Documents managers must turn in at check-in: 1. Team Roster - with player names, uniform numbers, birthdates 2. Hold Harmless Waiver completed and signed by each player s parent /guardian 3. Insurance Certificate submitted via at least two weeks prior to tournament start date Birth certificates - must be maintained by the managers and made available should a request be made ** Failure to provide any paperwork will result in the player or team being unable to play until all paperwork is turned in ** Each team is responsible for its own insurance. A copy of your insurance certificate must be provided via to the tournament director (tournaments@mbsaonline.org) at least two weeks prior to the tournament start date. Note: Your insurance must name Mundelein Park and Recreation District as an additional insured. 14U Baseball Teams must name Fremont Township as an additional insured. 2 Page 2 General Rules for Baseball: The Official IHSA Baseball Rules, with the exceptions and variations contained in the following supplemental baseball rules, shall govern the playing rules. Teams will play at designated fields at times directed by the tournament officials. All teams must be ready to play 20 minutes prior to the start of their scheduled game. In that way, if the field is ready prior to the scheduled start, we can begin play early and ensure we eliminate unnecessary delays. Nine (9) players must be ready to play at the scheduled start time of the game or the game will be forfeited. In a doubleheader situation, another 30 minutes will be allowed for the team to field enough players for the 2 nd game, or game two will also be forfeited. In the event a player is injured or otherwise cannot participate in the game, that player can be removed from the game without penalty provided the team still has at least 9 players. However, that player cannot return to that game or any other game that day. A team may finish a game with less than 9 players, in that case, an out will be recorded each time that lineup position comes to bat. Any player arriving late must be added to the end of the batting order and reported to the opposing team and the umpire. Free substitution (except for pitcher) and roster batting applies. Courtesy runners are permitted for the player who plays the pitcher or catcher position in the next inning and only after two (2) outs. The courtesy runner must be the last batted out. A forfeited game will be recorded as a 6-0 shutout. At the umpire s discretion, a pitcher may be removed from that position if, in the umpire s opinion, said pitcher s control poses a risk to the opposing team s batters. The home team is the official scorekeeper. No protests allowed; decision of umpire and/or tournament director is final. The Tournament Director(s) reserves the right to change the game schedule, time limit and/or match-ups if weather or time constraints interfere with the schedule, or for the betterment of the tournament. In the event of a forfeit for a rules violation, the MBSA Board reserves the right to rule the offending team ineligible for the playoffs and no refund will be given. The Tournament Director(s) makes all final decisions on items not covered in these rules. BAT RULES: 8U division - All metal and alloy bats with a max barrel of 2 1/4 inches, max BPF of 1.15, max length of 33 inches, max drop of Minus 12. Composite barreled bats meeting these requirements will be allowed if they are approved for Little League play as evidenced by a stamp on the bat. The USSSA 1.15 stamp is also acceptable. 9U, 10U, 11U & 12U divisions - All metal and alloy bats with a max barrel of 2 5/8 inches, max BPF of 1.15, max length of 33 inches, max drop of Minus 12. Composite barreled bats meeting these requirements will be allowed if they are approved for Little League play as evidenced by a stamp on the bat or including the USSSA 1.15 stamp. 13U & 14U divisions - All metal and alloy bats with a max barrel of 2 5/8 inches, max length of 34 inches. For 13s max drop of Minus 8; for 14s max drop of Minus 5 Composite barreled bats meeting these requirements will be allowed if they are approved for Little League play as evidenced by a stamp on the bat. All BBCOR bats will be allowed. Discovery of an Illegal Bat: o Any batter that enters the batter s box with an illegal bat (i.e. does not comply with the MBSA Bat Rules) shall be called out immediately upon discovery (via appeal or umpire s call). The batter may also be called out after his/her time at bat is complete, so long as the illegal bat is discovered prior to the first pitch of the following batter.

