2 intellectual growth. Assists in observing individual and group activities for the purpose of assisting with assessments. Assist in the implementation of a safe, clean and healthy indoor and outdoor environment for the purpose of care and supervision of children. Assist with the inclusion of children with special needs. Encourage parents in the educational activities of the program and assist with promoting the parent as the child s main influence in their development. AA degree in Child Development, Early Childhood Education or related field with at least 12 units in ECE. Course work should include: o 3 units Child/Human Growth & Development o 3 units Child/Family & Community o 3 units Practicum/Curriculum Valid CA Child Development Associate Teacher Permit or higher. Family Service Advocate for Head Start Program $17 / hour 12 month/year round position This individual promotes family wellness & parent engagement and supports the implementation of the family partnership process. Operates as a liaison between classroom & home settings in the area of education, child development, nutrition, mental health and parent involvement. Recruits and enrolls and works closely with staff to ensure appropriate school attendance and continuous services for children and families. Conducts home visits for the purpose of developing/updating the family s needs assessment, advocacy and/or coordination or assessment of services. Develops an on-going partnership with parents by being respectful of families diversity and cultural background.. Coordinates and staffs the Center Parent Committees and is responsible for the tracking and record-keeping and data entry of service delivery inclusive of mental health, disabilities, health, nutrition and community services.,. Recruits, certifies & enrolls eligible children into the Head Start Program, maintains full enrollment at all times, orients parents to the philosophy, goals and objectives of the Head Start Program.
3 Conducts the Family Assessment Survey with each currently enrolled family to identify problems & concerns, links families with appropriate resource and referral systems and services. Provides information & orients families to the Health, Nutrition and Mental Health service areas and their requirements. Assists families with locating health & dental care. Completes health & nutrition assessment histories& generates Intra-Agency referrals as needed. Completes follow-up documentation on referrals, follows up on failed health screenings to ensure treatment is followed & child is re-screened by medical provider. Refers families to WIC, food banks & other appropriate health and nutrition programs, when needed. Responsible for the completion of all mandated health screenings within the designated time frame & all necessary follow treatment. Verifies documents & maintains completion of required immunizations and current T.B. clearance, participates in health screenings. Facilitate & provide assistance in the conduct of the parent involvement activities. Makes home visits when appropriate, a minimum of three per year. Provides all program staff with accurate & complete documentation of services to families & children maintaining confidentiality at all times. Provides Health, Mental Health education & resources materials to families. Maintain waiting list of income eligible & over-income potential clients. Provide crisis intervention for families including accompanying families to community agencies on an as-needed basis. Responsible for producing or providing information for the following reports: annual immunization report, child attendance reports (daily and monthly), meal counts, monthly reports, and the PIR tracking system. Inputs all children s electronic data tracking system. Keeps informed of community agencies, resources, workshops and classes, encourages parent participation in program and community events. Assists the Education Manager with monthly center parent meetings, provides committee members with support and encouragement and assists with center projects as needed. Review, revise and update Family Partnership Agreements as needed, record family accomplishments on Head Start Attainment form.
4 Qualifications Associate s Degree or higher in social work or related field and/or a Family Development Credential. Clerical experience (answering phones, taking messages and filing) Computer literate Bilingual: English/Spanish Disabilities Specialist for Head Start Program $20.77/ hour 10 month position Plans, supervises, coordinates and implements disabilities services for assigned client cases, evaluates individual development plans to assure IEP goals with established learning objectives. Responsible for the record-keeping,monitoring and data entry of program services, including information on child s IEP progress. Provides direction to staff on how to develope activities inclusive of children with special education needs and support to families to identify needed resources. Identify & analyze client needs given students with specialized learning needs Consider instructional & home environments in relation to disabilities Consider the types of coursework, instructional material & teaching methods Communicate with program staff regarding individual development goals. Host and attends meeting with the Local Education Agencies. Trains and evaluates staffs on Individuals with Disabilities Education Act and Americans with Disability Act Attends IEP meetings to assure the program is the least restrictive in meeting the child s goals.
