that an incident has occurred and outline action plan, 6. Utilise available resources as needed (School Psychologist, Administration). 7. Monitor and review.

7 Parents Can Help TAKE AN ACTIVE INTEREST: - In your child s social life. - In what is happening at school. ENCOURAGE YOUR CHILD - To bring friends home. - To accept and tolerate differences in others. BUILD HIS/HER SELF CONFIDENCE - By recognising and affirming their positive qualities. - By valuing him/her for who he/she is. DISCUSS WITH YOUR CHILD - The school s expectations about behaviour. - Ways to respond if his/her rights are infringed. ENCOURAGE CONSTRUCTIVE RESPONSES - Physical bullying or persistent teasing should be reported. - Hitting back or retaliating with name calling won t solve the problem. SET AN EXAMPLE - Be firm but not aggressive in setting limits. - Be positive in the things you say and do BE ALERT FOR SIGNS OF DISTRESS - Unwillingness to attend school. - Dropping off in the quality of school work. - Damaged clothing or frequent loss of personal property. - Loss of confidence or mood changes. - Withdrawal from social activities. ACT - If your child is being bullied discuss the issue with the class teacher or member of the administration team.