3 Page 3 SAFETY RULES: A player must avoid contact on a close play. In the judgment of the umpire, if a player maliciously forces contact on the play, he will be called out and could be ejected from the game. If the tag attempt is up the line, the runner is not expected to slide prematurely, but malicious contact is still prohibited. No head first slides allowed. A player is allowed to dive back to a base he previously occupied. A player will be called out if attempting a head first slide while advancing bases. If a batter attempts to fake bunt, then pulls the bat back and swings, he will be called out. Only adult coaches are allowed to coach the bases. All batters, runners, and batboys must wear helmets with earflaps. Players may warm up a pitcher, however, they must wear protective headgear and mask. Sportsmanship: No arguing or harassing of the opposing players, coaches or umpires is permitted by anyone - including fans. Anyone using profanity and/or displaying excessive temper will be ejected from the facility. Managers are responsible for the actions of their team and fans before, during, and after the game. Please Note IHSA Rule any member of the coaching staff, who was not the head coach or designee in Rule 3-2-4, and leaves the vicinity of the dugout or coaching box to dispute a judgment call by the umpire, both the head coach and offending coach shall be restricted to the dugout for the remainder of the game, or if the offense is judged severe enough, the umpire may eject the offender and restrict or eject the head coach. Ejection of a player, coach or fan will result in suspension for the remainder of that game and the next game. This will be removal from the game site. Any second offense will result in the player, coach or fan being banned from the complex for the remainder of the tournament/league. Pitching/ Inning Limits: Pitchers are limited to two (2) innings pitched in each game played (in both pool play games as well as play-off games). Once a pitcher delivers one pitch to a batter, or makes or attempts a play, that pitcher shall be charged with one inning pitched. Pitchers may pitch in more than one game in a day. No more than five (5) warm-up pitches between innings or seven (7) warm-up pitches after a pitching change. Teams are allowed 3 offensive and 3 defensive time outs per game. One charged defensive conference is allowed per pitcher. The second defensive conference while the same pitcher is on the mound (regardless of the same or subsequent inning), that pitcher shall be removed. Once there have been 3 charged defensive conferences, the pitcher must be removed each trip to the mound therafter. Once a pitcher is removed from the mound, he may NOT return in the same game as a pitcher. Balks: Each pitcher will be allowed one balk warning before the balk rule is enforced. Mercy Rule The TWELVE (12) RUN RULE takes effect at the completion of three innings (2 ½ if the home team is ahead). The TEN (10) RUN RULE takes effect at the completion of four innings (3 ½ if the home team is ahead) The EIGHT (8) RUN RULE takes effect at the completion of five innings (4 ½ if the home team is ahead)

4 Page 4 Supplemental Baseball Rules: Base Paths and Pitching Distance: 14U - 90 foot bases with a pitching distance of 60 feet 6 inches 13U - 80 foot bases with a pitching distance of 54 feet 11U/12U - 70 foot bases with a pitching distance of 50 feet 10U - 65 foot bases with a pitching distance of 46 feet 9U - 60 foot bases with a pitching distance of 46 feet 8U - 60 foot bases with a pitching distance of 42 feet 8U rules are modified as follows: No Leadoffs, No Balks, No Dropped Third Strike, No Bunting Bat barrel limit is 2 ¼ (see Bat Rules on page 2) Infield fly rule shall not be in effect Stealing is allowed only after 2 outs and only after the ball crosses the front of the plate. Runners may never steal home. A runner cannot advance on an overthrow/misplay on a safely stolen base. Runners may take a secondary lead after the ball crosses home plate; a runner may advance 1 base on an overthrow from the catcher attempting a pick off throw to any base. Play is dead when the pitcher gets the ball on the mound. If a runner is less than half way to the next base, he must return to the previous base Innings will end with three outs or six (6) runs being scored, whichever comes first There are walks and strikeouts (4 balls, 3 strikes). No coach bail out No metal cleats 9U rules are modified as follows: No Leadoffs, No Balks, No Dropped Third Strike Players may steal after the ball crosses the front of the plate on a pitch Stealing home is permitted No metal cleats 10U/11U/12U rules are modified as follows: Base runners are permitted to leadoff prior to a pitch being thrown Dropped third strike rule will be in effect Bat barrel limit is 2 5/8 (see Bat Rules on page 2) No metal cleats 13U/14U rules are modified as follows: Base runners are permitted to leadoff prior to a pitch being thrown Dropped third strike rule will be in effect Bat barrel limit is 2 5/8 (see Bat Rules on page 2) o 13U division: maximum drop of -8 o 14U division: maximum drop of -5 Metal cleats are allowed All rules will apply to the end of season tournament/playoffs. There is no time limit in the Championship Game only.

5 Page 5 Pre and Post Game Protocol: There are three baseball batting cages located within the main baseball complex. A double cage is located just south of the concession stand and a single cage between the Juniors and Red Monster fields. The single cage located just west of the Juniors Softball Field is designated for softball use only, and softball teams will get priority. No players should be in or around the cages without adult supervision. o Access to the cages is on a first-come, first-serve basis. Teams should be respectful of one another and share cage time - 20 minute maximum use while there are teams waiting. The first team arriving at the field will have choice of dugout during pool play games. During playoffs, the higher seed will have dugout choice. In pool play games a coin flip will be used to determine home team prior to the start of the game. Higher seed team will have home/away choice throughout the play-offs. If there is a tie for higher seed, a coin flip will be used to determine home team. Teams will alternate home and away in the fall ball pool play, double-header games. Team s warm-up activities should be conducted in the outfield of their field of play. Please keep your players off the infield until game time. There will be NO swinging of bats (e.g. soft toss, hitting sticks, temporary batting nets, etc.) outside the field confines. This is for safety reasons, as these areas will be congested with fans. Players, parents, and coaches should clean up the field, dugout, and spectator areas after each game. Many of our fields have electronic scoreboards. We encourage parents and siblings to help out by operating the scoreboards for the games. Roster: Teams will be allowed 15 playing members on their roster. No additions/changes to the roster will be allowed after your first game begins. All players must wear matching uniforms with numbers. Only those players listed on the team s roster are considered eligible players. Any players participating in a game who are not listed on the team s roster will be considered ineligible players. The team will forfeit any game(s) the ineligible player participated. Players are only allowed to be on the roster of one team in each MBSA event. (i.e. - players are not allowed to play on a 12U and 13U team in the same MBSA tournament). Failure to comply with this rule will result in a forfeit of any games the ineligible player participated in. Player s age will be determined by their age as of May 1 of the current year for baseball Fall League only - A player must play in at least 50% of the team s pool play games to be eligible for the playoffs. Innings & Weather Delays:

