1 A study of future spectrum requirements for terrestrial TV and mobile services and other radio applications in the MHz frequency band, including an evaluation of the options for sharing frequency use from a number of socioeconomic and frequency technology perspectives, particularly in the MHz frequency sub-band Rainer Wegner Ministry of Economics and Technology Frequency Policy Berlin
2 Federal Ministry of Economics and Technology commissioned the Institut für Nachrichtentechnik (Institute for Communications Technology) at the Technische Universität Braunschweig with completing an expert study and analysis on the future usage of the UHF-Band. The study is available: Starting point: World Radiocommunication Conference 2012 (WRC-12) allocated a) MHz to Mobile Service (co-primary)/identification to IMT b) the allocation is effective immediately after WRC-15 one of the c) lower edge subject to refinement at WRC 2015 >> Task: ITU JTG 4567>> EuMW2013 2
3 Starting Point: DTT (DVB-T) is phased out in the Band MHz (Digital Dividend ) Outlook realistic scenarios Near-term switchover from DVB-T to DVB-T2 - DBV-T2 may start 2017 simulcast 2020 (public broadcast) - part of spectrum ( MHz) co-allocated to Mobile Service (right after WRC-15) and could be used by other applications (later) - simulcast shifting of about 120 TV broadcasting stations - PMSE systems may require additional frequency designation outside the UHF band (L-Band, 1,8 GHz) EuMW2013 3
4 Fail switchover to DVB-T2 - multiple consequences - terrestrial TV broadcasting will be phased out - development of new band plans for alternative usages - live video to portable and mobile receivers will require innovative solutions (EMBMS) - PMSE systems may require frequency designation in and outside the UHF band - consideration of the concerns of cable network operators EuMW2013 4
5 Future spectrum requirements Broadcasting: - broadcasters will continue DVB-T broadcasting (DVB-T2) - consolidation of the usage of channels would be required - demanded spectrum for private broadcasters to be reviewed - consolidation within the channels 21 to 48 will be possible - possible to free up from channel 49 for other uses in medium - discussion of guard band requirements (ch. 48) - definition of remaining demand related to switch to DVB-T2 (how many programs will be distributed in SD and HD) EuMW2013 5
6 Future spectrum requirements Commercial mobile service broadband applications - frequency usage rights to mobile operators in Germany have been granted in a total of 613 MHz in the 800 MHz, 900 MHz, 1800 MHz, 2100 MHz and 2600 MHz frequency bands (all LTE), 1035 MHz of spectrum has been flexibilized. - German networks handle 120 million mobile connections - predicted spectrum requirements still increasing (ITU-R M. 2072, add. studies) - current EU-Policy: 1200 MHz for Mobile applications from current German broadband policy: country wide coverage 50 MBit/s 2018 Assumption: there may be a need for further spectrum to achieve political goals EuMW2013 6

8 Future spectrum requirements Public Protection and Disaster Relief (PPDR), the military services and operators of critical infrastructures - the need of additional spectrum to communicate high-speed, missioncritical data from applications such as helmet cameras, video transfer to control centers, links from mobile operation units to central databases and transmission of location updates from helicopters is accepted - increasing numbers of unmanned drone vehicles and aircraft are noted - CEPT recommended minimum 2x10 MHz (ECC Report 199) - National authorities demand minimum 2x20 MHz (preferably 700 MHz-Band) EuMW2013 8
