1 M E M O R A N D U M DATE: September 4, 2013 TO: Weston Centre Tenants FROM: Tammy Cunningham Vice President RE: Fire Drill Meeting REMINDER We will be conducting a full building evacuation fire drill on Monday, September 23 rd, at 2:00 pm. Each suite is asked to designate one person per floor to act as the Floor Warden. If there is more than one suite on a floor, each suite is asked to designate an Area Warden. These people will be responsible for an effective evacuation. There will be a meeting conducted by Building Management along with the San Antonio Fire Department on Monday, September 9th, at 11:30 am to review the building emergency action plan and prepare for the fire drill. All Floor and Area Wardens are asked to attend. Lunch will be provided. You may RSVP for the luncheon on the attached form labeled Fire Evacuation Team. I have attached a form for each tenant to fill out of the designated evacuation team assigned to their specific suite/floor(s). Please the completed form to me at tjames@westoncentre.com by Thursday, September 5th. Also, attached is a copy of the Emergency Action Plan for Weston Centre. Please give a copy of this plan to each member of your fire evacuation team. This plan will outline the responsibilities of each member of the Tenant Evacuation Team. If you have any questions, please give me a call.

4 FIRE EMERGENCY PLAN IN CASE OF FIRE: 1. IF YOU SEE SMOKE OR FIRE, IMMEDIATELY: A. Activate the fire alarm pull station and call the Courtesy Desk at (24 hours). Call the Fire Department (Never assume someone else has!) Information to be given to the Fire Department: 1. Address East Pecan, Corner of Pecan & Soledad 2. What floor fire is on and what is on fire. 3. Type of occupancy - commercial office building. 4. Telephone number you are calling from 5. Listen to dispatcher B. Rescue those individuals in immediate danger. C. Isolate the fire by closing the door if possible. D. Evacuate - use fire exit stairs. Do not use elevator. 2. IF YOU THINK YOU SMELL SMOKE, IMMEDIATELY: A. Call the Courtesy Desk at (24 hours). Give location and characteristics of odor. B. Inform Floor Warden of location and characteristics of odor. 3. 6 EMERGENCY PROCEDURES I. FIRE SAFETY DIRECTORS: A. Go to the control room/command Center. B. Ensure that the Fire Department has been notified of any fire or fire alarms. C. Oversee evacuation procedures. D. Meet Fire Department at Command Center. Report conditions to Fire Department on their arrival (with Assistant Fire Safety Directors). II. ASSISTANT FIRE SAFETY DIRECTORS: In the event of a fire, assists the Fire Safety Directors to ensure effective implementation of the fire evacuation plan. In the absence of the Fire Safety Directors, shall assume the full duties and responsibilities of the Fire Safety Directors. III. FLOOR WARDENS A. Notify the Fire Department (911) and the Courtesy Desk ( ). B. Keep people calm. C. Direct occupants to stairwell exits. Follow Exit Signage. D. Determine safe availability of exit staircases; if affected by smoke, use alternative stairway. 1. Feel all doors before entering by using the back of your hand, if door is hot or has smoke coming from underneath, DO NOT OPEN! 2. Close all doors. 3. Do not use elevators unless instructed and assisted by Fire Department. E. Be prepared to communicate vital information to the Fire Safety Directors at a posted location. F. Determine by head count any missing occupants and relay to Fire Safety Directors. G. Evacuate down using stairwell exits unless instructed otherwise. H. Listen to all Public Announcements. -3-
7 IV. DEPUTY FLOOR WARDEN Shall assume the duties of the Floor Warden in his/her absence. V. SEARCHER A. Search for occupants who may not have heard the fire alarm. Search remote floor areas, restrooms, computer printer rooms, break areas, etc. Direct persons found to closest exit. B. Maintain calm and keep others calm by example of your composure. C. Know where the fire extinguishers, alarms and exits are located and their use. D. Use intercom in stairwell to notify Fire Safety Directors the floor is clear (Intercoms are located every 5th floor). VI. ELEVATOR LOBBY MONITOR A. Assist the Floor wardens in any way directed (during emergency). B. Act as a crowd control monitor - directing people away from the elevators and to the nearest stairwell for evacuation. Exit at own discretion. C. Maintain calm and keep others calm by your composure. VII. EXIT MONITORS A. Test the exit door assigned for heat using the back of your hand BEFORE allowing entry. 1. Feel top, bottom and handle of door for heat and look for smoke. 2. If door is cool, stand behind and SLOWLY open the door. 3. If there is smoke and/or fire, do not exit onto this floor. B. Verbally instruct exiting occupants the correct stairwell procedures. Follow Exit Signage. C. Ensure that automatic door closures act correctly and refrains from blocking door in an open position. D. If exit staircase becomes violated with smoke or heat, direct occupants to alternate exit. E. Exit at own discretion. F. Maintain calm and keep others calm by composure. -4-
