1 DIRECTORATE OF INDUSTRIAL TRAINING 1. Senior Hospitality Officer (Grade 9) HRA/DIT/01/ Post Reporting to the respective Centre Manager, the job holder will be responsible for: a) Implementing policies, guidelines and procedures governing hospitality section; b) Advising Management on issues relating to hospitality; c) Researching on and developing aesthetic settings; d) Implementing and enforcing of quality policies; e) Supervising and managing staff; f) Budgeting for the Hospitality section ; g) Liaising with procurement and accounts for timely procurement of supplies; h) Developing specification for their supplies. a) Have a degree in either hotel and catering management or hotel and hospitality management from a recognized institution: OR Have a degree in any other field and a diploma in either of the following disciplines, catering and hotel management, hospitality management or institutional management from a recognized institution b) Have attended supervisory skills development course not less than two (2) weeks. c) Have at least five (5) years relevant experience in the hospitality industry; d) Be proficient in computer applications e) Meet the requirements of Chapter six of the Constitution on Leadership and Integrity. 2. Industrial Training Officer III (Grade 7) HRA/DIT/02/ Posts Reporting to the Senior Industrial training Officer, the job holder will be responsible for: a) Developing training plans ; b) Implementing training plans; c) Preparing assessment tools and materials; d) Setting and marking of examinations, guiding and assessing trainees in their course work; e) Preparing and organizing training materials; f) Preparing work plans and budgets; g) Maintaining training equipment in desired conditions; Page 1 of 10

2 a) Be a holder of Diploma in mechanical, electrical/electronics, automotive, building and construction, refrigeration and air conditioning, P.V. solar installation, textile, fashion & design from a recognized institution; b) Be in possession of a relevant competence certificate; c) Be in possession of instructor s training course of not less than 4 weeks from a recognized institution; d) Have experience of not less than two years in the industry; DIRECTORATE OF FINANCE AND LEVY ADMINISTRATION 3. Manager Finance (Grade 12) HRA/DFLA/01/ Post Reporting to Director General, the job holder will be responsible for overseeing the implementation of sound financial management and control systems as per the International Financial and Accounting Standards.The job holder will also be responsible for: Establishing of sound financial policies, systems and procedures in compliance with statutory regulations; Continuously monitor and review management system and recommend changes as required; Designing and implementing internal control procedures and production of reports on all financial transactions; Preparing financial forecasts, cash flow projections and computation of expense ratios; Coordinating the budgeting process, monitoring cash flow and overseeing the organization s financial performance against the budget and operational goals; Coordinating annual audits in compliance with International Accounting Standards; Maintaining liaison with relevant Government departments for necessary consultation on financial matters to ensure the Authority complies with financial statutory regulations; Ensuring timely preparation and reconciliation of debtors schedules, generation of management reports relating to revenue and receivables; Evaluating revenue collection returns being received from centers; Formulating and implementing credit control and cash management policies; Updating bank reconciliations of all the service bank accounts and ensure prompt settlement of payments; Page 2 of 10

3 Managing relationships with financial service providers, monitor bank service fees and address quality issues; Conducting benchmark studies of banks and their services to evaluate whether they fit with the Authority s requirements. a) Have a Master s degree in the following discipline: MBA-Finance or Accounting option, MSc. Finance or Accounting option or any other related field from a recognized institution; b) Have a Bachelor s Degree in Commerce, or Business Management specialising in Finance or Accounting or any other related field from a recognized institution; c) Have attained full accounting qualifications (CPA (final),acca) or equivalent qualification; d) Have at least ten (10) years relevant work experience in State owned organization three (3) of which must be in a Senior Management level; e) Have a Management/Leadership course lasting not less than six (6) weeks from a recognized Institution; f) Have attended a Senior Financial Management course lasting at least four (4) weeks from a recognized Institution; g) Be proficient in Financial management based computer application skills; h) Be a registered member of ICPAK in good standing; i) Have demonstrated a high degree in work ethics and competencies. j) Meet the requirements of Chapter Six (6) of the Constitution of Kenya on Leadership and Integrity. 4. Assistant Training Levy Inspector I (Grade 7) HRA/DFLA/02/ posts Reporting to the Senior Levy Inspector, the job holder will be responsible for: a) Assessing eligibility of registration of employers; b) Registration of employers; c) Informing employers on operation of training schemes; d) Maintaining register for registered contributors; e) Verifying levy payment records. a) Have KCSE C- ; b) Have at least a Diploma in Law, Industrial Relations, Labour Management, marketing or any other business related course, OR CPA/CPS part II, CIPS level IV c) Be Proficient in computer applications Page 3 of 10

