5 Data Sources and Methodology The data used to measure Public Agriculture Expenditure (PAE) are drawn from three main sources: Statistics on Public Expenditure for Economic Development (SPEED) (IFPRI 2013); African Union s Agricultural Expenditure Tracking Survey (AETS) (AUC 2008); and various national sources compiled by the ReSAKSS regional nodes and country SAKSS nodes. First, total expenditures from 1980 onwards were obtained from the SPEED database. Then, data on the share of PAE in total expenditure were compiled based on available data from all the different sources, using more recent sources where there are competing sources for any data point. These two were used to obtain the amount of PAE by multiplying the total amount with the shares. For missing observations in total expenditures and PAE, gaps were filled using extrapolations based on annual average growth rates that were estimated with the observed data. These were then used to fill in missing observations in the shares of PAE. To remove the influence of inflation over time and to more reliably compare expenditures across countries, total expenditures and PAE in current local currency units (LCU) can be converted into constant 2005 purchasing power parity (2005 PPP$) using PPP conversion factors, which were obtained from the World Development Indicators (WDI) (World Bank 2013) based on GDP current LCU and GDP constant 2005 I$ values.
