2 Overview of telecommunication Bodies in Italy There are three governmental Bodies responsible in the use of radio spectrum in Italy, with different roles: Ministry of Communications Authority for the guarantees in communications Ministry of Defence 7-88 ottobre

3 Ministry of Communications The Ministry of Communications is responsible for the civil use of Electronic Communications both via cable and via radio frequencies, in particular in the development and adoption of technical implementing measures aimed at ensuring harmonised conditions for the availability and efficient use of radio spectrum. The Ministry exercises its function through an headquarter based in Rome and 16 Regional Inspectorate based in the most important cities ottobre

11 Authority for the guarantees in communications The Authority for the guarantees in communications is a regulatory body mainly tasked to adopt regulations for the introduction and the exploitation of new communication services 7-88 ottobre

12 Authority for the guarantees in communications The Authority is also competent for the following tasks related to frequency management: in the broadcasting service, draws up, in co-operation operation with the Ministry of Communications the plans for the assignment of frequencies, to establish equitable conditions for the competition in licensing monitoring of the contents of broadcasting programs 7-88 ottobre

13 Ministry of Defence The Ministry of Defence is responsible, in accordance with the NFAT, for the use of radio spectrum for military purposes, operated by: Army Air Force Navy Arma dei Carabinieri 7-88 ottobre

16 Wi.Fi. Before the year 2003 in Italy was forbidden the public access to the Radio LAN applications The interest expressed prevalently by Internet providers for the public service hustled the Ministry of Communications to make a public consultation on the issue 7-88 ottobre

17 Wi.Fi. The result of consultation lead to the allowance, in line with EU recommendation, of the public of the access to the Radio LAN. There were limitations on the geographical areas of coverage and on the interconnections between access point of different operators Now all restrictions have been removed 7-88 ottobre

18 Wi.Fi. This application is considered very interesting to supply Internet access in geographical areas not yet reached by broadband services, such as little town but also to supply access to public services in great cities ottobre

19 Wi.Fi. Some municipality intend to offer the access to the public services through Wi.Fi. in a nomadic way to the citizen; an example is the municipality of Rome that plan to cover with free access Wi.Fi. the public parks 7-88 ottobre

22 Digital Video Broadcast Terrestrial Italian current situation: At t least four national broadcasters have a coverage greater than 70% of the population with one or more digital multiplexer ; - All national broadcasters have the obligation to cover 50% of the population with digital or by signal directly operated or, as content provider, through stations owned by different operators; 7-88 ottobre

23 Digital Video Broadcast Terrestrial - All local broadcasters must transmit at least for 24 hour per week a digital program; - A national or local broadcaster can became a network operator in DTT if he reaches the 50% of population coverage with transmitters directly owned ottobre

24 Digital Video Broadcast Terrestrial Ministry s initiatives aimed to easy the translation from analogue to digital: - In n the years 2004 and 2005 to the users which bought an interactive decoder was given an economic contribution; as a result were bought decoders in the 2004 and in the 2005; one more million of decoders have been bought without financing ottobre

25 Digital Video Broadcast Terrestrial - The Italian administration has decided to start, from the end of January 2006, with two all digital regions; those regions that will anticipate the switch off are Valle d Aosta and Sardegna ottobre

26 Digital Video Broadcast Terrestrial Operators initiatives: - The introduction of the possibility for the user to receive through the DVB- T some encrypted programs, namely football matches or film, using a prepaid rechargeable smart card; 7-88 ottobre

27 Digital Video Broadcast Network typology: Terrestrial - Italian DTT system is designed for fixed reception and for 3SFN networks; - The national networks are composed by regional networks each of the 1SFN typology; - Local networks can be composed by SFN departmental (provincial) networks ottobre

28 Digital Video Broadcast Terrestrial Most recent scenarios: - There are some request, by broadcasters and manufacturers, to start the experimentation of DVB-H as further step on the development of broadcast digital systems ottobre

29 Wi.MAX Recently in Italy there as been a strong request to introduce the WiMAX application, namely the devices compliant with the IEEE standard. In Italy the frequencies candidate by WiMAX forum to be used for licensed applications are currently used by Ministry of defence for transportable radio relays and for mobile radars. Is in course the attempt to reach an agreement based on the possibility to give to the Ministry of defence an amount of 200 MHz of spectrum in the adjacent frequencies band as a condition for obtaining the aauthorisationauthorisation to use for civil applications the WiMAX band ottobre

30 Wi.MAX Ministry of defence allowed the starting of a limited number of experimental trials in same locations and on a limited number of frequencies: - 31 different manufacturers have gained the authorisation to experiment their products - has been authorized an amount of more than 51 trials - the trials are performed in 9 different areas 7-88 ottobre

31 Wi.MAX Basic questions about regulatory regime: - public or private access or both? - lincenses issued al national or local level? - introduce or not asymmetrical mesures? - how to issue licences (tender, beauty contest,, first came first served, auction)? 7-88 ottobre

32 Wi.MAX - which kind of channel plan to use? - to limit the WiMAX service to the nomadic applications or to allow also the mobile applications? 7-88 ottobre