4 INTERNAL AUDIT DEPARTMENT 5. Manager Internal Audit (Grade 12) HRA/IA/01/ Post Reporting functionally to the Board of Directors through Audit and Compliance Committee and administratively to the Director General, the job holder will be responsible for developing strategies to ensure assurance that the Authority s network of risk management, controls, and governance processes, as designed and represented by the management are adequate and functioning. The job holder will also be responsible for: a) Being the Secretary to the Audit and Compliance Committee of the Board; b) Promoting good corporate governance and compliance with various laws and regulations impacting on the Authority s operations; c) Developing a fraud investigation strategy and ensuring its implementation; d) Developing and implementing sound Audit Management Systems in accordance with International Auditing Standards; e) Liaising with the External Auditors; f) Coordinating responses to Management letters from the external auditors; g) Coordinating Implementation of recommendations of Public Investment Committee (PIC) reports h) Coordination on risk management exercises and ensuring implementation of Risk Management Framework; i) Undertaking special audit investigations as may be required from time to time; a) Have a Master s degree in the following discipline: MBA-Finance or Accounting option, MSc. Finance or Accounting option or any other related field from a recognized institution; b) Have a Bachelor s Degree in Commerce, or Business Management (Finance or Accounting option) or any other related field from a recognized institution; Page 4 of 10

5 c) Be a Certified Public Accountant (CPA) /Certified Internal Auditors (CIA) Finalist or equivalent qualification from a recognized Institution; d) Have at least ten (10) years relevant work experience in State owned organization three (3) of which must be in a Senior Management level; e) Be a registered member of ICPAK in good standing; f) Have a Management/Leadership course lasting not less than six (6) weeks from a recognized Institution; g) Be Proficient in Computerized Accounting/ Auditing skills; h) Meet the requirements of Chapter Six (6) of the Constitution of Kenya on Leadership and Integrity. 6. Internal Audit Assistant (Grade 7) HRA/IA/02/ Posts Reporting to the Internal Auditor II, the job holder will be responsible for: a) Post-auditing of payment documents to confirm compliance with set internal controls; b) reviewing of internal control systems and reporting on any weaknesses; c) undertaking specific audit assignments and preparing detailed audit observation reports; d) checking on budgetary controls to ensure compliance with the set budget and work plans; e) checking on internal controls on levy collection to advice on deviation in approved levels; f) confirming that the Authority s assets, plant and equipment, supplies, stores are appropriately recorded and the registers are maintained; g) following up on implementation of recommendations of the external auditors. a) Have a Diploma in Accounting/Internal Audit, OR CPA II /(CIA) II from a recognized Institution; b) Have at least two (2) years relevant work experience; c) Be Proficient in computer applications in Accounting/Audit packages. 6 LEGAL AFFAIRS DEPARTMENT 7. Legal Officer I, (Grade 9) HRA/LA/01/ post Reporting to the Manager Legal Affairs Officer, the job holder will be responsible for: a) Monitoring compliance with legal regulatory framework; b) Advising on negotiations of contracts, tenders and agreements, MOU; c) Interpreting legal opinions and offering guidance on legal requirements; d) Advising on principals of corporate governance; e) Prosecuting and representing the Authority in law courts and quasi-judicial tribunals; f) Drawing and executing letters of offer/contract; g) Preparing and filing of pleadings for and on behalf of the Authority. a) Have a Bachelor s degree in Law, b) Have a Post graduate diploma in Law from Kenya School of Law; c) Be an Advocate of the High Court; d) Have at least three (3) years relevant work experience in a State Owned Organization; e) Be a member of Law Society of Kenya (LSK); f) Demonstrate a high degree of professional competence; g) Be Proficient in computer applications. SUPPLY CHAIN MANAGEMENT DEPARTMENT 8. Manager Supply Chain Management (Grade 12) HRA/SCM/01/ Post Reporting to Director General, the jobholder will be responsible for coordination of various activities in procurement and delivery of inputs for specified requirements in accordance Page 6 of 10