5 BA in Special Education, Social Welfare or specialized training and coursework in child development & counseling students with special needs. Masters degree in related field preferred. Three years experience as a disabilities specialist with an education or social services agency similar to Head Start clients. Bilingual English/Spanish. Nutrition Specialist for Head Start Program $50, month consultant position The Nutrition Specialist works with program coordinators & management to administer the Child and Adult Care Program (CACFP) to assure effective implementation of regulations regarding food orders, menus, safe food handling, proper records administration. in and staff training. Responsible for ensuring the well-being of children with special meals, record-keeping and data entry. Participates in parental education activities regarding proper nutrition and conducts monitoring of classroom meal service delivery. Maintain production records, meal counts & menus in accordance with Head Start Performance standards. Order food items & works with staff to assure compliance with health & safety standards, including clean cooking, serving practices and kitchen & service areas. Visit school sites on a regular basis to monitor & observe meal service in the classroom & provide teachers with a checklist of all things that should happen at meals. Monitor students with food allergies and lactose intolerance. Work with Lunch Application office to ensure that families have submitted a timely application for benefits and monitors eligibility of students in the Head Start Program. Maintain budget & inventory records.
6 BA in public health, dietetics, health/nutrition education, health administration, maternal and child health or related field. Three (3) years of technical experience under the direction of a registered dietician, health coordinator or nutritionist involving nutrition planning, cooking & food preparation. Must be certified by the Commission of Dietetic Registration. Able to communicate effectively with both children & adults. Bilingual English/Spanish Parent Education Specialist (Home Visitor) for Head Start Program $17.31/ hour 10.5 month position The Parent Education Specialist provides home-base services to Head Start qualified children and families. Works in partnership with the parents in supporting the child s growth and development. Encourages parents to participate in the development of the lesson plan and participation in socializations. Recruits and enrolls eligible families and maintains the families file to ensure compliance with record-keeping, data entry and collaboration with other program services. Develops an on-going partnership with parents by being respectful of families diversity and cultural background. Provide children with a learning environment which will help them develop socially, intellectually, physically & emotionally in a manner appropriate to their age & stage of development. Involve parents in the educational activities to enhance their role as the main influence in their child s education. To increase parent s knowledge, understanding, skills & experiences in child growth & development. Identify & reinforce experience which occur in the home, which parents may utilize as educational activities with their children.
7 Using programs curriculum, prepares lesson plans according to child & family needs to create an Individualized Educational plan for each child. Maintains confidential records of all activities/interactions. BA in Child Development or related field. Bilingual English/Spanish. At lease one (1) year of experience working with Head Start, low-income, high risk children and their families. CA Child Development Center Permit or Child Development Teacher Permit or higher. Must possess and maintain a valid CA driver s license, reliable automobile and liability insurance, and driving record acceptable to agency s insurance carrier. Feels comfortable working with clients in a variety of settings including their homes. Home Based Manager for Head Start Program $55,000 yearly salary Year round/12 month position Responsible for the administrative services of the Home-base program. Oversees (3) Assistant Home-base managers and ensures compliance with Head Start Performance Standards, LACOE s GIMs, CACFP (socializations) and best practices. Audits files and reviews all monitoring completed by the Assistant Home-base Manager. Ensures compliance with data entry and record-keeping plus analyzes assessment and screening results for the monthly reporting. Plans, directs and facilitates meetings among the home-base program. Assures compliance with overall program services and is a participant in the Multi-disciplinary team. When needed will conduct home-visits and socializations.. BA in Early Childhood Education & at minimum three (3) years of experience in teaching preschool age children.
8 Valid CA Child Development Program Director Permit. Ability to problem solve, plan, evaluate & utilize program analysis. Experience in managing government funded child care programs, preferably Head Start/Early Head Start. Bilingual English/Spanish preferred. Home-Base experience preferred. Home Based Assistant Manager for Head Start Program $45,000 year salary Year round/12 month position With the guidance of the Home-base Manager, coordinates and oversees the parent education specialist. Assist the Home-base manager with establishing goals and practices for the home-base program services. Indoctrinates parents regarding curriculum & standards to achieve adult literacy/esl competency & participates in teaching functions, monitors student progress and attainment of development goals. Responsible for monitoring home-visits, socialization and audits home-base files to assure compliance with record-keeping and data entry. Conducts reflective supervision with Parent Education Specialist and co-facilitates home-base meetings. Assist the Home Base Manager with maintaining compliance with relevant Head Start Performance Standards, CACFP (socializations) and LACOE s GIMs. BA in Early Childhood Education/Child Development or related fiels withat least 12 units in Early Childhood Education. Three (3) years experience as a teacher in a licensed child care center or a comparable child care group program serving children under five (5) years of age, including one (1) or more years of experience in a supervisory capacity. Valid CA Child Development Supervisor Permit or higher. An Administrative Services Credential is desirable. Bilingual English/Spanish preferred.