8 VIII. DISABLED AIDES A. The disabled person should be allowed to select their assigned aides. B. The aides shall have knowledge of the exact location of the building's safest exit. C. The aides and disabled person shall be familiar with the assigned exit. D. In a fire emergency, the disabled person shall be assisted by the aides to their assigned exit location. When on site, they shall place disabled person in a location away from the normal path of travel of exiting occupants and await the arrival of the Fire Department. E. The disabled aides shall remain with their charge until relieved by direction of a Fire officer. F. Evacuate down using stairwell exits unless instructed otherwise. G. Listen to all Public Address Announcements. VIIII. FIRE RESPONSE TEAM A. Courtesy Staff In an after-hours situation, one person goes immediately to the fire command station and the other goes to the fire floor. During regular business hours both Courtesy Officers remain at the Courtesy Desk. B. Property Management 1. Office Staff a. Exit to designated stairwells, go to first floor and wait for instructions from the Fire Safety Directors. b. Direct all personnel to evacuation gathering point Surface Lot located at 409 N. Flores. See attached exhibit. 2. Engineering Staff: One employee will go to fire pump, two employees will go to fire floor, and one goes to fire command station. a. After evacuation of the fire floor, endeavor to control spread of the fire (closing door, etc.) b. Attempt to control fire until the arrival of the Fire Department. If the fire is small and conditions do not pose a personal threat, try to extinguish fire. c. Leave one member on the floor below the fire to direct the Fire Department to the fire location and inform them of conditions. d. On the arrival of the Fire Department, the Fire Response Team shall report to the Fire Command Station for additional instructions. -5-
9 IMPORTANT THINGS TO KNOW 1. The roof is not an approved exit. 2. When the Fire Department arrives, the officer is in charge. 3. Most critical areas for immediate evacuation are the fire floor, one floor above and one floor below. 4. Use elevator only when assisted by Fire Department personnel. 5. If you are in smoke, stay low as cleaner air is near the floor. 6. The manual fire alarm pull stations are located: a. in the freight elevator lobby on each floor b. by both stairwell doors on each floor 7. Fire suppression equipment is located on every floor of the building. Fire cabinets are clearly marked and contain a general purpose extinguisher. Fire extinguishers should be used only when the fire is in its early stages. If there is any doubt, do not fight the fire, but focus all attention on the safe and orderly evacuation of the people on the floor. Everyone should be familiar with the use and locations of the fire extinguishers. a. Remove extinguisher from cabinet. b. Stand approximately 8' to 10' away from flame. c. Pull pin near nozzle. d. Aim nozzle at the base of the flame. e. Squeeze and Sweep from side to side. -6-
10 FIRE PROTECTION SYSTEMS A. LOCATION The Fire Command Station is located on Lobby Level at the Courtesy Desk. B. DETECTION Detection will be accomplished by two methods: 1. Automatic photoelectric type smoke detectors. 2. Automatic sprinkler water flow indicators. Smoke detectors provide early indication of a fire and are flush mounted on the ceilings of each floor. In addition, smoke detectors are located in electrical closets, elevator hoistways, fan rooms, supply and return ducts. Actuation of a single smoke detector will sound an alarm at the Fire Command Center and will provide automatic elevator recall and control door operation. When any floor goes into alarm, doors with magnets or that are electronically locked will failsafe open. Sprinkler water flow indicators are located at the sprinkler system connection to the riser at each floor level. Activation of a smoke detector or a single water flow device will activate a fire alarm at the Fire Command Center. Activation of an automatic fire detection device will also automatically sound a general alarm and flash the exit light on the floor and automatically activate the smoke control system. C. ALARM, NOTIFICATION, SUPERVISORY AND CONTROL SYSTEMS All detection devices will be monitored on the main panel to indicate the location of the floor of alarm origin. Upon receipt of an alarm from a specific floor, alternating tones and a voice alarm will be transmitted to the floor of origin and the adjacent floor above and below to advise of the emergency. The building smoke control and stairway pressurization systems and the evacuation alarm signal will automatically activate upon receipt of a sprinkler flow or smoke detector activation. D. COMMUNICATIONS Two separate voice communications systems are provided. The first is for Fire Department use only and consists of a two-way system between the Fire Command Center and the firemen's phone jacks. The second is a Public Address system. The two systems may be combined manually by the Fire Department at the Fire Command Panel. -7-