7 with Public Procurement and Asset Disposal Act 2015 and any other laws and policy documents that impact on procurement. The job holder will also be responsible for: a) Ensuring that all procurements are carried out in line with the Public Procurement and Asset Disposal Act b) Advising the Authority on all procurement issues; c) Formulating, interpreting and implementing the procurement regulations; d) Ensuring that processing of tenders for procurement of goods and services are as per the laid down policies and procedures; e) Formulating and implementing strategies on local and overseas procurement of goods and services f) Reviewing of procurement policies and procedures based on best procurement practice g) Identifying potential cost saving areas through competitive tendering and negotiations; h) Liaising with other heads of Directorates/ Departments in identifying, planning and budgeting for development of procurement plan. a) Have a Master s degree in Supply Chain Management or any other relevant, related and equivalent qualifications from a recognized Institution; b) Have a Bachelor s degree in Supply Chain Management, or any other relevant, related and equivalent qualifications from a recognized Institution; c) Have a Post graduate diploma in supply chain management (level VI); d) Have at least ten(10) years relevant work experience in State owned organization three (3) of which must be in a Senior Management level; e) Have a Management/Leadership course lasting not less than six (6) weeks from a recognized Institution; f) Be a member of Kenya Institute of Supplies Management (KISM) or any other relevant professional body; g) Demonstrate high degree of professional competence in Supply Chain Management work and administrative capability in work performance and results; h) Meet the requirements of Chapter Six (6) of the Constitution of Kenya on Leadership and Integrity; Page 7 of 10

8 i) Be Proficient in computer applications skills. 9. Senior Supply Chain Management Assistant(Grade7) HRA/SSCMA/02/ post Reporting to the Supply Chain Management Officer I, the job holder will be responsible for: a) Assisting in procurement; b) Assisting in preparation of procurement plans c) Market survey and researching on procurement matters d) Preparing periodic and annual reports and returns; e) Analyzing vendor tenders; f) Preparing purchase orders from vendors; g) Expediting outstanding purchase orders. a) Have a Diploma in Supplies Chain Management or CIPS Part I ; b) Have at least 2 years relevant work experience in a state owned organization; c) Be Proficient in computer applications ; CORPORATE COMMUNICATION DEPARTMENT 10. Manager Corporate Communication (Grade 12) HRA/CC/01/ Post Reporting to the director general, the job holder will be responsible for developing and implementing the Corporate Communication strategy for the Authority to ensure that communication is clear, compelling and consistent across all channels to reinforce the Vision, Mission and Objectives of the Authority, address publicity and coordination of National and International events and promoting the corporate image of the Authority. The job holder will be responsible for: Page 8 of 10

9 a) Advising the Authority on corporate communication; b) Formulating corporate communication policies, strategies, programmes and planning; c) Liaising with National and International stakeholders on corporate communication issues; d) Coordinating research and development on emerging issues related to corporate communication; e) Preparing corporate communication reports and briefs; f) Linking the authority with stakeholders. a) Have a master s degree in Communication/Journalism/Public Relations/International Relations from a recognised Institution; b) Have a bachelor s degree in Social Sciences; c) Have a Post Graduate Diploma in Communication/Journalism/Public Relations/International Relations from a recognised Institution; d) Have at least ten (10) years relevant work experience in a State owned organization three (3) of which must be in a senior management level; e) Be member of a relevant professional body; f) Have attended a leadership course lasting not less than six (6) weeks; g) Be of good interpersonal and communication skills; 11. Senior Corporate Communications Officer (Grade 10) HRA/CC/02/ Post Reporting to the Corporate Communication Manager, the job holder will be responsible for: a) Implementing the corporate communication strategy for the Authority; b) Creating awareness to the public through mass media on the Authority activities and programs; c) Implementing programs for promoting the Authority s external image and promoting good public image; d) Editing and dispatching information for dissemination to the public and the media; e) Liaising with the media in a proactive manner to highlight the Authority s roles in promoting industrial training and other related issues; Page 9 of 10

10 f) Gathering information on programmes and significant events and the impact on customers; g) Organizing events under the guidance of the Manager Corporate Communications; h) Producing the Authority s journals and press releases. a) Have a bachelor s degree in Social Sciences; b) Have a Post Graduate Diploma in Communication/Journalism/Public Relations/International Relations from a recognised Institution; c) Have at least five (5) years relevant work experience in a State owned organization; d) Be member of a relevant professional body; e) Have attended a strategic leadership course lasting not less than four (4) weeks; f) Be of good interpersonal and communication skills; Page 10 of 10