9 Health Manager for a Head Start Program $55,000 yearly salary Year Round/12 month position The Health Manager Coordinates the organization & delivery of medical & dental services by working with the community organizations, specialist & local providers. Develops memorandums of understanding and and negotiates contract with providers. Responsible for monitoring health and safety as detailed by Community Care Licensing Division, Head Start Act and Performance Standards, California Health and Disabilities (CHDP) Periodicity Schedule for Health Assessment required for the age group served. Coordinates and plans health service programs and utilizes data to prepare program reports and compliance. Provides training to staff and develops policies and procedures aligned with all State and Federal mandates. Periodically audits children s files to comply with record-keeping and data system. Directs activities to provide parents with health related workshops/trainings. Leads the Health Service Advisory Committee and develops a network of medical and dental resources. Prepare & update annual Health Services Action Plan & standards & procedures for providing & evaluating health care services, including development histories for children. Coordinate & plan health screenings, staff & parent education, community outreach & health committee activities. Develop & maintain community resource networks. Coordinate child study teams & multi-disciplinary teams for intervention & follow up purposes. Utilize data management systems to track & monitor cases and the effectiveness of service delivery. Produce periodic status reports regarding health services. Licensed RN or LVN through the California Board of Behavioral Science. Three (3) years of professional health services experience involving the administration or direct medical services of medical services with public health, nursing, health education, health administration or maternal and child health. Able to communicate effectively with children & adults.
10 Bilingual English/Spanish Compliance Coordinator for Head Start Program $40, month/year round position Coordinates the management data system and processes to ensure collected data is accurate, analyzed and reported to Administrative staff. Conducts monthly audits on all program services, develops processes within systems to ensure the collection of data is accurate, timely and compliant with Head Start Performance Standards and LACOE s GIMs. Prepares routine & comprehensive assessment reports; implements procedures for continuous monitoring of Head Start services., PROGRAM SELF ASSESSMENT/MONITORING DATA MANAGEMENT Plans, develops and implements and conducts an on-going monitoring and selfassessment program; provides leadership in the step by step process of implementing the self-assessment/monitoring process. Analyzes and interprets self-assessment/monitoring results; informs program management of noncompliance issues and develops strategic plan to address areas of noncompliance; prepares self-assessment finding(s) report for the Head Start Director, governing bodies and other management staff; oversees the compilation of the Program Information Report (PIR) to include teaching staff requirements; develops quality data management and assurance systems; provides guidance to partner staff in interpreting Head Start requirements as it relates to data collection and reporting; coordinates or participates in regular site visits to review files, validating PIR information; establishes and maintains data management processes and systems including specialized procedures for disabilities services; and prepares routine and comprehensive reports as necessary. Develops and implements procedures for continuous monitoring of Head Start operations to ensure that these operations effectively implement Federal regulations; provides leadership with program managers of each performance standard area to ensure that any findings requiring correction are completed within specified timelines and the performance standard area is returned to full compliance; assists the Director in assigning responsible staff for addressing
11 compliance issues; assists in the development of corrective action plans and monitor their implementation; designs a conflict resolution process to be used when there is non-agreement between members of the team; and interprets and applies Federal and state regulations and statutes, and policies appropriate to program activities. BA with major coursework in Early Childhood Development, Education, Human Development, Family Development, Social Services or a related field. A Master's degree is desirable. Five (5) years of job related experience with demonstrated competence in monitoring data integration and analysis and mandated for Head Start programs. Minimum of five (5)years of experience in a Head Start or Early Head Start Program is preferred.