11 E. FIRE SUPPRESSION The entire building is provided with an automatic sprinkler system. Department use are located in each stairway. Standpipes for Fire Fire extinguishers are also located on each floor. F. SMOKE CONTROL SYSTEM A smoke control system is provided for the building which features two separate stairwell pressurization systems which are provided for the building stairwells. One system will serve each of the two stairwells. Each stairwell constant volume pressurization fan is served from the standby generator. The stairwell pressurization fans will automatically start upon initiation of any automatic fire alarm device. G. STANDBY POWER SYSTEM: 1. One (1) diesel-driven standby generator rated for 750 KW with automatic controls and a fuel storage tank to store at least a 12-hour fuel supply is provided. Standby power is provided for the following: a. Fire alarm and public address systems. b. Fire detection systems. c. Fireman's elevator (One elevator in each bank plus the freight elevator). d. Stairwell pressurization fans. e. Exit Signs and emergency lighting in stairwells and exit ways. f. Automatic sprinkler flow detection systems. g. Fire pumps. h. Fire Department communication systems. i. Stairwell Intercom Systems which are located on every 5th floor level. j. All power requirements for lighting and equipment in the Fire Command Center. H. STAIRWAY DOOR UNLOCKING SYSTEM 1. An electrically supervised unlocking system for every stairway door is provided. The stairwell doors are automatically unbolted but not unlatched upon activation of a Fire Alarm. The power bolt shall lock when energized and unlock automatically upon a loss of power. An intercom is located on every fifth floor of the stairwells and is directly linked to the Command Center. -8-
12 ALARM SYSTEM DESCRIPTION I. DETECTION DEVICES The fire alarm system at Weston Centre contains three (3) types of detection devices. A. Smoke Detectors--Detectors are located in the following areas: 1. Elevator lobbies. 2. Mechanical Rooms. 3. Public corridors. 4. Telephone Equipment Rooms. 5. Penthouse. B. Manual pull stations - these are located near each stairwell exit. C. Waterflow sensors -- indicating the activation of a sprinkler head. Activation of any of the above devices will cause the following: - The air handler unit will shut down on the affected floor. - Tones will sound on the affected floor, the floor above and the floor below. - Exit signs will flash and stairwell doors will unlock. - Stairwell pressurization fans will start. - Elevators will recall to the first floor. - Elevator lobby doors that lock will de-energize and close. II. PUBLIC ADDRESS SYSTEM The public address system enables the operator to give information to any floor (s) as needed. This public address system will give pertinent information regarding any situations -- all announcements should be listened to carefully. III. BUILDING SAFETY FEATURES In addition to the fire alarm system, Weston Centre also contains the following safety features. A. Two fire rated stairwells. B. Fire extinguishers on each floor. C. Fire pumps and two standpipes that run the length of the building. D. A building sprinkler system throughout the entire building. -9-
13 DISABLED PERSONNEL For our purposes, "disabled" is defined as "anyone who is physically or mentally impaired to the degree that they would need assistance in evacuating a building via stairways or traverse exit passageways on the ground level to exit the building during a fire or other emergency." As stated in the Floor Warden duties listed on pages 3-5, it is important that the Building Management be made aware of all disabled occupants and/or visitors. This is vital information that needs to be relayed to the Fire Department during an emergency. Please make every effort to keep Building Management informed. Means of evacuation during an emergency must be given consideration. Again, arrangements must be made to assist these people during an emergency. This assistance will not include elevator use. The elevators are not a means of evacuation unless directed by a fireman. 1. Persons outside the emergency action organization must be assigned to aid disabled personnel. The people assigned to help may be required to physically carry any disabled personnel to the designated re-entry floor. 2. If no help is available for a disabled individual, an attempt should be made to reach the stairwell. If this is not possible, take the following actions: a. Call the Fire Department at 911 and the Courtesy Desk at to inform them of your location. b. Isolate yourself in a room. Place cloth under the door. c. If there is smoke in the room, place a cloth over your face and keep low, cleaner air is near the floor. -10-
