Constraints and facilitating factors 1.1 Improvement in key health indicators especially amongst disadvantaged groups IMR reduced from 58 to 28 per 1,000 live births MMR reduced from 301 to 100 per 100,000 live births Transmission of wild polio virus interrupted by end-2008 Ensuring access to and quality of essential care contributed to the reduction of IMR from 58 in 2005 to 50 in 2009 and MMR from 280 per 100,000 live births in 2005 to 230 in Polio cases in India have fallen from 559 in 2008 to one case in Key expected results were set in line with the ambitious goals of the GoI 11th Five Year Plan. Janani Suraksha Yojana cash transfer scheme has been a great contribution to institutional delivery increase. Despite the progress, the scale of operations makes the polio eradication efforts very challenging. 1.2 Malnutrition reduced from 46 % to 24 % Proportion of children under age 3yrs. This resulted in 19.7 million people abandoning open defecation per year in rural India between With UNICEF advocacy, handwashing has been integrated into WASH in schools and anganwadi programmes. Global Handwashing Day has been mainstreamed into a national one month long sanitation and hygiene campaigns reaching over 40 million children across India every year. Net enrolment ratios increased from 84.1% in 2001 to 95.5% in Impressive growth has been seen in gross completion rates at primary level from 90.2% in to 97.6% in Development Services and National Rural Health Mission frontline workers and expanded partnerships with local NGOs have translated into rapid and sustainable increase in key infant feeding and family care indicators. Even with the significant investments in sanitation, progress is slow and hardly keeping pace with population growth. Challenges remain as more than 600 million people still defecate in the open. Major factors contributing to this shortfall are the 139 million increase in population between 2000 to 2008 and the poor prioritization and stigmatization of sanitation in India. UNICEF worked closely with GOI, civil society and other partners and focused its support on SSA to ensure greater access to education, enrolment and improve learning outcomes of the most marginalised groups of children.

RTE enactment and 19 States/UTs notifications with mandate for child friendly schools made possible through UNICEF-GOI-civil society partnership ICO launched an online advocacy and supporter engagement campaign, AwaazDo: Speak up for every child s right to education to raise awareness of child rights and the RTE Act. 3.1 Reduction in HIV prevalence rate among vulnerable groups: 70 million young people have correct knowledge of HIV/AIDS 40 % of all HIV positive pregnant women have access to PPTCT services 40,000 HIV positive infants on ARVs National HIV/AIDS prevalence rate Percentage of HIV infected young people aged Number of HIV positive infants on ARVs Winner of the prestigious e-governance national award, District Information System for Education provides online school report cards of more than 1.3 million schools to map disparities and make/monitor plans under Sarva Shiksha Abhiyan (SSA) through UNICEF- MHRD-NUEPA collaboration Adult prevalence rate decreased from 0.9% in 2005 to 0.3% in Percentage of young people aged with comprehensive correct knowledge on HIV and AIDS, transmission and prevention increased from 17.7% in 2001 to 35.8% in 2006 among male and 13.8% to 29.3% for female in corresponding years. National AIDS Control Organisation has conducted a comprehensive mapping and triangulation of data, allowing more accurate estimates of people living with HIV. One area that needs to be strengthened is the estimates for the number of children infected and those affected (living in a family with HIV). The number of positive children on Anti- Retroviral Therapy increased from 6,000
4 in March 2007 to 22,896 in Strengthened policies, budgets, laws, norms, guidelines and tracking systems on children in need of care and protection and children in conflict with the law 5.1 Strengthened policy framework and implementation capacity of large scale state and national programmes to reduce disparities among disadvantaged groups Existence and implementation of specific legislation and polices on child protection issues Expenditure on child protection as percentage of GDP Public expenditure on eight flagship schemes as percentage of GDP Availability of data disaggregated by gender, caste and district Among 40,631 HIV positive pregnant women, about 26% has accessed and received PPTCT services and treatment in With UNICEF technical support, GOI approved and launched the Integrated Child Protection Scheme in 2009, bringing a holistic approach to child protection in India and an increase in budget allocation for the sector. Studies on allocations, expenditures, utilisation and constraints, especially in the key flagship programmes, were conducted in seven states and two districts. This has led to 11 policy briefs analyzing fiscal space, social sector budgetary allocations and expenditures that have an impact on public policy implementation and well-being outcomes of children. There is limited understanding and sensibility on child protection and budgetary provisions are still far behind other sectors. Limited data on child protection issues, particularly on the services available for children in need of care and protection hamper effective strategy development. The establishment of the Forum on Child Statistics has taken time to gain GOI approval. UN Joint Support to Census, with UNICEF training support to 2.7 million enumerators and supervisors. Support provided to Census 2011 and establishment of CensusInfo Dashboard providing user-friendly disaggregated data. Other initiatives such as the Survey on Measuring Outcomes for Children,
5 5.2 Informed public discourse on the status of children, MDG realization, the required policy framework and the reality of the implementation of flagship schemes Existence of specific policies, public monitoring of schemes, use of data in public discourse which will address data gaps in a concurrent manner. MWCD led a participatory process, involving both government and civil society to assess progress in implementation of the CRC. This led to the Third and Fourth Periodic Reports on the CRC and the Initial Reports on its two Optional Protocols being submitted to the Committee in Geneva. Advocacy led to increased appreciation by the Ministry of Rural Development for measuring use of improved sanitation in addition to toilet construction. This also resulted in acceptance of Joint Monitoring Programme indicators. The assessment brought a very broad participation of 590 NGOs and alliances in 21 states and Union Territories. GOI's preparation and submission of the CRC Third and Fourth Periodic Reports and the Initial Reports on the two Optional Protocols has accelerated implementation. 5.3 Capacities of public administration and community groups enhanced for effective implementation of integrated behavior change communication strategies % of annual communication budgets in flagship schemes earmarked for review of communication strategies The Situation of Children in India: A Profile has been published, underlining disparities and current situation of children and women in India. This has informed the problem analysis for the GoI-UNICEF Country Programme , participated by government, civil society, donors and UN agencies. Capacity development for key flagship schemes behaviour and social change communication conducted in collaboration with MWCD, MHFW and MRD. Such efforts resulted in more effective utilisation of the substantial The government departments managing the flagship schemes have limited capacity for communication planning and implementation while the capacity gaps in this area are not seen as priority. These flagship schemes have large IEC

Critical behaviours identified in Facts for Life and prioritised by the GOI s national programmes have been creatively packaged into a daily teleserial, Kyunki Jeena Issi ka Naam Hai. The entertainment education serial has reached 145 million viewers, resulting in enhanced knowledge amongst women (15-35) on safe mother health and child survival issues. UNICEF provided substantial support to the establishment of NGO Unified Response Strategy to disasters, enabling a system of unified response in humanitarian emergencies, including developing mechanisms, capacities and protocols for information sharing, prepositioning, coordination and collaborated response in humanitarian emergencies. Community Based Disaster Risk Reduction has been implemented in five states as per the needs of at-risk communities. Community disaster risk resilience enhanced in 3,500 villages. budgets that need to be utilised in a more strategic way, as opposed to the production of messages. UNICEF has been an active contributor to various National Disaster Management Authority core groups that frame policy documents. State and district disaster management authorities have just started evolving, giving UNICEF an opportunity to engage and advocate for adequate focus on needs (short, medium and long term) of the most vulnerable women and children.
