Our Personal Journeys Through Psychopharmacological Training and Consultation Mary Pat Noonan, Ph.D., L.P. MSCP Harlan Gilbertson, Psy.D., L.P.MSCP Mimi Young Sa, Psy.D., L.P., MSCP Minnesota Psychological Association 2014
The History of Prescription Privileges for Psychologists (RxP) 1991 Department of Defense Demonstration Project Trained 10 doctoral-level psychologists to prescribe psychotropics Of the original 10, 7 of them are still prescribing as part of their clinical practice with the military. The General Accounting Office (GAO) completed a comprehensive evaluation of the clinical practice of those 10 psychologists in 1999 and concluded they filled critical needs and performed with excellence wherever they served.
DoD Project As of the 1999 report, those 10 psychologists had treated over 169,000 patients with no reported adverse effects or deaths. There still have been no adverse effects or deaths reported against any prescribing psychologist with over 250,000 scripts written to date! Without exception, the physicians these psychologists worked with described them as good to excellent and phenomenal and that they were well trained and prescribing safely and effectively.
History of RxP- Cont. The first states to obtain prescription privileges for psychologists In 2002, the governor of the state of New Mexico signed the first state law allowing appropriately trained psychologists to prescribe psychotropic medications In 2004 the state of Louisiana passed a similar law; again allowing properly trained psychologists to prescribe psychotropic medications.
The Training Based on the DoD training model, The Council of Representatives of APA in 2007 approved Recommended Postdoctoral Education and Training Program in Psychopharmacology for Prescriptive Authority.

Why Get the Training When I Cannot Prescribe in MN? Opportunities for consultation Forensic settings Other prescribers in MN who live in remote areas or have very little mental health training This makes you marketable in the competitive job market Potentially helps bridge the gap of psychiatrists to patients that is so stunning in MN (only 600 psychiatrists in MN vs 4,000 psychologists).