6 Page 6 Baseball, all age levels all games are 6 innings in duration. No new inning may start after 1 hour and 40 minutes in pool play and in playoffs. The time will be determined by when the last out of the second half of the inning is made, to avoid stalling. The same time limit applies in playoff games. ** There is no time limit in the Championship Game. If, in the judgment of the umpire, a team is attempting to delay a game in order to reach the game time limit, the following penalties will be assessed: 1st offense Warning, 2nd offense Automatic out in that team s next at bat, 3rd offense Game Forfeit If weather, darkness, or lightning delays interfere with play so that the game is halted, it will be considered a complete game after 3 innings, or 2 ½ innings if the home team is ahead. o If the game is not complete when weather, darkness, or lightning delays it, we will attempt to reschedule the game and it will resume where it left off; however, due to time constraints, the game could be considered complete, and not made up, even if these inning minimums are not met, in order to continue with the tournament. In this case if a rained out game cannot be completed, it will revert back to the last completed inning. Pool play games can end in a tie. If a playoff game is in a tie situation, the team with the higher seed will be declared the winner. In the event the Lightning Detection Siren goes off, games will be stopped immediately and all teams must vacate the fields. The game will resume where it left off once the all clear signal is given. The time lost due to the lightning delay will be added on to the game time. However, the umpires and/or tournament directors have the authority to reduce the time limits in order to finish the game in a timely manner and continue with other tournament games. Playoff Tiebreaker Rules: Pool Play/Regular Season games CAN end in a tie. No "California Rules" in Pool Play/Regular Season. Since we cannot end playoff games in a tie, we will use modified "California Rules" to determine a winner should we have a tie game when the time limit is reached. These rules apply to all playoff games except the Championship Game, as there is no time limit in Championship Games. o the inning will start with one out o last batted out from previous inning will be placed on second base o first scheduled batter (and all subsequent batters) comes to bat with a 1-1 count o the inning continues until 3 outs are reached o the game will continue this way until we have a winner or we have played two hours and thirty minutes o if we do not get a winner by the 2:30 mark of the game, we will revert back to the last inning the game was not tied and declare the team that was ahead at that point the winner. o If the game is still in a tie situation, the team with the higher seed will be declared the winner. Playoff Seedings: The Tournament Director reserves the right to change the match-ups or format, in the best interest of the tournament Tie-breakers for seeding are applied in the following order: o overall record o head-to-head competition o runs allowed throughout the pool play competition o runs scored throughout the pool play competition o coin toss by the commissioner In the event that more than 2 teams are tied and more than 1 team will be moving on. The tie breakers will be applied until one of the teams is declared the winner over the remaining teams, then continue with the tiebreakers, where we left off, to separate out the next teams in line. If all regular season/pool play games are not completed, seeding for playoffs will be based on games played and all tie breakers will be applied.

7 Page 7 Reporting of Scores: Both team s managers must or text their scores to their League Director or an MBSA official within 20 minutes of game completion. Scores/Standings will be posted on the MBSA website. Awards: Awards for first place and second place teams in the Championship Bracket will be provided. Refunds and Weather: The goal will be to play as many games as possible. If an event is cancelled at any time or shortened due to inclement weather or field conditions, MBSA will issue credits as follows: If the tournament is cancelled and no games are played, a 75% refund to cover tournament expenses incurred (awards, etc.) will be returned to each team. o 1 game started: 50% refund o 2 or more games started: No refunds due If Championship games are affected by weather, the tournament directors reserve the right to award champion and 2 place awards based on, but not limited to, pool play results. nd Registration fees must be paid in full in order to reserve a spot for your team. Teams that cancel their reservation more than 45 days prior to the start date of the tournament will receive a full refund ONLY if a replacement team is found. Teams cancelling within 45 days of the start date of the tournament do not receive any refund no exceptions.
